Answers to Questions Received
1. Section G 05- Small Business Contracting Goals; RFP page 10
Requirement: A Small Business Subcontracting Plan must be submitted with the proposal. Use the following goals for your small business subcontracting plan.
Small Business 42 %
Small Disadvantage Business 5.0%
Service-Disabled Veteran-Owned Small Business 3.0%
Women Owned Small Business 5.0%
HUBZone Small Business 3.0%
Question: Please confirm the percentages for Small Business, Small Disadvantaged Business, Service-Disabled Veteran-Owned Small Business, Women Owned Small Business, and
HUBZone Small Business.
Response 1: The percentages for your small business goals are as stated in G.05.
2. Section G 05- Small Business Contracting Goals, RFP page 10
Requirement: A Small Business Subcontracting Plan must be submitted with the proposal. Use the following goals for your small business subcontracting plan.
Small Business 42 %
Small Disadvantage Business 5.0%
Service-Disabled Veteran-Owned Small Business 3.0%
Women Owned Small Business 5.0%
HUBZone Small Business 3.0%
Question: Do the Small Business goals apply individually to design preconstruction and construction phases, or is it an aggregate percentage for the overall work?
Response 2: A little of both. Please follow the guidance of FAR 52.219-9 in setting your goals.
The goals can be staged for what is known for the design and preconstruction and then modified for later construction phases or the goals can be established for the whole project.
3. Section 52.222-23 - Notice of Requirement for Affirmative Action to Ensure Equal Employment
Opportunity for Construction (Feb 1999); RFP page 29
Requirement: (b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:
Goals for Minority Participation for Each Trade: 45.9%
Goals for Female Participation for Each Trade: 6.9%
Question: Please clarify the discrepancy with these goals and those from the Small Business
Subcontracting Plan goals identified in G 05.
Response 3: FAR 52.222-23 applies to your construction labor force while G.05 applies to small business subcontractors.
RFP 191BWC24R0001 SBIWTP Rehabilitation and Expansion PDB Page 2
Question: If a woman-owned business is also minority-owned, will this count towards meeting both women-owned and minority participation goals? (This question applies to both 52.222-23 and the Small Business Subcontracting Plan goals identified in G 05.)
Response 4: Please see Response 3.
5. Section L.03.D1.a.iii; RFP page 58

(1.10.E) identified in the SOW Section 01.40.00.01?
Response 11: Yes.
12. Section L.03.D.4.a; RFP page 62
Requirement: SF-330s. The Offeror shall provide a separate form SF#330 for each primary member of the Offeror's team identified in L.03.D.2.b. While the SF#330 is not usually intended for non-engineering firms, use this form for all team members although non-engineering firms shall not complete Part II.
Question: We understand the term “primary member” in this requirement to mean the Design
Contractor, Construction Contractor, and design consultants with over 15 percent of the project design/preconstruction value. Please confirm if this is correct.
Response 12: That is correct.
RFP 191BWC24R0001 SBIWTP Rehabilitation and Expansion PDB Page 4
Question: Please confirm that the Construction Contractor does not need to submit SF330 Part II.
Response 13: Correct, the Construction Contractor is the only team member that does not need to submit SF330 Part II; they only submit Part I.
Question: Items L.03.D.4.a.i. - L.03.D.4.a.iii. identify specific sections of the SF330s. Please confirm if these are the only sections of the SF330s to be included, or if Offerors also need to include other sections not identified in the list.
Response 14: The Offerors must complete all sections. Items L.03.D.4.a.i. - L.03.D.4.a.iii.
simply provide further direction on what should be included in those sections of the SF330.
15. Section L.03.D.4.a.iii; RFP page 62
Requirement: SF-330 Section F. shall include experience in the past 15 years and on at least 5 projects of similar scope, size, and complexity.
Question: The requirement in L.03.D.4.a.iii. states that Section F shall include experience in the past 15 years; however, L.03.D.5.a. Past Performance Questionnaires (RFP page 63) states that
"Offerors shall distribute signed Client Authorization Letters and Past Performance
Questionnaires to current or past customers (e.g., owners and/or clients) for each of the projects that were provided in the SF-330 Section F. completed within the past 10 years that were similar in scope, size, and complexity to this requirement.” Please confirm that experience should be in the past 15 years.
Response 15: Experience shall be in the past 15 years. See revised Solicitation L.03.D.5.a for 15 years.
