About this file

This is a Questions and Answers document for the Retamal Dam Emergency Generator and Building Design-Build Solicitation (191BWC26R0005) issued by the United States Section of the International Boundary and Water Commission (USIBWC). The document addresses 21 key inquiries from potential bidders regarding project scope, specifications, and design requirements for replacing a non-functional emergency generator at Retamal Dam.

The project requires contractors to design and build a generator enclosure or metal building with an integrated diesel fuel tank on a new concrete pad. The new building must be a minimum of 150 square feet, with the HVAC unit sized between 40-150 KW (12,000-24,000 BTU/hr) depending on final design specifications. The generator must maintain the existing capacity as determined through electric load calculations conducted by the contractor, with a 72-hour runtime requirement during outages and a sub-base diesel fuel tank sized for 72-hour operation at 75% load. The new generator will connect to the existing electrical panel in the existing building, which will remain in place. The contractor is responsible for determining the appropriate Pennsylvania emissions tier and verifying all electrical load calculations. The existing automatic transfer switch is a Generac unit to be supplied by the government. Early generator procurement is permitted, though the contractor assumes liability for any design deficiencies discovered later. The project includes site preparation, system inspections, debris disposal, and quality control testing, with work restricted to facility operating hours of 7:00 AM to 3:30 PM, Monday through Friday. Section 01.78.36 specifies warranty requirements of at least 5 years for the generator and automatic transfer switch, and 20 years for roofing and roof system materials.

Text version

1. What will be size of the New Building? This is design-build, will be determine by design, but we specified a minimum of 150 Square Feet.

2. What will be size of Generator being installed (Electrical/Gas)? Diesel

3. Can we get the Utilities Map? See attached file

4. Are we going to Demo existing Building and Generator? Existing building will remain in place

5. Can we get the rough conceptual sketch of the building and generator where it will be placed? See IMG below

6. What will be the size of HVAC unit and will that be only for generator or combined office space? Please clarify. Since this is a design/build, the size of the HVAC unit will be designed depending on the square footage of the building. Recommended size is 40-150 KW (12,000–24,000 BTU/hr (1 to 2 tons) of cooling, minimum, depending on heat rejection and ventilation design)). This area will not have an office space.

7. What are the scope and requirements for new building? The scope is to design/build a generator enclosure or building with a fuel tank.

8. Will the generator be connected to existing panel ? Or designer needs to access it ? New generator will connect to the existing panel located in the existing building.

9. Confirmed generator kW rating / size required for this project. Design-build will determine

10. Required EPA emissions tier or emissions standard. PA emissions tier will be determined by the designer as part of the design‑build effort.

11.What loads are required to be served by the generator? The Contractor shall determine the new generator size by conducting an electric load calculation and electric load demand. See attached PDF file Translate Technical Report. Please note the contractor is responsible to verify calculations.
12.Is existing information such as record drawings, one-line diagrams, panel schedules, load list, or existing generator cutsheets available? No
13.What was the nameplate rating of the existing non-functional generator (kW/kVA, voltage, phase)? See images below.
14.Is the intent to maintain existing capacity only, or are there new loads anticipated? Generator shall maintain existing capacity
15.What is the required minimum runtime during an outage? 72 hours
16.Is an above ground storage tank desired or will a sub-base tank suffice if it has adequate capacity? Sub-base tank. The Contractor will provide a fuel tank for the generator with a 72-hour diesel fuel capacity at 75% load
17.Confirm the existing manufacturer and model number of the existing automatic transfer switch to be supplied by the Government. Generac transfer switch
18.Is there an existing control system for remote monitoring that the new system will tie into? No
19.Are there any agency standards that must be followed for design? No, just what’s in the Scope
20.Is early procurement of the generator acceptable prior to completion of design? Yes, but contractor will accept liability for any deficiencies after the design is completed.
21.Have you reached out to any Generator suppliers to verify lead times? No

Are any generator suppliers scheduled to attend the pre bid visit on 6/30? Not at this time. Responsibility of the contractor.
