About this file
The document is the SLPS (Saint Louis Public Schools) M/WBE Pre-Bid Guidelines, revised on 7/2/25, outlining the district's policy for Minority and Women's Business Enterprise (M/WBE) participation in contract opportunities. The guidelines establish specific utilization goals of at least 25% Minority Business Enterprise (MBE) and 5% Women's Business Enterprise (WBE) for goods and services procured through the district's competitive bidding process.
The guidelines require General Contractors (GC) and subcontractors to demonstrate Good Faith Efforts (GFEs) if they are unable to meet the M/WBE participation goals during the bidding process. Contractors must submit documentation explaining why they cannot meet the goals and outline steps taken to achieve them. Additionally, M/WBE subcontractors must be willing to provide comprehensive certified payroll information, including worker addresses, gender, and ethnicity, which should be incorporated into the subcontractor's contract. Monthly reporting of GFEs is mandatory, with contractors required to submit either their efforts or an email confirming no efforts were made during that reporting period.

SLPS M/WBE Pre-Bid Guidelines
Revised 7/2/25 – MRT-SLPS
If the GC or subcontractor is not on track to meet the goals at the time of bidding, then they must provide Good Faith Efforts (GFEs) that state why they are unable to meet the goals and steps they are willing to take to resolve the issue(s).
1) SLPS M/WBE Utilization Goals:
It is the policy of the District to pursue the goal of at least 25% Minority Business Enterprise (MBE) and 5% Women’s Business Enterprise (WBE) utilization in the provision of goods and services to the District while at the same time maintaining the quality of goods and services provided to the District through the competitive bidding process.
2) Good Faith Efforts - If the M/WBE Utilization Plan falls short of the M/WBE goals then they will need to submit why they are unable to meet the goals and the efforts put in to research and achieve the goals at the beginning of the bidding process. They will also have to submit GFEs each month or an email stating that no GFEs were completed that reporting month.
Make sure the M/WBE subcontractors chosen are comfortable with providing all of the information for the certified payroll (specifically the address, gender and ethnicity of their workers). The General Contractor should include this within the subcontractor’s contract.
