About this file

This is a technical specification section for Horizontal Directional Drilling (HDD) work on the Navajo-Gallup Water Supply Project, specifically for the San Juan Lateral Block 2-3 crossing. The specification covers measurement, payment, equipment requirements, and execution procedures for installing water pipeline crossings using HDD methodology.

The project involves four HDD crossings: Shumway Arroyo, San Juan River, Nenahnezad Bluff, and Chaco River. Payment is based on linear footage at rates specified in Price Schedules 1 and 2, with contractors selecting either plastic or steel pipe materials. Pipe specifications include HDPE (PE 4710, DR13.5 maximum), fusible PVC (DR25 maximum), steel conforming to ASTM A139 Grade C with minimum 42,000 psi yield strength, and ductile iron pipe per AWWA C151. All HDD pipe includes pilot bore drilling, reaming, swab passes, product pipe installation, furnishing and testing equipment, and annular space backfill. The contractor must have minimum 10 years of HDD experience, successfully completed at least three similar projects with comparable geologic conditions, and demonstrated bi-directional or intersection method experience. Key personnel include a Professional Engineer registered in New Mexico, drilling fluid engineer and technician, HDD rig operators, and annular grout contractors. Pre-pullback hydrostatic testing at 1.25 times maximum working pressure and post-pullback testing per applicable standards (AWWA C604/C605/C600 or ASTM F2164) are required. The contractor must monitor drilling fluid pressures to prevent hydrofracture, contain and properly dispose of drilling fluids, and provide daily reports documenting drilling parameters, deviations from bore tolerances, and fluid properties. Annular backfill plugs must achieve final in-place permeability of no greater than 1x10⁻⁶ cubic centimeters per second and extend to minimum elevations specified for each crossing location.

1.02 DEFINITIONS

A. Horizontal Directional Drilling (HDD): Steerable trenchless technology method of installing underground utilities in a shallow recurve arc along prescribed bore path by using a surface-launched drilling rig. Consists of furnishing materials, equipment, and labor associated with installing underground utilities under obstacles such as river crossings and steep terrain. A surface-to-surface pipeline installation technique used to install pipelines or conduits along pre-determined straight and curved alignments in soil or rock formations. The installation technique is comprised of four primary stages including pilot bore drilling, reaming pass(es), swab pass, and product pipe installation. Drilling fluids, comprised of a mixture of water, bentonite, or polymers are continuously pumped into the bore during all stages to facilitate the installation process and stabilize the bore. Tracking of the drilling string is achieved using downhole wireline survey tools that may be augmented with an energized wire grid at the ground surface or by using a gyroscopic survey tool.

B. Pilot Bore: First stage of installation process whereby a guided and steerable pilot bore is drilled along a planned alignment from an entry location to an exit location.

C. Drilling Fluid/Mud: Mixture of water, bentonite, or polymers specially designed for HDD operations within the anticipated geotechnical conditions and continuously pumped through the drilling equipment to facilitate the installation process and stabilize the bore.

D. Cutting Shoe: Steel bands welded to leading edge of pipe to increase stiffness and impact loads of advancing edge of pipe. Cutting shoe may consist of both an exterior and interior band.

E. Product Pipe Installation: Stage of the installation process whereby product pipe is installed within the bore. Also noted as HDD Carrier Pipe or HDD Pipe.

F. Pipe sizes and classes: HDD Carrier Pipe is designated on plan and profile drawings by an alphanumeric symbol:

1. Symbol identifies pipe diameter, cover class and hydraulic transient head as follows:

a. First number in symbol indicates nominal diameter in inches.

b. Second number in symbol is maximum hydraulic transient head measured to centerline of pipe.

c. A symbol of 36HDD500 means pipe is 36-inches in diameter with a hydraulic transient head of 500-feet at centerline of pipe.

2. Unless specific reference is made to outside or inside diameter of pipe, pipe diameters shown on drawings and used in this section are nominal pipe diameters.

3. Pipe working class pressures as shown in Table 33 05 22A – Working Class Pressures

33 05 22 - 7

G. Reaming Pass: Second stage of installation process whereby a reamer is used to increase the diameter of the bore to its final diameter. This shall include multiple reaming passes/diameters if necessary.

H. Swab Pass: Third stage of installation process whereby the reamed hole is prepared for product pipe installation by making a pass through the hole with the tooling to collect residual cuttings and loose materials in the hole that may impede pipe installation. Swab pass is completed after the entire bore has been reamed to its final diameter and before product pipe installation begins.

I. Installation Load: Tensile load or force that is applied to the drill string and product pipe that is required to install the product pipe.

J. Obstruction: Object lying completely or partially within the bore path that prevents forward advancement of the drill pipe, reamer, or product pipe along the proposed alignment, after all reasonable efforts by the Contractor to advance past or around the object have failed.

K. Annular Space Grout: Grout that is injected into the annular space between the installed product pipe and the excavated bore following completion of the product pipe installation phase of the HDD installation process.
