About this file
This document is a General Scope of Basic Services attachment for the Harris County Flood Control District's South Mayde Creek Bypass Channel and Stormwater Detention Basin project (U101-01-00-E003). The project aims to reduce flood risk by lowering peak flows and water surface elevations, reducing sedimentation and erosion along South Mayde Creek, and improving hydraulic conveyance through a channel bypass extending from Greenhouse Road to Barker Cypress Road and two sedimentation basins located upstream in Addicks Reservoir in Precinct 4. The selected engineer must prepare comprehensive construction documents in three phases: 50% design submittal, bid-ready submittal, and final plans submittal. Deliverables include detailed plans and profiles, specifications, a Project Manual, cost estimates, utility conflict tables, stormwater pollution prevention plans, and construction schedules. All work shall comply with Harris County Flood Control District standards and guidelines, be prepared using English units, and submitted in multiple formats including hard copy 11"x17" plans, electronic files in AutoCAD Civil 3D, Microsoft Word, and PDF formats. The engineer must coordinate with the U.S. Army Corps of Engineers, City of Houston Parks and Recreation Department, utility companies, and applicable review agencies throughout the design process.
The project is funded through legislative funding and Harris County Flood Control District 2018 bond funds. All construction documents must be signed and sealed by a Professional Engineer licensed in Texas. The engineer shall perform comprehensive project management, including sub-consultant contract management, monthly status meetings with meeting minutes, weekly and monthly project status updates, and development of a Microsoft Project schedule submitted monthly. Quality assurance and quality control procedures must meet or exceed District requirements. The engineer is responsible for all services performed by sub-consultants to the same extent as if performed directly, and the District Director retains the right to request replacement of any sub-consultant. The scope requires coordination with multiple external agencies and utility companies for permits and right-of-way crossings.