16. Section L.03.D.4.a.iv; RFP page 62
Requirement: This information may be included in the appendices and will not be counted against the maximum pages allowed.
Question: Please clarify the "information" to which this requirement refers.
Response 16: This is referring to the SF330s which are not part of the page count.
17. Section L.03.D.4.a.ii.(a)(5)(vi) Section E. Item 19.(3); RFP page 62
Requirement: Name, address, and phone number of superior on each project.
Question: Please clarify "superior".
Response 17: Superior means supervisor of that employee.
RFP 191BWC24R0001 SBIWTP Rehabilitation and Expansion PDB Page 5
18. Section L.03.D.5.a.v; RFP page 63
Requirement: Include copies of all signed Client Authorization letters for this section of the
Phase One Proposal.
Question: L.07.B.1.a.iii. (Page 68) for the Phase Two Technical Proposal also requires that:
"The Technical Proposal shall not exceed 20 double-sided 8.5 inch x 11 inch pages in length (40 singlesided), excluding cover page, table of contents, resumes, client authorization letters, divider pages, and OSHA forms." Please clarify if Offerors should include Client Authorization letters in Phase One or Phase Two.
Response 18: Include them in Phase One. See corrections made to the Solicitation L.03.D.1.a.iii.
and L.07.B.1.a.iii.
19. Section L.03.D.5.a.xi.(b); RFP page 63
Requirement: Size refers to the wastewater treatment plant capacity. For this procurement, similar in size refers to design or construction of wastewater treatment plant projects of 10 million gallons per day or greater.
Question: In order to provide the best range of experience, can IBWC expand "size" to also include the design and construction of water treatment plant projects?
Response 19: Size may include water or wastewater treatment plants. See revised
L.03.D.5.a.xi.(b) and M.06.C.
20. Section L.03.D7.b; RFP page 62
Requirement: Insurance. The professional liability insurance limits carried by the Offeror, the
Design Contractor, and the Construction Contractor. Provide via a letter from insurance company.
Question: Professional Liability isn’t included among the insurance requirements in Section H
02 - Compensation and Liability Insurance, RFP page 11. Please clarify if there are any specific professional liability requirements the Offeror, the Design Contractor, and the
Construction Contractor need to meet."
Response 20: While professional liability insurance is not a requirement of Section H.02, it is expected that companies carry such insurance as part of doing business. We are requesting a letter from their insurance company noting the insurance limits carried by each company. For design firms, professional liability insurance can include errors and omissions insurance.
21. Section L.03.E.1; RFP page 65
Requirement: Section K: Offerors shall provide a completed Section K for ALL provisions as a part of their proposal (FAR Clauses 52.204-8, 52.204-17, and 52.209-7).
Question: Does this requirement apply only to the Design-Builder?
Response 21: Yes. The Design-Builder is the prime contractor.
22. Section L.03.E.1; RFP page 65
Requirement: Section K: Offerors shall provide a completed Section K for ALL provisions as a part of their proposal (FAR Clauses 52.204-8, 52.204-17, and 52.209-7).
Question: This requirement also appears as L.05.B.10. under L 05 - PHASE TWO BUSINESS
PROPOSAL OFFEROR STATEMENTS INSTRUCTIONS. Please clarify if Offerors are required to submit Section K as part of Phase One and Phase Two submittals.
Response 22: The Design-Builder should submit these in both Phase One and Phase Two submittals.
RFP 191BWC24R0001 SBIWTP Rehabilitation and Expansion PDB Page 6
23. Section L.03.E.2; RFP page 65
Requirement: Section L: Offerors shall provide a completed L.09 as a part of this package.
Question: This requirement also appears as L.05.B.11. under L 05 - PHASE TWO BUSINESS
PROPOSAL OFFEROR STATEMENTS INSTRUCTIONS. Please clarify if Offerors are required to submit L.09 as part of both Phase One and Phase Two submittals.
Response 23: The Design-Builder should submit these in both Phase One and Phase Two submittals.
24. Section L.03.D.4.a.v; RFP page 62
Requirement: ...The SF#330 shall not be modified or expanded, except that Section E. and
Section F. may be expanded to a maximum of two (2) pages for each resume and past project, respectively, to provide the minimum information needed to demonstrate qualifying experience.
Ensure that the latest version of the form is used.
Question: Can IBWC clarify what "shall not be modified" means? For example, can we add photos and color treatments to the SF330s, as long as the fields remain exactly the same as the downloadable form?
