About this file
This is a Qualifications document outlining personnel requirements for the Retamal Dam Building and Generator Design-Build project. The document specifies qualifications for key technical and management personnel that contractors must provide on this solicitation (191BWC26R0005) issued by the U.S. Section of the International Boundary and Water Commission (USIBWC), with a due date of August 4, 2026.

Each must be a civil engineer currently licensed in Texas with a minimum of 10 years of experience in their respective specialties and documented evidence of planning and directing methods on at least 10 similar projects. Contractors must submit detailed resumes, certificates, and project descriptions including work dimensions, binder materials, volumetric proportions, and equipment used. Additionally, the document requires a dedicated scheduler with a minimum of 4 years of verifiable experience in construction scheduling for civil works projects (earthwork, roads, highways, utilities, infrastructure, paving, levees), minimum 40 hours of scheduling training, and proficiency with preferred scheduling software. The document also mandates qualified Project Managers and Superintendents with experience on similarly sized and complex projects, with resumes containing educational background, professional licenses, detailed project history, and relevant training certificates. The Government reserves the right to require personnel changes to ensure accurate and workable schedules.
