About this file
This is a background and policy document issued by Alpine School District in Utah establishing criminal background check requirements for contractors and subcontractors working on school district projects where students are present. Alpine School District School Board Policy 4457 mandates that all prospective employees and contractors submit to criminal background checks conducted by the Utah Bureau of Criminal Identification (BCI). Applicants convicted of any felony are automatically ineligible for hire, while those convicted of job-related misdemeanors are subject to review and potential rejection. The document provides detailed instructions for obtaining criminal history records, including completing BCI Form 98-1-03, submitting fingerprints taken by law enforcement agencies, paying a $20 application fee, and submitting a Third Party Release Form designating Frank Pulley Jr. at Alpine School District as the recipient of background reports. Upon clearance, the District issues a clearance card for job site access that remains valid unless BCI notifies the District of infractions. The application must be mailed to the Utah Bureau of Criminal Identification at 3888 West 5400 South, Taylorsville, Utah 84129, with payment accepted via check, money order, or credit card.
This background policy document is directly applicable to the Alpine School District Interior Remodel project at Sharon Elementary School (Solicitation #ASD04282026HM), which involves renovation of a school facility dedicated to students with special needs. All contractors and subcontractors bidding on this project must comply with the criminal background check requirements outlined in this policy prior to commencing work on school district property. The mandatory pre-bid meeting is scheduled for April 21, 2026, at 10:00 A.M. Mountain Time at Sharon Elementary School, with proposal submissions due by April 28, 2026, at 2:00 P.M. Mountain Time. Construction is anticipated to begin upon contract award with substantial completion targeted for August 1, 2026. The policy establishes a prerequisite compliance mechanism ensuring that all personnel working on the project have cleared background checks before site access is granted.
