Summary of Utility Relocation Work Plans for 22-ENG-03 Roundabout Project
These are utility relocation work plans prepared for the City of Carmel's 116th Street and Hoover Road Roundabout Construction project (DES NO. 22-ENG-03) in Carmel, Indiana. The project involves constructing a single-lane roundabout with associated infrastructure including HMA pavement, curb and gutter, shared-use paths, storm sewer systems, lighting, landscaping, water main relocation, and raised crosswalks. Nine utility companies submitted relocation work plans: AES Indiana (electric distribution), AT&T (communication), CenterPoint Energy (natural gas distribution), Comcast (telecommunication), Everstream (fiber optic), Trico Regional Sewer Utility (wastewater), Verizon/MCI (fiber optics), and Zayo (communications). The project letting date is July 1, 2025, with sealed bids due at 9:00 am on Wednesday, February 4, 2026. All utility work plans were submitted between February and September 2025, with most approved by November 2025. Most utilities indicate they will not allow INDOT contractors to perform relocation work and will use their own crews or authorized contractors.
Pre-construction scheduling varies significantly across utilities, with lead times for permits ranging from 21 to 90 days, materials procurement from 30 to 60 days, and crew scheduling from 21 to 84 days. Most utilities can begin work 14 days after work plan approval or Notice to Proceed. Relocation work completion timelines range from 21 days (AES, Comcast) to 120 days (Zayo). CenterPoint Energy provided a cost estimate of $156,374.03 for reimbursable work, while Zayo estimated approximately $20,000. Significant dependencies exist between utilities—AES must set poles before AT&T and Comcast can attach facilities, and new power must be available for Zayo's cell equipment. The City of Carmel must clear right-of-way vegetation and complete staking of permanent lines before utilities can begin relocation work. Utility Coordinator John Cox at American Structurepoint Inc. is responsible for overseeing the project coordination.

F. By signing here, the Utility has determined to the best of their ability that they have facilities within the project area and the facilities are not in conflict with the project based upon the plans received on <01/15/2025> 7/11/2025.
Signature of Utility Representative Print Name Date
Note: A signature by the utility representative at item “(F)” fulfills the requirement to complete the rest of this form
Section 3: A statement whether the facility relocation is or is not dependent on the acquisition of additional
CenterPoint Energy’s relocation is not dependent on the acquisition of additional property interests.
Section 4: A statement whether the utility is or is not willing to allow the INDOT contractor to do the required work
CenterPoint Energy crews or CenterPoint Energy contractors will complete any required relocation work.
Section 5: From the date the work plan is approved by both parties; please provide the Utility’s pre-construction
A. The expected lead time in calendar days to obtain required permits: 30 Days B. The expected lead time in calendar days to obtain materials: 60 Days C. The expected lead time in calendar days to schedule work crews: 30 Days
D. If the contractor is being selected by competitive bid what is the date of selection?
TBD-final estimate will be completed once a final work plan has been received.
CenterPoint Energy will not and cannot pursue competitive bid opportunities until then.
E. The expected lead time in calendar days to obtain new property interests: N/A
F. The earliest date when the utility could begin to implement the pre-construction activities of the work plan: 90 Days
G. The total number of calendar days for pre-construction activities:
(accounting for concurrent activities) 90 Days
**All estimate dates are based upon CenterPoint Energy Engineering’s receipt of an approved work plan & notice-to-proceed. Until that takes place, materials cannot be obtained and crew availability cannot be projected.
A. A statement whether the facility relocation is or is not dependent on work to be done by another utility
CenterPoint’s relocation plan depends on proposed locations of all other existing utilities within the project area. In order for the aforementioned timeline to be valid, all conflicts must be resolved prior to construction.
• If CenterPoint’s proposed relocation plan is dependent on another utility relocating existing facilities, CenterPoint cannot relocate until those conflicts are resolved.
Dig Law must be taken into consideration when identifying dependencies between the relocation of all facilities. Utilizing hand excavation methods, vac trucks, etc. must take place should the proximity of facilities deem it necessary.
