About this file

This is a Detailed Scope of Work attachment for a Request for Proposals issued by Salt Lake City School District in conjunction with design-build partner McKinstry for HVAC electrification retrofit work at Whittier Elementary School located at 1600 S 300 E, Salt Lake City, Utah. The project supports the District's sustainability action plan to achieve 100% renewable energy by 2030 and 100% carbon neutrality by 2040. The scope of work includes mechanical retrofit work inside the building and installation of a ground loop bore field outside the building to replace existing heating and cooling systems with a central ground source heat pump (GSHP) unit designed to meet 100% of the cooling load and approximately 80% of the heating load. Subcontractors must provide all required trades including mechanical (air and water-side), insulation, controls, Test and Balance, structural work, and other associated requirements. Line-voltage electrical work and ground loop drilling, earthwork, and installation will be procured through separate RFPs. The project is supported by a bond passed in 2024, and equipment shall be sized and rated for the site altitude of 4,220 feet above sea level.

Work must comply with 2021 International Building Code, 2021 International Mechanical Code, 2023 National Electric Code, and other referenced standards and codes adopted by the State of Utah and Salt Lake City. Subcontractors are responsible for demolition and disposal of existing equipment; furnishing and installing new GSHP units, system pumps, boilers, air handling units, VAV boxes, and associated materials; cleaning and filling all piping with propylene glycol at specified concentrations; installing piping insulation and labeling; providing pre-construction and post-construction Test and Balance on both airside and waterside equipment; supporting commissioning activities; and providing factory start-up for new equipment. PROJECT: Whittier Elementary HVAC Electrification - Mechanical

DOCUMENT: Attachment C: MC Detailed Scope of Work

1. PROJECT SUMMARY & OVERVIEW:

Salt Lake City School District (SLCSD)’s sustainability action plan commits the District to achieving 100% renewable energy by 2030 and 100% carbon neutrality by 2040. The District has selected McKinstry as their design-build partner in their decarbonization journey, and together SLCSD and McKinstry have completed multiple phases of work touching lighting, solar PV, building controls optimization, weatherization, electric vehicle fleet management, and building electrification retrofits. Supported by a bond passed in 2024, the District is now engaged in the completion of an additional electrification retrofit project at Whittier Elementary School in Salt Lake City, Utah.

To support the District’s sustainability action plan, McKinstry is requesting proposals for the implementation of a building electrification retrofit at Whittier Elementary School. The basis of design for the building electrification is to install a central ground source heat pump (GSHP) unit at the school to replace existing heating and cooling systems. The GSHP systems are designed to meet 100% of the cooling load in the building, and approximately 80% of the heating load.

The scope of work described in this RFP includes the HVAC retrofit work to be completed at the school. The scope of work includes Mechanical retrofit work inside the building as well as the installation of the ground loop bore field outside the building. Subcontractors responding to this RFP should include all required trades, including, but not limited to: mechanical (air and water-side), insulation, controls, Test and Balance, structural, etc. Line-voltage electrical work shall be provided through a separate RFP. The drilling, earthwork, and installation of the ground loop system will also be priced through a separate RFP. Please refer to the construction documents and project specifications included with this RFP for detailed equipment and material installation requirements.
