About this file
This is a scope of additional services document for professional engineering services provided to the Harris County Flood Control District (HCFCD) for the South Mayde Creek Bypass Channel and Stormwater Detention Basin project in Texas. The document outlines fourteen categories of additional services that the engineer may render when authorized in writing by the District Director, including community engagement support, survey services, geotechnical investigations, environmental site assessment and permitting, impact analysis, hydrologic and hydraulic analysis, design documentation, traffic control planning, subsurface utility exploration, and bidding phase support. The engineer is responsible for attending pre-bid conferences, reviewing bid tabulations and recommending contract awards, preparing addenda, and assisting in contract evaluation. Services span from initial planning through completion of construction, with the engineer assigning a licensed professional engineer to manage the project and ensure compliance with all District requirements and applicable regulations including NEPA, Clean Water Act, and FEMA floodplain standards.
The construction phase services include monthly progress meetings, periodic site visits, submittal and RFI management through the Unifier system, review of pay estimates and material testing results, and preparation of record drawings. The engineer must provide a Resident Project Representative (RPR) at the site with an estimated average of twenty hours per week, requiring a Bachelor of Science in Civil Engineering or related field with at least two years of similar project experience. Optional tasks include biological monitoring for Alligator Snapping Turtles if habitat is identified within project limits, environmental awareness training for construction personnel, and post-construction FEMA activities such as LOMR (Letter of Map Revision). The document specifies response times for RFIs (three business days) and pay estimate reviews (five business days), with final pay estimate approval required within two business days. The engineer must coordinate all activities with the District Design and Construction Project Managers and maintain compliance with District guidelines throughout project delivery.