Response 24: Only Section E. and Section F. may be expanded to a maximum of two (2) pages whether photos are added or not. All other sections should remain the same as the standard form without revising the length, size, or required content. Color treatments or change in font color is acceptable.
25. The procurement documents (para 52.211-10) indicate that all design work is to be completed in
548 calendar days (approximately 18 months), including the base construction work and options.
Given that funding is not available at this time for the two construction options and that a concurrent completion date for base and option work is unduly burdensome on the designer, we request the design completion date for the two construction options be established at a later date, and any reference to their being completed in 548 calendar days be removed from the procurement documents.
Response 25: The design of the entire project will be completed concurrently, regardless of the construction option being awarded. Offerors may propose reasonable alternate durations for the design per L.07.B.5.a.iv. Explanations for any proposed alternate durations should be included in the proposal narrative.
26. The procurement documents (01.29.00.01 para 1.9.C) indicate that the fee associated with production and delivery of the full design is capped at 6% of the estimated constructed value, with a few limited exceptions. The designer’s fee is an evaluated factor in the selection, resulting in competitive pricing of design services regardless of the existence/absence of this cap. The 6% cap runs counter to the concept of a collaborative progressive design build delivery model by placing an arbitrary cap on the design effort, imposing significant potential risk on the designer with limited opportunity for the designer to mitigate this risk, due in part to the fact that the designer’s assumptions are not binding on the USIBWC (L.08.B.2.a.v. of the solicitation).
Further, it is unreasonable to set a cap on design fees in a competitive pricing situation as is the case with this solicitation. Therefore, we request para 1.9.C of section 01.29.00.01 be eliminated from the solicitation.
Response 26: Paragraph 1.9.C. in SOW Section 01.29.00.01 has been deleted.
27. The procurement documents (L.08.B.2.a.vii.) indicate that the profit associated with the design services fee submitted with the cost proposal is negotiable. Given that the designer’s fee is firm fixed price and is an evaluated factor in the selection (resulting in competitive pricing of design
RFP 191BWC24R0001 SBIWTP Rehabilitation and Expansion PDB Page 7 services), the designer’s profit should not be negotiable after the fact. Therefore, we request that this statement/requirement be deleted.
Response 27: The profit on the design portion is negotiable during the procurement. The value proposed by one Offeror may be more beneficial than another. But the profit can still be negotiated at this point. Once the contract is awarded, it will not be changed.
28. Section L.03.D.5. Past Performance
Question: Please confirm CPARS from projects submitted in SF330 Section F are an acceptable alternative to submit in lieu of the Client Authorization Letters and Past Performance
Questionnaires. Because IBWC is allowing Section F projects within the past 15 years, Government clients/points of contact may no longer exist, and we would prefer to use the CPARS that was completed by the Government at the time of project completion.
Response 28: No, that is not acceptable. PPQs shall be provided as requested. PPQs can be from any owner/client even if not federal. The Government will also download and review CPARS information during evaluation in addition to PPQs. Do not provide CPARS information in your proposal.
29. Section L.03.D.5. Past Performance
Question: Section L.03.D.4.a.iii. -- SF-330 Section F allows project experience within the past 15 years, however, Section L.03.D.5. Past Performance erroneously states "10 years". Please confirm that the past 15 years is the acceptable timeframe to demonstrate project experience.
Response 29: Refer to Response 15.
30. Section L.03.D.4.a.iii. -- SF-330 Section F
Question: This Section instructs offerors to submit 5 projects, but does not specifically designate if those projects should be from the Design Contractor or the Construction Contractor or BOTH.
Please specificy if there is a minimum number of projects that should be submitted to demonstrate both design and construction experience.
Response 30: The SF330 Section F. prepared for each team member should include at least 5 projects for that contractor. So yes, it is 5 projects for each of the Design-Builder, the Design
Contractor, and the Construction Contractor.
31. Section L.03.D.3.a.vii. -- Commissioning Representative.
Question: The qualifications outlined for the Commissioning Representative are more relevant to high performance buildings, such as multi-story with high occupancy and high energy goals (e.g., LEED Gold). For wastewater treatment plants, we typically see clients prioritize this role of the
"Plant Commissioning Agent," which typically requires min 5 years of plant commissioning and start-up experience. Building Commissioning is typically provided by a 3rd Party (not the design-builder). Please consider revising this requirement of L.03.D.3.a.vii. to state, "Commissioning
Representative/Agent to best suit the needs of the project."
