About this file

This is a Subcontractor Letter of Intent form issued by Hillsborough County, Florida, for use in connection with county bid and proposal solicitations that include small business enterprise (SBE) participation requirements. The form must be completed and signed by both the prime bidder/proposer and each registered SBE firm listed as a proposed subcontractor. The letter of intent documents key terms and understandings between the prime contractor and SBE subcontractor regarding the potential future working relationship. The form requires identification of the scope of work or work item numbers to be performed by the SBE firm, with estimated dollar amounts included only for fixed-price contracts; estimated amounts must be omitted for Work Order/Term Contracts, Professional Services, or CCNA Contracts. The related Kirby Street Pump Station #08 Rehabilitation project in Tampa, Florida, has an estimated total project cost of $1,473,476.90 and establishes a 10% SBE participation goal for subcontractor utilization.

Bonus points in the award evaluation process are granted if at least one listed SBE subcontractor is registered in accordance with Hillsborough County's SBE Program policies and procedures. If estimated dollar amounts or percentages of work are listed on the form for Work Order/Term Contracts, Professional Services, or CCNA Contracts, such amounts will not be considered in the award of bonus points for SBE utilization. Questions and requests for interpretation regarding the solicitation must be submitted no later than 14 calendar days after the date of solicitation issuance, site visit, or pre-bid conference, whichever occurs later.
