About this file
This is an Identify Need Statement prepared for the Harris County Flood Control District in Texas, documenting the project scope for professional architectural and/or engineering services related to the South Mayde Creek Bypass Channel and Stormwater Detention Basin. The project aims to reduce flooding along South Mayde Creek by lowering peak flows and water surface elevations, minimizing sedimentation and erosion, and improving hydraulic conveyance without creating adverse downstream impacts. The scope encompasses design, bidding, and construction phase services for two primary components: a bypass channel between Greenhouse and Barker Cypress Road, and sedimentation basins located upstream of Greenhouse Road. These improvements are part of Alternative 2, Scenario 2 from the 2020 Preliminary Engineering Report and represent the finalized recommended alternative for Lower South Mayde Creek improvements.
The project is anticipated to produce significant flood mitigation benefits, including average water surface elevation reductions of 0.9 to 2.3 feet for the 10% annual exceedance probability event and 0.8 to 2.3 feet for the 1% annual exceedance probability event between Fry and Greenhouse Road. The improvements are projected to remove 32 structures from the 10% annual exceedance probability event inundation and 1,203 structures from 1% annual exceedance probability event inundation. The statement does not specify contract pricing, funding sources, award dates, or contract term details, indicating that such information would be contained in the related request for services documentation.

South Mayde Creek Bypass Channel and Stormwater Detention Basin
Identify Need Statement
The purpose of this project is to reduce flooding along South Mayde Creek by lowering peak flows and water surface elevations, reduce the potential for sedimentation and erosion along South Mayde Creek, and improve hydraulic conveyance without producing adverse impacts in the form of increases to water surface elevations or peak flow downstream. Additionally, it will finalize the recommended alternative – Alternative 2, Scenario 2, from the 2020 Preliminary Engineering Report, “Lower South Mayde Creek (U101-00-00) Bypass Channel and Channel Improvements Preliminary Engineering Report”. Alternative 2, Scenario 2 includes the (1) channel conveyance improvements between Fry and Greenhouse Road that consist of a benched trapezoidal widening of the channel,
(2) a regional detention basins between Morton and Fry Road, (3) a bypass channel between Greenhouse and Barker Cypress Road, and (4) Sedimentation basins located just upstream of Greenhouse Road.
This project includes design, bidding and construction phase services of improvements (3) and (4) as written above:
Bypass channel between Greenhouse and Barker Cypress Road Sedimentation basins located just upstream of Greenhouse Road
Alternative 2, Scenario 2 provides an average reduction of WSEL of 0.9-2.3 ft for the 10% AEP event between Fry and Greenhouse Road and 0.8-2.3 ft for the 1% AEP event. Additionally, 32 structures removed from the 10% AEP event and 1,203 structures removed from 1% AEP event inundation.