Response 31: USIBWC will provide the building commissioning authority to oversee and evaluate the commissioning provided by the Design-Builder (SOW Section 01.91.13.01). The
Design-Builder is to hire appropriate commissioning contractors to perform the actual commissioning. The certification requirements in SOW Section 01.91.13.01 Paragraph 1.9.1.a.
are deleted and the experience requirement is revised to 5 years. All other qualifications for commissioning representative remain.
32. Section H 14 - Change Orders and Contract Modifications: Limitations on Markups (DEC 2015)
Question: Section H 14 - Change Orders and Contract Modifications: Limitations on Markups
(DEC 2015) appears very restrictive excluding markups. Will the award the Option Items be considered a Modification under Section H-14? For example, 45 MGD with no peaking factor as
RFP 191BWC24R0001 SBIWTP Rehabilitation and Expansion PDB Page 8 a base construction project (Option Item No. 1), expand the SBIWTP to treat flow from 45 MGD to 50 MGD with no peaking factor as Option Item No. 2. and expand the SBIWTP to treat flow to
50 MGD with a peaking factor of 1.5 (75 MGD) as Option Item No. 3) are all Option Items outlined in the RFP that are typically awarded at a later date as a Modification to the contract. We implore IBWC to remove this restriction on all change orders and modifications. We suggest
IBWC refer to the USACE Weighted Fee Guidelines and/or the Design-Build Institute of America
(DBIA) Standard 535: Standard Form of General Conditions of Contract Between Owner and
Design-Builder which standardizes markup as GA and fee on contract price adjustments on design-build projects.
Response 32: This is a standard IBWC contract clause that applies to any modifications required during the contract. These do not apply to the markups and firm profit required on the
Construction options defined in SOW Section 00.24.00.01 1.5.A.
33. Section L.03.D.4.a.iii. -- SF-330 Section F.L.03.D.2.Technical Qualifications
Question: Water treatment plants have many attributes applicable to wastewater treatment plants such as deep foundations, concrete, SCADA, and mechanical-electrical systems. Will the IBWC accept SF330 Section F projects that are water treatment plant projects?
Response 33: In line with the Response 19, water or wastewater treatment plants can be included.
34. Section L.03.D.2.c. Organizational Chart.
Question: Section L.03.D.2.c.v. states, "Organizational structure shall be evaluated against SOW
Section 01.35.23.01, Section 01.40.00.01, and Figure entitled “Design-Build QA Organizational
Chart.” The organzation charts shown in each SOW are specific to Design QA and Safety. Please confirm our team's approach to quality will be evaluated against SOW Section 01.35.23.01 and our team's approach to safety will be evaluated against SOW Section 01.40.00.02, but that our team's ove organization structure will be evaluated on its own merit.
Response 34: This question is not completely understood. Figure 7 in the SOW shows the general quality assurance that we expect the Design-Builder to use. SOW Section 01.40.00.01 has the quality requirements for the project while Section 01.35.23.01 has the safety requirements. Each functional area will be evaluated against the applicable area in the SOW.
35. Section L.03.D.2.c. Organizational Chart.
Question: An organization chart is required as part of both the 20-page technical qualifications and as part of the SF330 Form (Section D.) Are proposers expected to duplicate their team's organizational chart in both locations? Should the required narratives regarding each team's organization be duplicated as well?
Response 35: These two organizational charts are not duplicates. Please note the organizational chart required in L.03.D.2.c. within the proposal narrative needs to cover the whole Design-Build team organization while the SF330 Section D is usually the individual company's organizational chart. If preferred, you may provide the organizational charts required in the SF330 within the proposal narrative and refer to the applicable proposal page in the SF330. Do not duplicate these or any information in both locations.
36. Section L.03.D.3. Capability to Perform
Question: The solicitation states, "Provide the information requested below within this factor, but provide SF-330 resumes for all key members identified under the applicable subfactor of the
Experience of the Offeror's Team factor... Do not provide required resumes or duplicate any resumes under this factor." Please clarify what resume details must be provided as part of the 20-page technical qualifications and what information must be provided as part of the SF330 Section
E resumes in order to avoid duplication.
RFP 191BWC24R0001 SBIWTP Rehabilitation and Expansion PDB Page 9
Response 36: The information under L.03.D.4.a. and as required in the SF330 must be provided within the applicable SF330 sections. All other information required in L.03.D.3. must go in the narrative.
