About this file

This document is a Questions and Answers (Q&A) file for a federal contract, likely related to a horizontal directional drilling (HDD) project. The Q&A covers eight key questions addressing technical specifications, work restrictions, and project requirements. Significant details include:

Technical and Operational Specifications: The document clarifies transient pressure requirements for pipe crossings, with responses indicating that maximum transient pressure is considered occasional and should not exceed 110% of the continuous pressure rating. Work restrictions specify that drilling at the Shumway Arroyo HDD is only permitted between November 1 and February 28. Additional project details include allowing work after sunset with proper illumination and COR approval, and flexible Sunday work permissions. The contractor is responsible for determining gravel surfacing needs for access roads and must accommodate protected species nesting dates in the construction schedule.

Question # Question BOR Response

Transient pressure inclusive of max operating pressure? For example, the San Juan River crossing, a symbol of 36HDD525 means pipe is 36in dia with a transient head of 525 ft at the centerline. The max working pressure is listed as 130 psi for this crossing. a)Is it an operating pressure of 130 psi and it has an additional transient of 227 psi (525 ft head) on top of that?

a.Then the pipe would see a total pressure of 357 psi.

b)Or does the transient of 227 psi (525 ft head) include the 130 psi operating pressure? [We assume this to be the case].

The designated pipe head class given in in Table 33 05 22A is for the maximum transient pressure for the pipe at each crossing and the working pressure given would be inclusive as given in the question example of transient of 227 psi (525 ft head) includes the 130 psi operating pressure. See section 33 05 22 Horizontal Directional Drilling Part 2.05 B. for requirements on minimum carrier pipe thicknesses based on each material. For example in the case of plastic pipe (HDPE or PVC), the specification requires for that the transient pressure is no more than 110 percent of continuous pressure rating of pipe.

2 Is the transient listed in the table a recurring one? If so, what is the min pressure and frequency?

The maximum transient pressure listed in Table 33 05 22A would be considered occasional. See minimum requirements in 33 05 22 Horizontal Directional Drilling Part 2.05 B.

Section 01 14 10 Use of Site: a.Confirm RSN 14 10-2 Optional Onsite Security Plan is not required.

b.Confirm temporary construction roads are to be restored to original contours and revegetated upon the completion of the HDDs.

A. Optional Onsite Security Plan is only needed if an employee is required to live on site.

B. Temporary construction roads are to be restored to original contours upon completion of the HDDs, in accordance with Section 01 14 10 - Use of Site, and Section 01 55 00 - Vehicular Access and Parking.

Revegetation is not included within this Contract.

Section 01 14 12 Work Restrictions and Limitation: a.Confirm working after sunset will be allowed with proper illumination.

b.Confirm working on Sunday is prohibited.

c.Confirm work on the Shumway Arroyo HDD is only permitted between November 1 and February

28.

A. Work after sunset will be allowed with proper illumination, with approval from COR and in accordance with Section 01 35 20, Article 1.05 G.

B. Working on Sunday may be acceptable with COR approval.

C. It is confirmed that drilling work on the Shumway Arroyo HDD is only permitted between November 1 and February 28th.

Section 01 31 30 Contract Document Management System: a.How many CDMS licenses are required for the Government? CDMS licenses shall meet the requirements of Section 01 31 30, Article 1.05, B. 4.

Section 01 33 00 Submittals: a.To accommodate the aggressive project completion date, consideration is requested to reduce the Due Date on all submittals shown as over 28 days "before use" to 28 days or less.

All Submittals can be submitted prior to the due dates listed in the Submittal Table 01 33 00A to accommodate the aggressive project completion date. Submittal due dates will remain as shown in the Table.

Section 01 57 60 Protected Species: a.Will additional construction time be granted in the event if "Modify construction activities as directed by the Government" results in a temporary suspension of work? If and when such delays or changes are ordered, will an equitable adjustment be granted by the Government?

Nesting dates are given for each protected species within Specification Section 01 57 60 for Contractor to use in developing a construction schedule. In the event of a discovery, see Section 01 57 60, Article 1.05 D.

Section 32 15 10 Gravel Surfacing: a.Provide a detail showing the thickness of the gravel surface intended for the access roads.

Contractor to determine amount of gravel surfacing needed to maintain access to sites during construction activities; no minimum thickness is required.
