About this file
This is a qualification form used by the International Boundary & Water Commission (IBWC) to establish minimum eligibility criteria for joint venture participants bidding on IBWC construction contracts.
The form requires each joint venture participant to complete a separate submission. All participants must meet two baseline qualifications: a minimum of five years of experience on construction projects of similar magnitude and complexity within the last 15 years, and a Dun & Bradstreet PAYDEX score (24-month) or Experian Business Credit Score of 65 or greater. A single "No" answer to either baseline qualification disqualifies the entire joint venture. At least one joint venture participant must meet each of four minimum technical qualifications: federal government contracting experience on similar projects within the last 10 years (with direct contract to a federal agency), a minimum of five years installing vinyl-type immersion coatings within the last 10 years, experience with specialized access work requiring scaffolding, manlifts, or ropes, and lead-based paint removal experience. The form defines key terms including magnitude (dollar amount), scope (technical requirements), and complexity (difficulty due to interrelated parts). Bidders must submit IBWC Form 245B backup documentation for each project supporting affirmative answers, provide a credit report less than 30 days old, and submit an organizational chart or narrative describing joint venture structure and responsibility allocation. The signatory certifies accuracy of responses and commits to providing additional backup information within 24 hours if requested by the Contracting Officer, with failure to provide timely documentation resulting in bidder ineligibility for award.
