About this file

This document is a Fuel Storage Tank (FST) Management Plan for GSA's Federal Building South located in Washington DC. The underground storage tank (UST) has a 4,000-gallon capacity, stores Fuel Oil #2, and was installed in 1995. The plan includes detailed procedures for tank filling, leak detection, and planned upgrades, with specific focus on preventing spills and ensuring proper maintenance.

Key details include planned upgrades such as replacing a failed secondary containment valve by 3/14/2017 and upgrading release detection equipment with a new Automated Tank Gauge (ATG) by 6/30/2017. Leak detection tests conducted in 2016 showed mixed results, including a pass on water testing, an inconclusive soil test requiring a retest, and a failed secondary containment valve test. The tank is actively owned by GSA, uses fiberglass construction with pressurized system piping, and employs a Veeder Root automated release detection method. Additional documentation and historical records are maintained on the Region 14 FST Google Site.

APPENDIX A: FILLING AND TRANSFER PROCEDURES

Fuel Storage Tank (FST) Filling Checklist

OVERVIEW:

As an owner or operator of a FST system, you are responsible for ensuring that releases due to spilling or overfilling do not occur during fuel delivery. This checklist shall be used to review activities performed before, during, and after fuel delivery in order to reduce potential for accidental release during fueling operations. This checklist provides the best practices for filling procedures and can be customized for the site-specific conditions.

Any spill of a stored product in a quantity greater than the reporting threshold established by a regulatory standard shall be reported in accordance with the GSA FST Policy and local regulatory implementing agency requirements.

Note: This checklist identifies best practices for proper filling procedures. Users should consult their regional GSA environmental professionals to ensure that the parameters provided comply with all applicable regulatory requirements (e.g. Federal, State, interstate, and local).

What To Do Before Your Fuel is Delivered

☒ Conduct and record accurate readings for the level of product currently in the tank prior to ordering product

☒ Order product to only fill 90% of the tank’s capacity, utilize the following formula to determine the amount of product to order:

𝑀𝑎𝑥𝑖𝑚𝑢𝑚 𝐴𝑚𝑜𝑢𝑛𝑡 𝑜𝑓 𝐹𝑢𝑒𝑙 𝑡𝑜 𝑂𝑟𝑑𝑒𝑟 = (𝑇𝑎𝑛𝑘 𝐶𝑎𝑝𝑎𝑐𝑖𝑡𝑦 𝑖𝑛 𝐺𝑎𝑙𝑙𝑜𝑛𝑠 × 0.9) − 𝐹𝑢𝑒𝑙 𝐶𝑢𝑟𝑟𝑒𝑛𝑡𝑙𝑦 𝑖𝑛 𝑇𝑎𝑛𝑘

☒ Post clear signs that identify the overfill devices and alarms that are used at the facility

☒ Review spill response procedures

☒ Verify that the spill bucket is empty and clear of debris

What To Do Before Your FSTs Are Being Filled

☒ Review spill response procedures

☒ Ensure fuel delivery personnel know the type of overfill device present at the tank and what actions to perform if it activates

☒ Keep fill ports locked until the fuel delivery person requests access

☒ Remain attentive and observe the entire fuel delivery, be prepared to respond to any unusual condition, leak, or spill which may occur during delivery

☒ Provide safety barriers and ensure there is adequate lighting around the fueling zone

☒ Have spill cleanup supplies readily available for use in case a spill or overfill occurs

☒ Ensure accurate tank capacity and fill logs are available to delivery personnel

What To Do After Your FSTs Are Filled

☒ Following complete delivery, the fuel delivery person is responsible for disconnecting all hook-ups

☒ Return spill response kit and safety barriers to proper storage locations

☒ Conduct and record accurate readings for the level of product within the tank after fuel delivery

☒ Ensure fill ports are properly secured

☒ Ensure the spill bucket is free of product

☒ Immediately clean any small spills in a manner compatible with the material spilled
