The requisition number is FY264221003.

The solicitation is for design-build services for a Retamal Dam Emergency Generator and Building project located in Mercedes, Texas (Hidalgo County). The work consists of three contract line items (CLINs): Design, Construction (Labor, Equipment, and Material), and Closeout/Drawing Record/O&M Manuals, all with firm fixed-price contracts. The project delivery date is May 8, 2026. The contract type is design-build under FAR Subpart 36.3 (Two-Phase Design-Build Selection Procedures). Site access is coordinated with the COR and restricted to weekdays 7:00 a.m. to 3:30 p.m.; the facility is closed during federal holidays. The project requires compliance with OSHA standards (29 CFR 1926) and the U.S. Army Corps of Engineers Safety Manual (EM 385-1-1). Performance and payment bonds equal to 100% of contract price are required within 10 days of award. Liquidated damages are set at $1,349.49 daily for construction and $403.64 daily for closeout, with a completion timeframe of 485 calendar days plus 120 days for closeout. The contractor must perform at least 50% of the work with its own organization.
