Question # Question BOR Response
SecƟon 33 05 22 -39 Horizontal DirecƟonal Drilling: a.Remove "Reaming step sizes shall not be greater than 6-inches in diameter per pass." This is not a generally accepted practice in the HDD industry.
b. Confirm the interior coaƟng on the mid weld for the San Juan HDD is required. If so, can a pipeline sleeve be used at this location?
c. Nominal Pipe Sizes over 14" refer to the OD and not the ID. As such, the 36" NPS and 42" NPS represent the OD of carrier pipes. Confirm this is correct.
d. Is removal of the conductor casing required aŌer the installaƟon of the carrier pipe?
A. Specification revised to not allow reaming step sizes greater than 12-inches in diameter per pass, with the exception of Nenahnezad Bluff HDD which shall remain no greater than 6-inches in diameter per pass.
B. Interior coating on the mid-weld for the San Juan HDD is required as well as the outside of the mid-weld. A pipeline sleeve cannot be used. See C. Minimum inner diameters per different materials are listed Specification Section 33 05 22, Part 2.05 HDD Pipe (Carrier) B.
D. Removal of the conductor casing after installation of carrier pipe is not required. It is acceptable to leave the conductor casing in place.
Please confirm that the clause 52.225.11 Buy American Construction Materials Under Trade Agreements is applicable to this project. Yes it does apply.
Per C900, PVC allows for 1.6 x the working pressure raƟng for maximum occasional surge capacity. a.For DR 21 pipe, pressure class 200 psi, this allows for occasional surge pressure of 320 psi per Table 4, AWWA
C900-22. i.Confirming: is 36” DR 21 FPVC an acceptable material for the San Juan River crossing? Table 33 05 022A – Working Class Pressures lists the transient pressure as 525 ft of head (approx. ~ 227 psi).
Under Horizontal Directional Drilling 33 05 22 – 2 Section E 2a. 4) Hauling and disposal of drilling fluid, byproducts, and cuttings And under Horizontal Directional Drilling 33 05 22 – 3 Section H 2a.4) Hauling and disposal of drilling fluid, byproducts, and cuttings.
The question is will land farming the solids and drilling fluid be a acceptable and permissible form of disposal?
Under Horizontal Directional Drilling 33 05 22 – 40 Section N 1. It states “ Remove drilling fluids and cuttings promptly and haul to a approved disposal facility in accordance with approved plan.”
We are looking to get some clarification here on what a approved site is and if there is a approved site in proximity to the project. Dispose of waste in accordance with 01 74 00 - Cleaning and Waste Management. See RSN 33 05 22-16, General
Drill Fluid and Cuttings Management and Disposal Plan for additional requirements.
Under Horizontal Directional Drilling 33 05 22 – 39 Section L 4a. it states “reaming sizes shall not be greater than 6 inches in diameter per pass.
The question is can reamer passes with cuts greater than 6 inches in diameter be made if the contractor deems that reaming passes greater than 6 inches in diameter can be safely and effectively made?
See response to Question 9.
In Project management and coordination 01 31 19 – 2
1.04 Qualifications E. Mud Engineer 1.it states “ Comparable role on three projects of similar nature, size, and complexity” We’re looking for clarification here. Does this mean that a mud engineer with comparable real world experience will be deemed qualified, or is the mud engineer required to possess a degree? Comparable experience in the role of Mud Engineer. Also see 33 05 22 Part 1.06 Qualifications H.
Is there a hydro-test requirement for the Mid-weld, as mid welds had not been allowed in previous projects?
A hydro-test will be required for the two pipe segments of the full HDD laydown segment prior to mid-pull weld, but will not be required post mid-pull weld. Post-pullback testing will still be required in accordance with Section 33 05 22, Part 3.06 B.
16 Soil reports have no abrasiveness testing, had any been done?
Section 53 10 00 Geologic Investigations – 1.01 General A.4. a.-i. reports and memoranda on the area, site geology, and materials properties are available at FCCO. Please make arrangements to examine.
CERCHAR Abrasiveness tests were conducted on bedrock samples. No abrasive testing was performed on soils.
17 With a product size of 43.75", what will the final ream pass requirements be?
Per 33 05 22, Part 3.04 L. 3. would require a 55.75-inch bore diameter, minimum, assuming an outside diameter of 43.75-inches for the pipe.
18 What is the reason the BOR did not get enough lay down area for the 42" crossing? There are limitations with the land and landowner.
Allowable Work Hours: Sunrise to sunset, Monday through Saturday, unless otherwise authorized by COR.
For crossings being constructed during the winter hours, will set hours be allowed with adequate lighting/safety measures in place?
Work before sunrise and after sunset may be allowed with proper illumination, with approval from COR and in accordance with Section 01 35 20, Article 1.05 G.
No ground disturbance between entry and exit points on HDDs? If an IR were to occur, what would be the means to contains/cleanup?
Refer to 33 05 22 1.05. E, 1 "Frac-Out and Surface Spill Contingency Plan" for containment and clean up.
Contractor shall provide means and methods contingency details in submittal. If an IR were to occur, refer to 33 05 22, 3.04, J. 5. To the maximum extent possible, there shall be no ground disturbing activities as given in Section 01 14 12, 1.02.
