About this file
This prebid conference agenda outlines requirements for the South Bay International Wastewater Treatment Plant Expansion project. The International Boundary and Water Commission U.S.-Mexico is soliciting proposals to rehabilitate and expand the existing wastewater treatment plant from 45 MGD to 75 MGD peak hourly capacity. The project will be completed using a progressive design-build approach in multiple construction packages, with design services due within 548 calendar days of award and construction expected to begin within one year. Phase one proposals are due February 8, 2024 and will be evaluated for technical qualifications. The three most qualified offerors will then submit phase two proposals for technical approach and price. The document provides details on design and construction requirements, quality assurance plans, safety standards, Davis-Bacon wage rates, and other contractual and regulatory obligations for the project.

SBIWTP Rehabilitation and Expansion Progressive DB Prebid Conference
Meeting Date: January 9, 2024 at 9:00 am (PST) Location: USIBWC San Diego Field Office
The Prebid Conference/Site Visit is intended to give Contractors an opportunity to assess the site to reduce potential for misunderstandings as they prepare their proposals in order to provide a better project for all involved. The Government is not bound by verbal responses made by any USIBWC, Arcadis, or Veolia personnel regarding the solicitation or the SBIWTP. Contractors shall submit written questions to the Contracting Officer (CO) for official clarification and responses. All written questions and answers received prior to the cutoff date shall be added to this Solicitation as an amendment; only these written responses bind the Government during performance of this Contract.
Items of Note for Contractors
1. If Contractors have not provided a Form 358 (Nondisclosure Agreement) to USIBWC, they can attend the prebid conference, but cannot participate in the site visit. This is the only opportunity for a site visit during Phase One of the Solicitation.
2. Instruction to Bidders SOW Section 00.21.13.01 1.5: Bidders shall inquire on items that are unclear or open to interpretation to the Contracting Officer.
3. Project Access
a. The location is constrained and fenced. Access to SBIWTP site is controlled by private onsite security administered by USIBWC and the O&M Contractor, Veolia.
Coordination with these entities will be required for site access.
b. While most of the work will be located at the SBIWTP location, all ancillary, appurtenant, and integrated systems shall be considered. This includes, but is not limited to: Goat Canyon facilities, Smuggler's Gulch facilities, and Hollister Street Pump Station.
c. USIBWC does not require a traffic control plan for our property, but you will need plans through the City of San Diego for these access points. See SOW Section
01.55.00.01 1.8.
4. USIBWC and Veolia employees are present continually for operation of the plant. US Customs and Border Patrol are also present at the site and the plant is regularly monitored by agents. Government operations will not cease during design and construction; the Design-Builder must schedule operations and coordinate all work to ensure access by Government agencies and USIBWC's O&M Contractor personnel at all times.
5. Veolia and its subcontractors may be performing construction rehabilitation work at the plant concurrently. USACE also has a nearby construction contract for a barrier across the Tijuana River. No conflicts are expected with these other Contracts due to different areas of work within and outside the SBIWTP facility. However, coordination with other contractors will be required as necessary.
191BWC24R0001 Page 2 of 5
6. The work shall be broken out into 2 phases. Each phase and any early construction work packages will have separate Notices to Proceed (NTP):
a. Phase 1: Design and Preconstruction Services
b. Phase 2: Construction Services
7. The design will proceed using 4 or more construction work packages. Each package may proceed through the design phases independently from each other. (SOW Section
00.24.00.01 1.5)
a. Base Project Construction Package - 45 MGD plant
b. Expansion package 1 – Expand to 50 MGD
c. Expansion package 2 – Expand to a 75 MGD peak hourly flow capacity
d. Early work item packages as proposed by the Design-Builder in Solicitation Proposal
8. Each construction work package is considered a construction option that may be awarded as a Contract modification, depending on availability of funding. Each construction work package awarded may proceed through the construction phase independently from each other.
9. The Design-Builder shall prepare a project cost estimate for each construction package at each design stage. Additionally, develop an initial cost of work for each construction package to establish the Construction Contract Ceiling Price immediately after award. See SOW Section 01.20.05.01.
10. A final cost of work for each construction package shall be agreed upon no later than the 90% design. Once a final cost of work is agreed upon, the final construction price shall be determined for award of that construction option as a Contract modification.
11. If a final fair and reasonable cost of work cannot be agreed upon or funding is unavailable, USIBWC will off-ramp from proceeding with the construction option.
12. No construction shall be started until the Government modifies the Contract for agreed construction option work and compliance confirms the required premobilization submittals.
13. All existing structures, utilities, appurtenances, and vegetation not designated for modification, construction, and/or removal adjacent to work shall be protected.
14. The Design-Builder shall submit a subcontractor procurement plan. See SOW Section
1.20.02.01 1.11.
15. SF-1413 forms are required for all subcontractors. This includes service providers but not suppliers.
16. Davis Bacon project
a. Applies to all subcontractors.
b. Certified payrolls required for all workers, including truck drivers (unless owner-operator).
c. Owner-operators have special reporting requirements.
d. Federal minimum wage of $17.20/hour (as of 2024) applies regardless of wage determination. Per EO 14026, this minimum wage is raised each year.
