The project involves constructing a single-lane roundabout at the intersection of 116th Street and Hoover Road, with comprehensive improvements including hot mix asphalt pavement, curb and gutter, a shared-use path, an enclosed storm sewer system, street lighting, landscaping, water main relocation, and raised crosswalks. Sealed bids are due by 9:00 am on Wednesday, February 4, 2026, with a non-mandatory pre-bid conference scheduled for Thursday, January 22, 2026, at 1:00 pm. The project has a projected start date of August 31, 2026, with substantial completion required by November 16, 2026, and final completion by May 1, 2027. Submissions must be made through the City's e-Procurement Portal at https://procurement.opengov.com/portal/carmelin.
Bidders must submit a bid bond or certified check equal to 10 percent of the bid amount and will be required to provide performance, payment, and maintenance bonds through a surety company approved by the U.S. Treasury Department and authorized to conduct business in Indiana. The contract will be awarded to the lowest responsive and responsible bidder, with liquidated damages assessed at $5,000 per calendar day for delays beyond completion dates. Road closure is not to exceed 75 consecutive calendar days. General contractors must contribute at least 15 percent of the contract price in work, materials, or services. All bidders must comply with E-Verify requirements and submit documentation proving employment eligibility verification for all employees. The project requires coordination with multiple utility companies, including AES Indiana, AT&T, CenterPoint Energy, Comcast, Everstream, Trico Regional Sewer, and Zayo, and contractors must obtain necessary permits including a Construction Stormwater General Permit, Section 401 Water Quality Certification, and 404 Nationwide Permit.
