SAMPLING AND ANALYTICAL PROCEDURES

Asbestos Sampling and Analytical Procedures

Representative bulk samples of suspect asbestos-containing building materials were randomly collected from the identified homogenous building material applications. Homogenous material determination was based on the following criteria:

Similar physical characteristics (same appearance, age, color and texture, etc.), Application (e.g. sprayed or trowel-on, assembly into a system, etc.), Material function (e.g. thermal insulation, floor tile, wallboard system, etc.).

Laboratory services were provided by TRC’s laboratory located in Windsor, Connecticut. TRC’s analytical laboratory is a National Voluntary Laboratory Accreditation Program (NVLAP) certified laboratory (NVLAP code # 101424-0) and is in compliance with the National Environmental Laboratory Accreditation Conference (NELAC) requirements.

Bulk samples were analyzed by polarized light microscopy (PLM) utilizing the EPA’s Test Methods: Methods for the Determination of Asbestos in Bulk Building Materials (EPA 600/R- 93/116, July 1993) and the McCrone Research Institute’s The Asbestos Particle Atlas as method references.

Analysis by PLM was performed by visual observation of the bulk sample and by microscopic analysis using dispersion staining PLM methodology. The samples were analyzed for asbestiform minerals (Chrysotile, Amosite, Crocidolite, Anthophyllite, Actinolite, and Tremolite), fibrous non-asbestos constituents (mineral wool, cellulose, etc.) and non-fibrous constituents. Using a stereoscope, the microscopist visually estimates the relative amounts of each constituent by determining the estimated area of the asbestos compared with the area estimate of the total sample.

INTERPRETATION OF ASBESTOS RESULTS

The Federal OSHA, the California Occupational Safety and Health Administration (Cal/OSHA), and National Emission Standards for Hazardous Air Pollutants (NESHAP) define an asbestos-containing material (ACM) as any material containing more than one percent (>1.0%) asbestos.

Both agencies have certain classifications for ACM types as well as requirements that apply when ACM is removed and disposed. Additionally, Cal/OSHA includes the term asbestos-containing construction material (ACCM); which is any manufactured construction material containing >0.1% asbestos. The ACCM designation has been established by Cal/OSHA as a criterion for the registration and certification of contractors and consultants respectively, who provide services that, involve such materials.

The lower limit of reliable detection for asbestos using the PLM analytical method is one percent (1.0%) by volume. Any sample indicating a concentration of <1.0% can be subjected to the more stringent Point Count Method of analysis to more precisely determine the actual asbestos content.

However, Cal/OSHA states that employers performing construction activities on materials containing any detectable asbestos must comply with all applicable provisions of Title 8, California Code of Regulations (CCR), Section 1529 (8 CCR 1529). Therefore, those materials which fall outside the NESHAP definition of an ACM are regulated by Cal/OSHA, and should be handled as ACCM by qualified personnel.

Per United States EPA NESHAP regulations, “friable” materials with PLM results of less than ten percent (<10%) asbestos must be assumed ACM unless it is further analyzed using the EPA Point Count Method to more precisely determine the actual asbestos content. If this material is found to contain less than 1% asbestos by point counting, then it may be disposed of as non-hazardous waste. However, if asbestos was detected above 0.1% concentration following the point count analysis, Cal/OSHA rules would still apply, and the contractor performing removal or demolition must comply with the worker protection, training, and medical surveillance portions of the asbestos standard. Note that the term “friable asbestos-containing material” means any ACM applied on ceilings, walls, structural members, piping, duct work, or any other part of a building which when dry may be crumbled, pulverized, or reduced to powder by hand pressure. The term includes non-friable ACM after such previously non-friable material becomes damaged to the extent that when dry it may be crumbled, pulverized, or reduced to powder by hand pressure.

FINDINGS

One hundred and seventy seven (177) suspect asbestos bulk samples were submitted to TRC Industrial Hygiene Laboratory, an accredited asbestos analytical laboratory, for analysis by PLM methodology. The laboratory analyzed one hundred and ninety-two (192) distinct sample layers as per the stop at first positive analytical criteria. The following listing identifies building materials that were found to contain detectable levels of asbestos by laboratory analysis. Asbestos was detected in some of the suspect asbestos containing bulk material samples analyzed by the laboratory or were assumed/presumed ACM:

SAMPLED MATERIALS WHERE NO ASBESTOS WAS DETECTED

The complete listing of the suspect asbestos containing materials sampled and submitted to the laboratory can be found in Appendix B. The other suspect ACM bulk samples that were submitted to the laboratory were determined by laboratory analysis, not contain detectable amounts of asbestos.

CONCLUSIONS AND RECOMMENDATIONS

Results of bulk sample analysis confirmed that asbestos was identified in regulated concentrations within some of the building materials sampled. At the time of this survey, the ACM identified was found to be in conditions ranging from poor to good. If materials with similar physical characteristics to the identified ACM are encountered in other areas or buildings other than what is noted in this survey report, these materials must be considered to be asbestos containing unless an appropriate survey, sampling, and laboratory analysis of bulk samples obtained from these materials proves otherwise.

Persons performing demolition activities/work on Site should be aware that additional materials may be present in wall or ceiling cavities and voids and in areas not specifically identified in this report. Additionally the Contractor must be aware that suspect ACM which are either inaccessible or hidden in voids may exist and can be exposed during demolition activities. Care should be used when performing work that disturbs building materials or during subsurface work activities where piping or asbestos-contaminated soil may exist. Any suspect asbestos containing materials uncovered during maintenance, renovation, demolition, or excavation activities that are not addressed in this inspection report, or presumed asbestos containing materials (e.g. fire doors with asbestos laden cores), must be sampled by an accredited asbestos inspector prior to disturbance, or they must otherwise be assumed and treated as asbestos containing.

Reporting limit- asbestos present at 1%

Trace - asbestos was observed at level of less than 1% NA/PS - Not Analyzed / Positive Stop

The Laboratory at TRC follows the EPA's Interim Method for the Determination of Asbestos in Bulk Insulation (1982), and the EPA recommended Method for the Determination of Asbestos in Bulk Building Materials (EPA/600/R-93/116), July 1993, R.L. Perkins and B.W. Harvey which utilizes polarized light microscopy (PLM). Our analysts have completed an accredited course in asbestos identification. TRC's Laboratory is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP), for Bulk Asbestos Fiber Analysis, NVLAP Code 18/A01, effective through June 30, 2014.

TRC is an American Industrial Hygiene Association (AIHA) accredited lab for PLM effective through October 1, 2014. Asbestos content is determined by visual estimate unless otherwise indicated. Quality Control is performed in-house on at least 10% of samples and the QC data related to the samples is available upon written request from the client.

This report shall not be reproduced, except in full, without the written approval of TRC. This report must not be used by the client to claim product endorsement by NVLAP or any agency of the U.S. Government. This report relates only to the items tested.

ND - asbestos was not detected

Note: Polarized-light microscopy is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. In those cases, negative results must be confirmed by quantitative transmission electron microscopy.