37. Section L.03.D.3.a. Key Personnel.
Question: Where would the Preconstruction Services Manager (an individual who has successfully negotiated GMPs on federal design-build projects) fit into the staffing requirements?
Response 37: Offerors may elect to have the Project Manager manage preconstruction services or have an approved designee manage preconstruction services. If Offeror elects to identify an approved designee, experience requirements for the designee are as identified in L.03.D.3.a.i.(c).
38. Section L.03.D.3.a. Key Personnel
Question: Section L.03.D.3.a.i. identifies a Project Manager, but other sections, such as
L.03.D.3.a.i.(b) and L.03.D.3.a.i.(c) refer to a "Design-Builder's Project Manager", as does the
SOW. Additionally, the need for a "designee" to the Project Manager is identified, but the requirements for the designee are different than the requirements of the Project Manager. This appears to be a Project Manager and a separate Preconstruction Services Manager. Please confirm whether this is a single role or two roles and the requirements of each.
Response 38: Project Manager and Design-Builder's Project Manager are used interchangeably.
Also refer to Response 37.
39. Section L.03.D.3.a. Key Personnel
Question: Section L.03.D.3.a.i.(d) states, "Provide a list of at least 3 projects that the Project
Manager has managed and completed in the past 15 years of similar type, size, and scope." Are these projects to be shown on the SF330 Section E, which allows for up to 5 projects, or as part of the 20-page qualifications statement?
Response 39: Provide as part of the SF330 Section E.
40. Section L.03.D.3.a. Key Personnel
Question: Section L.03.D.3.a.i.(d)(2) requires, "The name of the owner for whom the work was performed and the name and phone numbers of the owner’s representatives who can verify and discuss the Project Manager’s participation in the project if the listed projects are not USIBWC projects." Is this information to be provided as part of the SF330 Section E resume or as part of the 20-page qualification statement?
Response 40: Provide as part of the SF330 Section E.
41. Section L.03.D.4.a. SF-330s.
Question: Section L.03.D.4.a. SF-330s states, "SF-330s. The Offeror shall provide a separate form SF#330 for each primary member of the Offeror's team identified in L.03.D.2.b."
Additionally, Section L.03.D.4.a.i. states, "SF-330 Section B. shall be the name and information of the member of the Offeror's team completing the form. For example, the Construction
Contractor shall complete an SF#330 and the Design Contractor shall complete a separate SF-
330." However, the SF330 Form, Section C allows for the designation of each team member's role and duties. Completing a separate SF330 for each primary member of the offeror is onerous duplicative, and potentially confusing, especially when it comes to the SF330 Section D organization chart, the Section E resumes, and the Section F projects. Please confirm that only
ONE SF330 will be required for each TEAM, but that construction contractors are not required to complete the SF330 Part II.
Response 41: Each primary member must provide their own separate SF330. Resumes would not be duplicated between companies. If two companies are referencing the same projects as experience, keep the project information the same but ensure the roles, responsibilities, and the

42. Section L.03.D.4.a. SF-330s
Question: Section L.03.D.4.a.ii.(a)(5)(v) requires that the SF330, Section E. Item 19 (3) include, "Name, address, and phone number of project owner." and Section L.03.D.4.a.ii.(a)(5)(vi) Section
E. Item 19.(3) requires the, "Name, address, and phone number of superior on each project." for each project on each resume in the submittal. Please allow additional pages to include this information as well as the required details about each individual's duties on each project that they perform.
Response 42: The SF330 Section E. can be expanded to 2 pages because it should accommodate all the information required.
43. Section L.03.D.4.a. SF-330s
Question: Regarding the requirement for Section E. Item 19.(3) requires the, "Name, address, and phone number of superior on each project." - please define "Superior". Additionally, Also ask a question about 15-year old projects, what if the references aren't available after 15 years?
Response 43: Refer to Response 17.
44. Section L.03.D.4.a. SF-330s
Question: Regarding references for each project on each resume (Section E of the SF330): not all references are viable after project completion, especially those that are some years old. Please eliminate the requirement for references for each project on each resume. The GSA SF330 does not require this information and this requirement should be eliminated.
Response 44: Simply list the required information to the best of the Offeror's knowledge. IBWC requires this information in addition to the SF330 minimum.
45. Section L.03.D.4.a. SF-330s
Question: Section L.03.D.4.a.iv. States, "This information may be included in the appendices and will not be counted against the maximum pages allowed." Please define "This information" - or can we assume that SF330 Section F pages should be included in an appendix?
