About this file
This is an insurance requirements document for a construction project issued by the Wissahickon Valley Public Library in Pennsylvania related to the Library Renovation to the Blue Bell Branch Library project. The document establishes minimum insurance coverage requirements that all contractors and subcontractors must maintain throughout the project duration and for specified periods following completion. Key insurance requirements include Workers' Compensation (statutory Pennsylvania coverage with $500,000 limits per accident), Commercial General Liability ($1,000,000 per occurrence with $2,000,000 general aggregate), Business Automobile Liability ($1,000,000 combined single limit), Products Completed Operations coverage ($2,000,000 aggregate maintained for four years post-completion), and Umbrella/Excess Liability ($1,000,000). All policies must be issued by insurers rated A- or better by A.M. Best and authorized to conduct business in Pennsylvania. The document specifies detailed endorsement requirements, including ISO forms for additional insured status for both ongoing and completed operations, waiver of subrogation in favor of the Owner, and electronic data liability coverage.
The insurance requirements impose responsibility on the contractor for all deductibles and self-insured retentions and mandate that all subcontractors of any tier maintain identical coverage types with limits not less than those required of the prime contractor. The contractor must verify subcontractor compliance, obtain certificates of insurance with required endorsements, and include these insurance requirements in all subcontract agreements. Additional insured coverage must be provided on a primary and noncontributory basis and must remain in effect for four years following project completion for products and completed operations coverage. The document establishes that these insurance requirements represent minimum coverage and do not limit the contractor's liability under the contract, and in any conflict with other contract documents, these provisions control.

INSURANCE REQUIREMENTS
The insurance requirements below are intended to ensure that the Contractor’s insurance responds first if injury, property damage, or other loss arises out of the Contractor’s work on this project. These requirements are designed so that the Contractor’s insurance defends and protects the Owner where the Contractor or its subcontractors are responsible.
The Contractor should review these requirements carefully with its insurance broker before bidding or entering into the contract.
For purposes of these insurance requirements, the "Owner" means Wissahickon Valley Public Library.
The insurance provisions in this document establish the minimum insurance requirements for the successful bidder (the "Contractor") and its subcontractors. In the event of any conflict between these requirements and insurance language elsewhere in the bid or contract documents, the provisions of this Section shall control.
All policies required under these requirements shall be placed with insurers rated A- or better, Class V or greater, by A.M. Best and authorized to do business in the Commonwealth of Pennsylvania.
