About this file
This is a project map and drainage assessment document prepared by Hillsborough County Engineering and Operations Department for the Kirby Street Pond Modification and Pump Station Design project (CIP 46144001). The project addresses chronic street flooding in the vicinity of the Kirby Street stormwater pond, specifically affecting Doreen Street and N. Whittier Street. The existing stormwater collection system discharges into the Kirby Street pond, which is currently controlled by a constant speed simplex pump system with a capacity of 700 gallons per minute. The project site is located at 5200 E. Kirby Street between N. 50th Street and N. 56th Street in the East Lake Orient Park community, Section 27 Township 28 Range 19, approximately 1,970 feet south of the Hillsborough River within the Hillsborough River Watershed. The proposed improvements must satisfy requirements established by the Southwest Florida Water Management District (SWFWMD) Environmental Resource Permit and Hillsborough County standards.
The contract opportunity associated with this project involves construction of a new stormwater pump station on a County-owned parcel located north of the existing facility at 5201 E. Kirby Street, Tampa, Florida 33617, with subsequent decommissioning and demolition of the existing pump station. The estimated total project cost is $1,473,476.90. A 10 percent Small Business Enterprise (SBE) participation goal has been established for subcontractor involvement. Questions and requests for interpretation must be submitted no later than 14 calendar days after the solicitation issuance date, site visit, or pre-bid conference, whichever occurs later, as specified in the Contract Terms and Conditions Document.

Figure II.A – Location Map
I. PURPOSE
The intent of this report is to evaluate the Kirby Street Pond Modification and Pump Station Design
(Hillsborough County’s CIP 46144001). The purpose of this project is to improve local street flooding within the vicinity of the Kirby Street stormwater pond. Doreen Street and N. Whittier Street share a common stormwater collection system that discharges into the Kirby Street stormwater pond. The Kirby Street Pond stage is controlled by a constant speed simplex pump system that conveys 700 gpm to an existing outfall. Both streets are reportedly experiencing flooding during heavy storm events.
This drainage report provides an assessment of the proposed drainage improvements that satisfy the requirements established by the Southwest Florida Water Management District (SWFWMD) ERP and Hillsborough County.
II. SITE DESCRIPTION
A. Location:
The project is located off E Kirby Street at 5200 E. Kirby St. between N. 50th St. and N. 56th St. within the community of East Lake Orient Park in Section 27 Township 28 and Range 19. Kirby Street lies within the Hillsborough River Watershed. The project is located approximately 1,970 ft south of the Hillsborough River. See Figure 1 below.
