About this file
This file is a Questions and Answers (Q&A) document dated May 15, 2026, for solicitation 191BWC26B0001 regarding Tainter Gates Sandblasting at Amistad Dam. The document clarifies operational constraints and submission requirements for this sealed bid solicitation.
The Q&A addresses three key areas: (1) operational parameters—specifically that two tainter gates may be out of service for work simultaneously; (2) technical proposal requirements—stating that technical acceptability evaluations will assess the contractor's narrative addressing scope items, plan of action, equipment, key team members, schedule, qualified personnel expertise, and past performance demonstrated through at least three (3) similar project references including contact information and project descriptions; and (3) period of performance—establishing a minimum 365-day performance period from contract award, with contractors required to justify in their bid any request to extend this timeframe to fulfill the statement of work requirements. Offerors must meet or exceed all specifications and scope of work items being quoted.
