About this file

This is a sample exercise attachment for a Request for Statements of Qualifications (RFSQ) issued by the Harris County Flood Control District (HCFCD) for professional architectural and engineering services related to the South Mayde Creek Bypass Channel and Stormwater Detention Basin Project (U101-01-00-E003) in Texas. The project involves designing and overseeing construction of a channel bypass along South Mayde Creek from Greenhouse Road to Barker Cypress Road, and two sedimentation basins upstream of Greenhouse Road, located in Precinct 4. The channel bypass is situated entirely within Addick's Reservoir and U.S. Army Corps of Engineers (USACE) property. The overall objective is to reduce flood risks in surrounding areas. The sample exercise requires respondents to describe their project approach in detail, demonstrating how the Engineer of Record will reduce rather than increase the workload of HCFCD staff. The response is limited to 1,500 words and must be included within the 20-page limit of the overall Statement of Qualifications response.

The sample exercise specifically requests comprehensive narratives addressing four key areas: environmental coordination and permitting strategies (including USACE Section 404 and 408 compliance), final design approaches utilizing innovative techniques to accelerate schedules, full construction phase services capability including Resident Project Representatives, and a complete project schedule identifying critical path items. Deliverables encompass administrative documentation (staffing plan, MWBE documents, QA/QC plan, meeting minutes, and project schedules), construction documents at 50 percent, bid-ready, final, and record drawing phases, quality assurance and control review records, engineer's estimates, electronic and hard copy design files, bid phase documents and project manuals, and record drawings with construction phase documentation as requested by HCFCD.

U101-01-00-E003 South Mayde Creek Bypass Channel and Stormwater Detention Basin

Sample Exercise

The following sample scenario requests information that will be used in the evaluation process.

Answers should be as thorough and definitive as possible and include all pertinent data.

Sample Project U101-01-00-E003: Your project team is assigned to design and oversee construction the South Mayde Creek Bypass Channel and Stormwater Detention Basin Project (U101-01-00-E003). HCFCD is tasked with implementing this project, which includes preliminary engineering, design and construction phase services of a channel bypass along South Mayde Creek from Greenhouse Rd to Barker Cypress Rd, and two sedimentation basins immediately upstream of Greenhouse Rd, located in Precinct 4. The channel bypass portion of the project is entirely within Addick’s Reservoir and USACE property. The overall objective of this project is to reduce flood risks in the surrounding areas. Describe in detail your project approach on the tasks identified herein, including how you as the project manager for the Engineer of Record will lighten the project workload of HCFCD staff (and not increase the workload of HCFCD staff). HCFCD is not looking for a scope of work. HCFCD is not requesting a scope of work, but instead is requesting the project manager’s unique approach to successfully executing a project to conform with all funding design and schedule requirements. Response to the sample exercise shall be limited to 1,500 words or less, which is included in the 20-page limit of the RFQ response (Part IV. B. Content of the Statement of Qualifications, 1. Firm Experience & Qualifications, 2. Firm Capacity & Resources, 3. Firm Organization, Project Methodology and Sample Exercise, and 4. Estimated Schedule to Complete).

A. Environmental Coordination and Permitting – Describe the environmental assessment approach your team will be taking and include environmental permitting strategies with applicable environmental agencies for the sample project’s area. Describe your approach to assure all requirements are met to ensure compliance using legislative funds. USACE Section 404 and 408 may be required for implementation of this project.

B. Final Design – Describe the approach on final design plans, specifications and cost estimate utilizing appropriate and/or innovative techniques to accelerate critical path functions to deliver a project ahead of schedule.

C. Construction Phase Services – Describe the approach and ability of your team to handle full construction phase services, inclusive of Resident Project Representatives. Note that this full level of construction phase services may not be utilized, but your team should demonstrate the ability to do so.

D. Project Schedule – Develop and provide in your submittal a full project schedule inclusive of all services identified herein. Identify through your narrative of the tasks identified herein any items of concern for the key critical path and that are essential in timely

U101-01-00-E003 South Mayde Creek Bypass Channel and Stormwater Detention Basin delivery of a completed project.
