About this file
This document summarizes an organized site visit for solicitation number 140R6023R0013 from the Department of the Interior Bureau of Reclamation. The site visit was held on October 25, 2023 to review requirements for the Arkansas Valley Conduit Injection Site project. The project involves constructing a chemical building, installing chemical injection equipment, and laying pipeline between 12-48 inches in diameter to connect to Pueblo Water's distribution system. A backflow preventer site will also be established. Key dates include questions due by November 7, 2023 and proposals due by November 30, 2023. Overview of Location
Overview of Location
Overview of Purpose Backflow Preventer Site
• Incoming water is treated by Pueblo Water (PW) and conveyed into their distribution system; this project will tie into PW’s distribution system at Connection Point 1.
• To separate AVC’s water transmission system from PW’s system, a Backflow Preventer is required (a series of above ground RPPA valves in this case).
• Connection Point 1, RPPA valves, and associated pipe installation is covered under the Backflow Preventer Site work.

Overview of Purpose Injection Site
• PW uses chloramines as a disinfectant in their distribution system. Two main factors require the removal of chloramines:
• Communities to be served with this water use free chlorine as their disinfectant method, which cannot be mixed with chloramines.
• Disinfectant staying in the water for such a long distant transmission to future participants would lead to water quality issues with “Disinfectant By-Products”.
• The Injection Site adds Sodium Hypochlorite to remove the chloramines and Sodium Bisulfite to remove any remaining free chlorine before being transmitted downstream.

Overview of Key Work
• Chemical Building
• Pre-Engineered Metal Building with shallow foundation and electrical/mechanical systems.
• Chemical storage rooms, treatment floor, fire riser room, SCADA/Electrical, and misc.
• Large concrete placements for thrust blocks, chemical containment areas, and access pits.
• Chemical Injection
• Chemicals involved are Sodium Hypochlorite and Sodium Bisulfate.
• Above ground manifold with various pipe sizes (between 3” and 12”) and valves.
• Chemical injection includes pumps, storage tanks, mixers, SCADA system, analyzers, etc.
• Line Pipe and Buried Manifold Pipe
• 12” to 48” dia. pipe using epoxy coated steel pipe, HDPE, and specialized Al-6XN alloy.
• Several transitions between these sizes and pipe types.
• Injection Site Grading with Stormwater Detention Pond
• Unlined detention pond with concrete outlet wall.
• Gravel surfacing and seeding.
• Backflow Preventer Site includes
• Above-ground enclosure.
• RPPA assemblies and various valves.
• Buried 30” Line pipe with tie-in to two existing pipelines (PW’s Ductile Iron
Pipe and AVC Boone Reach 1’s HDPE pipe).
• Some general roadway work including asphalt and guardrail installation.
• Commissioning/Testing/Disinfection
• Testing of pipe at both Injection Site and Backflow Site
• Disinfection of entire pipeline between U/S connection point and D/S end (approx. 10.5 miles) including injection site and participant spur lines (4" and 6“ pipelines).
• AWWA C651
• Commissioning will consist of several phases prior to water being delivered to participants.
• SCADA
• Will not tie into any outside Bureau of Reclamation servers or system.
• Controls and monitors all automated equipment including analyzers, alarms, pump, valves and various types of transmitters on site, as well as delivery vaults miles away from the site.
• All fiber work on this contract is located at the Injection Site.
Specifications Section 01 14 12 – Work Restrictions and Limitations
• Connecting to Pueblo Water (PW) Distribution System:
• Close coordination required with PW before and during planned tie-in with their system.
• Coordination with other Contractors:
• Shared access to the Injection Site with another Contractor until March 28, 2025.
• Portion of the Injection Site land will also be occupied by the other Contractor, which will prevent it from being used as a Use Area or construction of permanent features in the area until after March 28, 2025.
• Backflow Preventer Site will have another Contractor using the area and Construction at this site cannot start until after March 28, 2025.
• Another Contractor will be installing a fiber splice vault on the NE corner of the Injection Site.
This contract requires the splice to be made in that vault.
Specification Requirement Emphasis
Specifications Section 01 51 00 – Temporary Utilities
• Temporary electric power for construction will be the responsibility of the Contractor and is available onsite through Black Hills Energy.
• The Government will be responsible for purchasing the permanent transformer and coordinating its installation.
• Contractor shall use this transformer for all final testing and commissioning, but not for prior activities.
• Temporary water for construction will be the responsibility of the Contractor and can come from any source (available from PW).
• Water used for Disinfection and Commissioning activities must come from PW via Connection Point 1 through the trunkline.
Specifications Section 01 91 13 – Testing, Disinfection, and Commissioning
• Contractor required to perform all work for component installation, water and chemicals used, and operations for all three facets.
• Government will collect water samples and monitor treatment process performance during the Water Treatment Commissioning phase.
Specifications Section 35 21 95 – Steel and Stainless-Steel Manifold Piping
• A specialized alloy, Al-6XN (UNS N08367), is required for a manifold that is placed in the
Chemical Building’s concrete foundation.
• Per our previous research, this alloy has a long lead time.
Project Stakeholder Involvement Primary Stakeholders/Agencies involved in the project include:
• Southeastern Colorado Water Conservancy District
• Future operators of facilities
• Will be involved in training and commissioning activities
• Pueblo Water
