About this file

This is a Request for Proposal issued by the Salt Lake City School District (SLCSD) in conjunction with design-build partner McKinstry for HVAC retrofit work at Whittier Elementary School located at 1600 S 300 E, Salt Lake City, UT 84115. The scope of work encompasses mechanical retrofit work inside the building and installation of the ground loop bore field outside the building, including all required trades such as mechanical (air and water-side), insulation, controls, and Test and Balance services, with structural work also included. Line-voltage electrical work and drilling, earthwork, and ground loop system installation will be procured through separate RFPs. A mandatory site walk is scheduled for December 12th, 2025, at 1:00 PM, with an optional supplementary site walk on December 22nd, 2025, at 9:00 AM. Questions must be submitted by December 23rd, 2025, at 12:00 PM, with answers due by December 31st, 2025, at 12:00 PM. Proposals are due January 7th, 2026, at 5:00 PM MST. RFP scoring is scheduled for January 12th, 2026, with proposal scrubs occurring January 14th through 16th, 2026. The estimated notice of award date is March 2026, with construction scheduled for summer 2026.

The evaluation process utilizes a two-tiered approach combining qualifications-based scoring (70 points, minimum 40 required to advance) with pricing-based scoring (30 points). Tier 1 requires submission of mandatory minimums including a completed McKinstry prequalification application with business and contractor licenses, Workers Compensation Insurance EMR ratings for the past three years, OSHA 300-A logs and citations for the past three years, current liability insurance certificate, workers compensation coverage documentation, and a letter from a bonding company stating bonding capacity. Qualifications-based scoring evaluates vendor experience, project team qualifications, management plan, past performance with three to five references from comparable projects completed within the past five years, and a detailed scope narrative demonstrating understanding of project requirements with no pricing included. Tier 2 pricing evaluation awards up to 20 points based on total project cost scaled between lowest and highest proposals and 10 points for alignment between the scope narrative and costs presented. Add-Alternate pricing is requested for two approaches to tie in the Ground Loop Heat Exchanger to the building, with one option trenching around the North-South wing and entering within 5 feet of the southwest mechanical room and the other option entering via the second-floor northeast fan room with piping extension through the floor 2 plenum.

Restrictions on communications From the issue date of this RFP until a Vendor is awarded a contract and the award is published, Vendors are prohibited from communications regarding this RFP with the procurement unit staff, evaluation committee members, or other associated individuals EXCEPT the SLCSD procurement officer overseeing this RFP. Failure to comply with this requirement may result in disqualification.

Subcontractor selection process: two-tiered evaluation All responses to this RFP will be evaluated using a two-tiered selection process. The final award will be based on the combination of results from both qualifications based scoring and final pricing.

Tier 1: Qualifications-Based Scoring (70 points total, minimum of 40)

There will be two sections within the qualifications-based scoring. Only Vendors that meet or exceed the minimum score threshold of 40 points from Tier 1 will proceed to Tier 2.

Part 1.A: Mandatory Minimums The following mandatory minimums must be submitted with the RFP packet to be considered responsive to the bid.

1. A completed McKinstry prequalification application (Attachment B), including the following aspects:

a. Business License and Contractor’s license as required by Utah DOPL

b. Letter from Workers Compensation Insurance provider of EMR ratings for the past 3 years

c. Copies of OSHA 300-A logs for the past 3 years

d. Copies of any OSHA citations for the past 3 years.

e. Current copy of liability insurance certificate

f. Certificate of Insurance with evidence of workers compensation coverage

g. Letter from bonding company / surety (statement of bonding capacity)

2. All Attachments of this RFP (A-L) have been reviewed and acknowledged.

Part 1.B: Detailed Technical Criteria Subcontractors will be evaluated and scored based on their qualifications and previous experience. The following criteria will be used for the qualifications-based scoring:

1. Vendor Qualifications and Relevant Company Experience: Provide a brief description of your company’s historical background, the scope and nature of construction routinely provided by your company on projects of the size and scope identified in the RFP, especially as it relates to schools and other education facilities. (10 points)

2. Project Team: This area of evaluation will consider the qualifications and working experience of the individual project team members from the Vendor as well as the lower-tier vendors or subcontractors used to execute the scope of work. The Vendor is requested to provide the technical qualifications and work experience of the key personnel assigned to the project and a list of any lower-tier vendors or subcontractors to be utilized to execute the scope of work. (10 points)

3. Management Plan: This area of evaluation will consider the working relationship the Vendor will maintain with the School District, McKinstry, and drillers or other subcontractors. Please describe your approach to maintaining clear and accurate communication between these entities. Special emphasis shall be placed on the working relationship between the vendor, drilling professional, and the McKinstry superintendent during all construction operations. (10 points)

4. Past Performance and References: Vendors shall provide a minimum of three (3) and a maximum of five (5) references for projects of comparable scope, magnitude, and clientele. References should demonstrate the vendor’s capacity to perform successfully on similar projects for projects which have been completed within the last 5 years. (5 points)

5. Scope Narrative: Provide a detailed scope narrative that clearly indicates contractor’s understanding of the project requirements, Scope of Work and Project Drawings, the systems and equipment you intend to provide, and states assumptions, inclusions, exclusions, and/or VE suggestions. No pricing shall be included in the scope narrative. (35 points) Scoring and documentation requirements of each criteria is described in Attachment L. Only firms that meet or exceed the minimum score threshold from Tier 1 will proceed to Tier 2.

Tier 2: Pricing-Based Scoring (30 Points) Subcontractor shall submit detailed pricing proposals using the Final Pricing Form provided (Attachment M). The Final Pricing Form shall also include labor rates for change order work, a list of subcontractors and equipment vendors, a schedule estimate, and an optional risk evaluation section.

An Add-Alternate price is requested based on two potential approaches to tie in the GLHE to the building. While the Mechanical contractor’s scope picks up from 5’ of the building and within, the two potential approaches are likely to affect Mechanical pricing and thus reflective pricing is requested.

1. Approach 1 is to trench the GLHE around the North-South wing and enter the building within 5’ of the southwest mechanical room.

2. Approach 2 is to enter the building via the second-floor northeast fan room and extend GLHE piping to the mechanical room via the floor 2 plenum.

Tier 2 scoring will be based on:

· Total project cost (0-20 points, scaled between lowest and highest price)

· Alignment between Scope Narrative and Cost presented (10 points)

· Evaluation Criteria: The costs provided in the bid shall be evaluated against the scope narrative provided in the Tier 1 scoring to verify alignment between the Vendor’s price and their stated inclusions, equipment, alternates, VE suggestions, project team, and general conditions. Assumptions or exclusions are limited, explicit, and consistent with the Scope Narrative.

The final award will be based on the combined score (Technical + Pricing).

Estimated Schedule:

The following are approximate dates for this project. Be advised that McKinstry and SLCSD reserve the right to modify this schedule to accommodate SLCSD’s operational usage. Final schedule is to be mutually agreed upon between McKinstry, SLCSD, and the selected Subcontractor(s).