Response 45: Refer to Response 16.
46. Section L.03.D.4.b. Answers
Question: The lists of information required in this section could possibly be extensive, especially depending on the number of team members proposed. Please exclude this information from the technical qualifications 20-page count.
Response 46: Even with a large team this information can be shown in a concise manner but to aid in the compilation of the proposals, L.03.D.4.b. answers are excluded from the page count.
See revised Solicitation L.03.D.4.b.
47. Section L.03.D.3.a.i. -- Project Manager
Question: This section states, "The Project Manager shall be an employee of the Design-
Builder…". If the Design-Builder is a Joint Venture (JV), we assume that it is acceptable if the proposed Project Manager is employed by one of the JV partners. Please confirm.
Response 47: That is correct.
48. Section L 04 - PHASE TWO GENERAL PROPOSAL INSTRUCTIONS
Question: Once three firms are selected to move forward into phase two of this procurement, will there be an opportunity to ask specific technical questions about the treatment parameters and revetement such as Average Dry Weather Daily Flow (ADWF), mgd; Maximum Month Daily
RFP 191BWC24R0001 SBIWTP Rehabilitation and Expansion PDB Page 11
Flow (MMF), mgd; Peak Day Flow (PDF), mgd; Peak 1-hr Flow (PDF), mgd; Peak Instantaneous
Flow (PIF), mgd; DESIGN RAW INFLUENT COMPOSITION (for each flow condition above);
Total Suspended Solids (TSS), mg/l; BOD5, mg/l; COD, mg/l; TKN, mg/l; Total Phosphorous
(TP), mg/l; Total Dissolved Solids (TDS), mg/l; pH range; Temperature by month, F; Max day screenings load, lbs/day; Max day grit load, lbs/day; Grit particle size distribution, etc.?
Response 48: Yes, during Phase 2 there will be a question and answer period and question may also be asked during the confidential meeting mentioned in L.04.G.
49. Regarding the definition of “Size” in M.06.C of the Solicitation Document - will IBWC consider a broader definition of size for the qualifications? As an example, there are multiple facets of water treatment facilities that are directly applicable to SBIWTP scope. In considering our selection of personnel, we would like to be able to pick the right individual and not necessarily who checks the most criteria. Will IBWC consider the following modification: “Size” is the water or wastewater treatment plant capacity. For this procurement, similar in size refers to design or construction of water or wastewater treatment plant projects of 10 million gallons per day or greater.
Response 49: In line with the Response 19, size may include water or wastewater treatment plants.
50. Page 10 of the Solicitation Document states Small Business and Subcontracting Plan Goals with a small business goal of 42%. Can the IBWC reduce this goal to a more reasonable goal (25% or less) for a project of this magnitude and complexity? If not, can the IBWC provide background on the determination of this number? Including the specific market capacity analysis and demographic background information will help potential Respondents understand how best to achieve the goals.
Response 50: No, the Small Business Goal of 42% is simply that, a goal. Explanations as to why this goal would not be met should be included in the Small Business Subcontracting Plan and may be found acceptable to the Government.
51. Page 10 of the Solicitation Document states the Small Business Subcontracting Plan Goals. Can
IBWC confirm if the Small Business Subcontracting Goals are applicable for Construction Base
Work only, as would be customary for PDB delivery, or if the goals applicable for the design and preconstruction phase as well?
Response 51: See Response 2. The goals are applicable to all phases of this project.
52. Regarding the qualifications for Cost Estimator listed in SOW Section 01.20.05.01 - the requirements listed in 1.7.C are not typical of progressive design build qualifications in the region or industry. Will IBWC consider revising the requirements of 1.7.C to state: “The Cost
Estimators shall be certified by either the Association for the Advancement of Cost Engineering
(AACE) or American Society of Professional Estimators (ASPE) prior to submittal of the 30% design cost estimate.”
Response 52: Paragraph 1.7.C. of SOW Section 01.20.05.01 has been revised.
53. Regarding the qualifications for Commissioning Representative listed in SOW Section
01.91.13.01 - the Certification requirements listed in 1.9.1.a are not related to the type of facilities commissioned for this project. The listed certifications are primarily for building and HVAC scope where the Commissioning Representatives specific experience related to the project scope should be the required qualification. Will IBWC strike the requirement stated in 1.9.1.a?
Response 53: See Response 31 and revised SOW.
