About this file
IBWC Form 245B (COND) is a backup information template used by the International Boundary & Water Commission to support minimum qualifications for contract award. The form is completed by contractors to document their experience on relevant projects as evidence of qualifications. Contractors must provide company name, project name, contracting agency details, contract information (number, amount, start and end dates), and contracting officer contact information. The form requires specification of construction type using NAICS codes, with the form pre-populated with NAICS code 237990 (Other Heavy & Civil Engineering Construction).
The form requires detailed documentation of contractor work in three narrative sections: a brief description of work performed, a description of quantities of work completed, and a description of project complexity. Instructions emphasize that responses must address the specific work performed by the responding contractor rather than general project information, and must sufficiently demonstrate that the work is similar in scope and complexity to the solicitation requirements. The instructions clarify that scope refers to technical work requirements, complexity refers to difficulty due to interrelated parts, and similarity requires comparable or greater quantities. The form must be printed to PDF prior to submission to USIBWC. Related qualification forms (245, 245A, 245C, and 245D) exist for different entity types and work categories. The form became effective December 31, 2024.
