About this file
This solicitation is for a firm-fixed price design-bid-build construction contract to repair the primary operational pier facility at the Atlantic Undersea Test and Evaluation Center located on Andros Island in the Bahamas. The project will involve removing the existing superstructure while retaining the existing steel piles, constructing a closed-pier mole-type structure with a steel pipe pile wall aligned with the existing pier perimeter to retain compacted structural fill, and capping the fill with a reinforced concrete slab-on-grade deck that will abut the existing landside bulkhead. The new pier will include shore power, potable water, a fire protection system, lighting, mooring hardware, and a foam filled fender system. Pier utilities will tie into existing landside sources, and a temporary mooring facility will be constructed to provide safe mooring for vessels during construction while minimizing interruptions to operations. The solicitation is issued by the Naval Facilities Engineering Command, and the magnitude for the project is estimated between $25 million to $100 million.

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 CLIN 0001 Permanent Pier Demo and Repair
The work includes repair of Pier 1902 by constructing a closed-pier mole-type structure with a steel H-pile combination wall aligned at the existing pier's perimeter that will retain compacted structural fill. The existing pier superstructure will be demolished and removed and the existing steel piles will be cutoff and incorporated in the repaired pier.
The construction will include demolition, excavation, grading, pile testing, pile driving, cast-in-place concrete, electrical utilities, potable water, fire protection and incidental related work. Excludes work described in Contract Line Item CLIN 0002 OPTION 001.
1.2.2 CLIN 0002 OPTION 001 Temporary Berth Design, Construction, and Removal
The work includes design and constructing a temporary berth for temporary mooring for AUTEC vessels to provide safe mooring for the vessels during construction. The temporary berth will be constructed prior to any demolition works commencing on Pier 1902 to minimize interruptions to AUTEC operations. The temporary berth shall be designed in accordance with the specifications and design criteria herein. Options presented in design drawings are conceptual and for reference only. The temporary berth shall be completely removed after all repairs to Pier 1902 are complete and the Pier 1902 is put into service by AUTEC.
1.2.3 Location
The work is located at the Atlantic Undersea Test and Evaluation Center (AUTEC), Andros Island, Bahamas, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.3 OCCUPANCY OF PREMISES
Building 1901 and the Operations Building will be occupied during performance of work under this Contract.
Before work is started, arrange with the Contracting Officer a sequence of
SECTION 01 11 00.00 25 Page 1 procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.4 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.5 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.
Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground, pier deck or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.5.1 Notification Prior to Excavation
Notify the Contracting Officer at least 15 days prior to starting excavation work.
1.6 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 2 miles of the construction site.
Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer. Items to be salvaged include Foam Filled Fenders and Safety Ladders.

List of Contact Personnel
1.2 SPECIAL SCHEDULING REQUIREMENTS
a. The temporary pier must be ready for operation as approved by Contracting Officer before work is started on repair of Pier 1902 which would interfere with normal operation.
b. Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.
c. The AUTEC waterfront will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of Harrison Wharf and AUTEC waterfront activities.
d. Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.
e. The work under this contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor which constitutes a potential interruption to operations.
The following conditions apply:
(1) Coordinate closely with Contracting Officer to ensure minimal impact to ongoing mooring, berthing, and loading/unloading operations. The work will take place in the main facility for base supply and resupply, therefore it is imperative the construction effort minimize disruptions to the extent possible considering the nature of the work.
(2) Due to security sensitive nature of the facility and ongoing operations, coordinate closely with Contracting Officer and Base Housing to ascertain availability of berthing for Contractor personnel, evolving security requirements, and possible alternatives.
(3) All materials and products brought onto the island must be on the Authorized Use List (AUL). An Authorized Use List (AUL) is
SECTION 01 14 00.00 25 Page 1 included electronically as part of the contract documents. Any items not on this list will not be allowed on the island.
(4) The Contractor is not allowed to use the AUTEC main pier due to required repairs to the pier. The Contractor is required to use their own barge to transport equipment. The AUTEC barge cannot be utilized for this contract. For informational purposes, the AUTEC barge is a Roll on/Roll off type of barge which unloads at the Harrison Wharf.
(5) Required export and entry documentation is required for ships and barges entering the port at AUTEC. Foreign flag vessels will require a longer notification time for clearance.
(6) The Contractor shall provide their own crane for off-loading their barge. The AUTEC Crane is not available for the off-loading of Contractor barges.