Are the reamed diameter sizes suggested or required? The 42” pipe states 54” and the 36” pipe states 48”, but specifications state a minimum of 12” larger than OD. Depending upon the calculations for the pipe, larger OD’s may be required which would increase the reamed size. Minimum reamed bore diameters are required per Section 33 05 22, Part 3.04 L. 3.
Reaming steps shall not increase more than 6” in diameter per pass? This is not an industry standard practice as larger jumps in reaming sizes are achievable. See response of Question 9.
What type of drill rod inspection will be required to submit? Is there a specific time period prior to the work starting?
Certificate of inspection for drill rods - reference American Petroleum Institute's API RP 7G-2.
Provide certification within 30 days prior to the start of a project.
Required wall thickness calculations, how is this supposed to be calculated prior to the bid? How does that impact the pipe being quoted during the bid if the calculations are completed after the bid and a different material is required?
Section 33 05 22, Article 2.05 lists minimum wall thicknesses or dimension ratios for each material of pipe while Table 33 05 22A lists the pipe class and working pressures for each HDD Crossing to utilize for wall thickness calculations. Table 33 05 22A also lists where a metallic material is required for pressures.
25 Does the vector magnetic/paratrack tracking system meet this projects requirement?
Additional information will be needed through the Submittal process to ensure a product meets the requirements of Section 33 05 22, Section 2.03 F. Bidders should review Section 33 05 22, Section 2.03 F for Guidance and Tracking System requirements.
26 Drilling fluids checks every hour? Yes, drilling fluid checks shall be at least every hour.
27 On crossings requiring a mid-weld, how is a pre-pull hydrostatic test supposed to be completed? See response to Question 15.
28 What dictates the dates listed for each HDD to be constructed? Restrictions for irrigation season and various other cultural and environmental requirements.
No, 36" DR21 FPVC is not acceptable for the San Juan River crossing.
See section 33 05 22 Horizontal Directional Drilling; Part 2.05 B. 3. a) ii. will only allow for the transient allowance of 110% of the continuous pressure rating of the pipe, or 220 psi for DR21. If Eq 3 in C900 is used, the occasional surge pressure allowance is only 190 psi (Using Ft=1), or 1.6xPC - WP or 320 psi - 130 psi = 190 psi.
Can the bore profiles shown in the drawings be modified based on contractor preference and contractor deferred design items with BOR approval? Further, do the entry and exit point locations need to remain as shown or can they be modified within easement?
Yes, bore profiles and entry and exit locations within ROW based on field verified conditions or Contractor means and methods may be modified, so long as construction actitivites are confined within designated work areas and ROW shown on drawings, with BOR approval.
Revised (modified) plan and profiles shall be submitted as part of Technical Proposal "Include revised plan and profile if contractor means and methods result in changes to the pipeline profile or horizontal alignment." Refer to Solicitation No. 140R4026R0002 Section L.13 Proposal Instructions, Vol. II - Technical Proposal, Evaluation Factor 1. Technical Approach (p. 90/103)
Any modified plan and profiles will still be subject to submittal requirements under 33 05 22, Part 1.05.
1695-D-62450 - There seems to be a very minor slope on the bottom tangent of the Shumway Arroyo HDD alignment. Is this intentional and required? HDD installation tolerances will likely not allow for this level of slope accuracy along the bottom tangents.
Slight slope is intentional and is preferred for hydraulics. Specifications address pilot bore deviation tolerances in Table 33 05 22A. While staying within tolerances, intent for bottom tangent is to maintain a slight slope and avoid localized high points.
1695-D-62452 - There seems to be a very minor slope on the bottom tangent of the San Juan HDD alignment.
1695-D-62454 - Can the length and/or location of conductor casings be modified during or after bidding pending BOR approval? For example, it may be beneficial to install a conductor casing at the high side of the Nenahnezad Bluff crossing to increase borehole stability in the dry hole condition.
Contractor may propose longer conductor casing lengths or at additional locations. Installed conductor casing will be paid for under prices listed in Section B - Price Schedules.
1695-D-62454 - Do the optional intersection locations shown indicate that these bores have to have an intersect and the location is optional, or that the use of intersect is completely optional?
Intersect and location is completely optional; however all drill methods shall still address Key Technical Concerns in Sections L and M, and follow all submittal Specification requirements.
Will concrete reverse anchors be needed at the ends of the HDD alignments? Are these an item that is intended to be deferred contractor design?
Item is deferred to Contractor design. Refer to Specification Section 33 05 22, Article 2.03 A.1 (Drill System - Drill Rig).
Boring logs for the Shumway Arroyo HDD and the San Juan HDD do not extend to the maximum depth of drilling identified in the bore profile drawings. Can a supplemental geotechnical program be conducted to investigate these deeper depths to understand drilling conditions and geology along the entire bore path?
Further, should the bidding contractor assume the cost of any additional data collection in their bid or can this be discussed and negotiated after selection?
