About this file
This is a Response to Request for Information (RFI) document that addresses clarifications and requirements for the Retamal Dam Emergency Generator and Building Design-Build project being executed by the United States Section of the International Boundary and Water Commission (USIBWC).
The RFI responses confirm critical project parameters and staffing requirements. The Superintendent, Site Safety and Health Officer (SSHO), and Quality Control (QC) Manager must be three separate individuals. The period of performance may be amended post-award once material and equipment lead times are confirmed based on current market conditions. A site visit attendee sign-in sheet will be provided upon upload. Asbestos and lead presence information will be shared with bidders who execute a Non-Disclosure Agreement. The building will not be occupied during construction with no phasing requirements; the designer will determine project sequence. Federal tax exemption applies per contracting office policy. A USACE permit is not required; however, the contractor must obtain applicable local and state permits, with the designer responsible for determining necessary permits, which may include Federal EPA Air Permits and Texas air permitting depending on emission thresholds. Soil borings are not available; excavation is assumed clear of rock and obstructions. No water hydrant is available on-site; contractors must obtain a TCEQ permit to acquire water from the river. No landscaping restoration, staking data points, or preferred controls contractor are required; only red tops for structural control points are mandated using standard surveying practices. Design deliverables must include 30%, 60%, 90%, and IFC phases with sealed drawings and specifications, with each review period not exceeding 30 calendar days. The Pre-Engineered Metal Building (PEMB) must sit on a concrete slab with ground-mounted HVAC typical, details dependent on final design. A security fence complying with Interagency Security Committee (ISC) Standards is required without an automated gate. No floor polishing or sealing is required, and interior finishes will be determined by design.

Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
These roles must be three separate individuals.
Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Yes, the period of performance may be amended post-award if lead times justify revision.
Please provide the site visit attendee sign in sheet.
The sign-in sheet will be provided as soon as the file is uploaded/located.
Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.
This information will be shared with each potential bidder that signs a Non-Disclosure Agreement in bid folder.
(If building is occupied) Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?
Building will not be occupied by personnel No phasing requirements, the designer will determine the project sequence.
Does this project require phasing? If so....(estimator needs to add to question) This project does not require phasing; it will be up to the designer to determine the sequence.
Is this project tax exempt?
Federal projects are generally tax-exempt; confirm per contracting office policy.
When do you anticipate on site work starting?
anticipated NTP date once award timeline is finalized.
Are third party inspections required?
To be confirmed based on design and applicable codes.
Is permitting required?
Confirm which permits the contractor must obtain.
A USACE permit is not required. (see attached file”SWG-2007-01511_20260331_NPR”) This information will be shared with each potential bidder that signs a Non-Disclosure Agreement in bid folder However, the contractor must still confirm and obtain any other applicable local or state permits The designer is responsible for determining the necessary permits. Below are some options to consider:
Federal EPA Air Permit (NSR/PSD, NSPS, NESHAP) EPA UST compliance (if using fuel tanks)
State (Texas) Texas air permitting (if emissions exceed thresholds) Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
Soil borings are not available; however, the assumption is that the excavated part will be clear of rock and obstruction.
Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?
No water hydrant is available in the area. Contractor will need to a TCEQ permit to acquire water from the river.
Is any landscaping restoration required for this project? For example: topsoil, seeding, and fertilizer.
No?
No there is no landscaping restoration requirement.
Please provide staking data points for the project.
No staking data point for the project. I have attached IBWC Right of Way (“Retamal Dam Right of Way”) This information will be shared with each potential bidder that signs a Non-Disclosure Agreement in bid folder Are red, yellow, and blue tops required?
Contractor may use standard surveying staking practices.
Only red tops for structural control points.
Is there a preferred controls contractor?
No Please provide the required design deliverables for this Design-Build project, including required design percentages (30%, 60%, 90%, IFC), review durations, and required sealed drawings/specifications.
Design deliverables required: 30%, 60%, 90%, IFC including sealed drawings/specs and review durations.
Duration for each review should not exceed 30 calendar days.
Is the HVAC unit to be located on the ground? Can it sit on a concrete pad or does it need to be elevated on a stand?
Ground-mounted is typical; pad or stand depends on final design.
What are the size constraints for the fuel tank?
Dependent on final design.
Will the fuel tank be above or below grade?
Dependent on final design.
Will a PEMB suffice?
Pre-Engineered Metal Building will need to sit on a concrete slab.
What are the limits of the security fence? Will this require an automated gate?
Awaiting confirmation from Government.
No automated gate is required. The building will need a security fence; the design shall meet Interagency Security Committee (ISC) Standard.
Are there any requirements to polish or seal the floor of the structure?
To be determined based on facility use.
No floor polishing or sealing required Are there any interior finish requirements for the metal building (e.g., paint, drywall)?
Determine by design and if it will be a PEMB.
Would one man door and a roll-up door suffice?
Desing will determine but I recommend one roll-up door and one-man door for maintance and ease of access.
Is insulation required?
Pending Government confirmation.
Determine by design and if it will be a PEMB.