B. A statement whether the facility relocation is or is not dependent on work to be done by the department
NTP & Approved Work Plan.
• Once an Approved Work Plan or Notice to Proceed is received, whichever comes first, CenterPoint Energy will proceed with developing For Construction Drawings, System Operations Plans, Material Lists, Work Order Packets, internal approvals and scheduling work crews. If project plans are submitted after the approval of the Work Plan or NTP, the Utility Coordinator must inform the designated CenterPoint contact of any design changes that could affect the natural gas main that was to remain in place or the proposed relocations. If adjustments are necessary for the proposed relocations, CenterPoint Energy’s scheduling information provided in Section 5 and 6D will be updated based on the project’s size and the number of revisions.
• When CenterPoint Energy receives an Approved Work Plan or Notice to Proceed, it is assumed that the Utility Coordinator has reviewed the Work Plans of any other existing utilities within the project area, ensuring that all proposed relocations do not conflict with other existing and proposed utility relocations. CenterPoint Energy has boring standards that may change the installation method of the natural gas main if other utilities are installed before CenterPoint Energy’s relocations. Additionally, if other utilities are installed outside of their Approved Work Plan/NTP or do not follow their proposed route, CenterPoint Energy’s relocations may be delayed for an unforeseen amount of time.
• CenterPoint Energy requests that if a new Utility Coordinator or Inspector is appointed after the Work Plan has been approved or a Notice to Proceed has been issued, the new appointee should review the approved Work Plan and Notice to Proceed. Any concerns should be raised promptly before CenterPoint Energy begins relocations.
Ex and PR ROW cleared.
Staking
• Permanent and temporary R/W painting and staking with stationing.
• Proposed Center Line painting and staking with stationing.
• Proposed Storm Structure Staking in the vicinity of CenterPoint relocations.
C. How many calendar days after the events identified in Sec 6 A and B are completed can the utility begin construction: TBD – based on crew availability and schedule once NTP is received.
D. The number of calendar days to complete the relocation work: 30 Days
The timelines provided by CenterPoint Energy in Sections 5 and 6D are based on an Approved Work Plan and Notice to Proceed issued during the Work Plan Request. If project plans are submitted after the approval of the Work Plan or NTP and require adjustments for the proposed relocations, the scheduling information in Sections 5 and 6D will become invalid and must be updated according to the project’s size and the number of revisions. Additionally, these timelines assume that a master utility relocation plan has been developed, reviewed by the utility coordinator, and that all potential conflicts have been resolved. If new utility relocation conflicts are discovered during CenterPoint Energy’s construction, the timeframe in Section 6D will be void, and a new timeframe will be provided. If CenterPoint Energy receives an Approved Work Plan or Notice to Proceed more than 1 year after the Work Plan submittal, the project must be reviewed by the CenterPoint contact and the workplan is subject to change. In addition, the timeframe provided in Section 6D does not include potential delays due to unforeseen site issues or inclement weather.
Section 7: A drawing of sufficient detail with station, offset, elevations, and scale to show the proposed location of the facility relocation, which takes precedence over the narrative description of the work, needs to be on INDOT Construction drawings. [IAC 13-3-3(c) (6)]. Plans must be attached to this Work Plan Document.
See attached relocation plan.
CenterPoint Energy For Construction Drawings will be sent to the Utility Coordinator for final review once complete.
Section 8: For each work plan the utility shall include a cost estimate for the facility relocation. For reimbursable work the estimate will identify betterment and salvage which is not reimbursable. [IAC 13-3-3(d)]
$156,374.03 - Once an approved work plan is received, a more accurate estimate will be provided for reimbursement during Centerpoint’s pre-construction activities.
Section 9: For work the utility is entitled to be compensated by the Department, the work plan shall include documentation of property interests and compensable land rights. [IAC 13-3-3(d)]
See attached documentation.
Section 10: The implementation of this approved work plan is dependent upon the issuance of: (a notice to proceed will be provided when items in Section 6 are accomplished)