Yes, a supplemental or additional geotechnical (geological) program can be conducted. See Section 53 10 00 1.01, A, 3. Any additional investigations should be identified in proposal and reference Evaluation for technical approach Key Technical Concerns of Reclamation 7. - Supplemental Geological Investigations. (Solicitation No.
140R4026R0002 Section L.13 Proposal Instructions) Contractor shall assume cost of additional data collection in their bid.
There does not appear to be geotechnical information available for the Nenahnezad Bluff HDD. Can a geotechnical program be conducted to understand drilling conditions and geology along this bore path?
Further, should the bidding contractor assume the cost of any additional data collection in their bid or can this be discussed and negotiated after selection?
See response to Question 36
It does not appear that rock was tested for common HDD design and construction parameters including strength, hardness, and abrasivity. These properties will be critical in selecting tooling, assessing production rates, and for design of the HDD for borehole stability. Are these properties intended to be provided by BOR and if so at what stage in the project (before or after bid) will these results become available?
Section 53 10 00 Geologic Investigations – 1.01 General A.4. a.-i. reports and memoranda on the area, site geology, and materials properties are available at FCCO. Please make arrangements to examine.
Common HDD design and construction parameters (e.g. strength, hardness, and abrasivity) as well as advanced testing were performed and reported.
Can photographs of collected rock core be provided and can samples of the rock core be available onsite during the pre-bid site walk in early November?

These questions pertain to all conductor casing installations on this project. The heavy wall (.750” wall or 1” wall) casing pipes will be custom made for this project and the exact footage that is needed for each installation is always an estimate. If bed rock is encountered and the conductor casing is installed properly and there is additional pipe allotted for the installation remaining how will this custom ordered pipe be paid for if the pay item only pays for pipe installed?
If the specified casing length is not sufficient to reach bedrock and more casing needs to be manufactured how will the hammer crew be compensated for down time or remobilization costs to return to the job site once the additional pipe has been made?
No payment will be made for pipe that is ordered but not installed. Contractor's bid price should reflect contingency for additional conductor casing, if needed.
Down time or remoblization costs would be evaluated as a Time Impact Analysis with equitable adjustment in accordance with Specifications Section 01 32 10 - Construction Program.

2. Unless specific reference is made to outside or inside diameter of pipe, pipe diameters shown on drawings and used in this section are nominal pipe diameters.
Table 33 05 22A – Working Class Pressures Shumway Arroyo 36HDD325
Because nominal pipe diameter refers to the approximate inside diameter (ID) what HDPE pipe size and specification should be considered for the Shumway Arroya HDD? Would 42” DIPS DR11 (OD 44.5” – ID 36.41”) (Pressure Class 200 psi with an occasional surge pressure of 400 psi) be considered for this HDD?
42” DIPS DR9 is available but the ID is 34.6” and an operating pressure rating of 250 psi.
Per 33 05 22 Part 2.05 HDD PIPE (CARRIER), B.2. HDPE Pipe b. Inside diameter shall be no less than 34-inches.
Allowable transient pressure is equal to 110 percent of the continuous pressure rating of the pipe, therefore the maximum surge pressure allowed would be 220 psi for DR11 pipe.

2.05 HDD Pipe (Carrier)
2) Pipe:
a) Maximum DR: DR13.5 DIPS (Ductile Iron Pipe Size)
DR 13.5 will not meet the required pressure class for this project. Can this be changed to say “Maximum DR: DR9 DIPS (Ductile Iron Pipe Size)? A DR of 9 is less than 13.5 and meets the specification, therefore the maximum DR will not be adjusted.
33 05 22 - HDD - pg. 228
3.07 Contractor Field Quality Testing
A. Fusion Quality Testing on Polyethylene Pipe:
1. Frequency:
a. Minimum: 1 per crew per week or at request of OGR.
b. Maximum: 10 percent of welds.
c. Additional testing may be required during changes in:
1) Weather.
2) Fusion machine.
3) Fusion crew.
No testing procedure is specified. Can the required on-site test be a Guided side bend back test?
https://pepipe.org/wp-content/uploads/2024/02/2023-FieldTestingMethods.pdf Contractor Field Quality Testing for polyethelyene pipe has been deleted.
Due to the large volume of grading that needs to occur for the Chaco River and the Nenhnezad HDD’s in order to layout the pipe string, can the civil 3d file for the project be shared in order to provide more accurate pricing?
Civil3D files will not be provided during the Solicitation phase of this project, however may be requested by the Contractor who is awarded the contract upon completion of form in Specification Section 51 00 50.
For the Nenahanezad HDD, there is a dirt road that comes off Navajo route 362 to the west near the top HDD location. can this route be included in the TCE for the project?
Public access roads (ie. Navajo route 362) are accessible for driving, however no construction activities are to occur outside the given TCE for the project. The only additional TCE that will be provided is in response to Question 50.
Can the TCE for the Nenahanezad HDD be adjusted? The TCE has us accessing the area over top of the HDD through a sandstone bluff off of route 362?
An additional access area has been requested and approved to avoid accessing the Nenahnezad Bluff HDD over the top of the pipeline. This will be provided via Amendment.
51 With a bid date of 2-25-26 Can the deadline for questions be extended? No
33 05 22 - pg. 44
