About this file
This is a Pre-Bid Conference document for the Navajo-Gallup Water Supply Project (NGWSP) Block 2-3 Horizontal Directional Drilling (HDD) segment. The project is part of a larger $2.2 billion water infrastructure initiative involving approximately 300 miles of pipelines, two water treatment plants, and 19 pumping plants. The specific Block 2-3 HDD project involves approximately 1.8 miles of pipeline crossing four critical areas: San Juan River, Nenahnezad Bluff, Shumway Arroyo, and Chaco River, with pipeline diameters ranging from 36" to 42" and significant engineering challenges at each crossing.
The procurement timeline includes a bid due date of February 25, 2026 at 1 pm MT, with bid evaluation in March 2026 and contract award planned for May 20, 2026. The project's construction is scheduled for completion by September 21, 2027. Key technical challenges include managing elevation differences between entry and exit points (up to 240 feet), navigating difficult geological conditions like cobbles, boulders, and dipping bedrock, and maintaining careful environmental and cultural compliance. The Bureau of Reclamation is managing the solicitation, with Ashton Jones (Contracting Officer) and supporting contracting specialists as the primary points of contact.

Block 2-3 HDD Schedule
• Bids Due Date – February 25, 2026 at 1 pm MT
• Bids Evaluation Completion – March 2026
• Award Date – May 20, 2026
• Construction Completion Date – September 21, 2027
Shumway Arroyo Challenges
• Conductor casings may be needed at for the alluvium (cobbles and boulders) that could be encountered
• Crossing existing Farmers Mutual Irrigation Siphon (very old and fragile)
• 2 Material options – Metallic or Plastic
• 23-foot elevation difference between entry and exit
San Juan River Challenges
• Conductor casings are required on both entry and exit sides
• Requires that pilot bore uses an intersection method (drilling from both sides)
• Cobbles and boulders are expected in alluvium, based on geology data
• Mid-pull Weld will be required due to limited ROW
• ~1,900 feet is available to laydown at a time
• 65-foot elevation difference between entry and exit
• Unpaved ditch located at the HDD Exit
Nenahnezad Bluff Challenges
• There is an elevation difference of 240-feet between the entry and exit pits
• Conductor casings are not required but may be used.
• Entry HDD is located in uncontrolled manmade fill.
• Nenahnezad Hill Road location and steepness.
Chaco River Challenges
• Approximately 5.5 miles of access road will be required, includes:
• Stripping, clearing, and grubbing
• Repairs and maintenance to new and existing roadways
• Final grading, inspection, clean-up, and restoration of access roads
• Available laydown on both sides of HDD to allow contractor flexibility.
• Dipping bedrock needs to be drilled through
