About this file

This is a Scope of Work document for RFP 011326-893 issued by Donna Independent School District (ISD) in Texas to establish primary charter bus services for the 2026-2027 school year. The district is seeking bids based on percentage discounts from current catalog, manufacturer's price list, website, and shelf prices, with the intent to award multiple vendors. Purchases will be made on an as-needed basis throughout the contract term, which is effective September 1, 2026 through August 31, 2027, with options to extend for up to two additional one-year periods if all parties agree. The district makes no guarantees regarding annual volume and reserves the right to purchase more or less than quantities stated in proposals.

The pricing structure requires bidders to submit discount proposals from their printed catalog prices, with all shipping and handling charges included in quoted prices unless otherwise negotiated (F.O.B. Destination). The contract emphasizes stringent safety and compliance requirements, including mandatory background checks (criminal history and sex offender database clearance), drug and alcohol pre-employment testing with ongoing interval testing, Federal Motor Carrier Administration compliance, valid driver's licenses and credentials, accident-free driving records, and proper vehicle maintenance and inspections. All drivers must maintain proper certifications, follow safety regulations, remain well-rested within legal driving hour limits, and refrain from interacting with students without authorized school personnel present. The primary charter bus company assumes all liabilities if it contracts with a secondary bus company.
