About this file
This is a Subcontractors List form for the 116th Street and Hoover Road Roundabout Construction project issued by the Board of Public Works and Safety for the City of Carmel, Hamilton County, Indiana. Bidders are required to list all proposed subcontractors who will perform work valued at five percent (5%) or greater of the total bid amount. The project consists of constructing a single-lane roundabout at the intersection of 116th Street and Hoover Road, including HMA pavement, curb and gutter, shared-use path, enclosed storm sewer system, lighting, landscaping, water main relocation, and raised crosswalks. Sealed bids must be submitted via the City's e-Procurement Portal at https://procurement.opengov.com/portal/carmelin by 9:00 am on Wednesday, February 4, 2026.
Only one subcontractor shall be listed for each work item, and upon contract award, the named subcontractors must be employed to perform the specified work unless changes are specifically authorized by the owner. Failure to provide complete subcontractor information may render the bid non-responsive if the omission is deemed material or provides a substantial bidding advantage. Bidders who do not list subcontractors affirm they will perform the work using their own forces and have no subcontractors providing work at five percent (5%) or greater of the bid amount.
