About this file

This is Amendment 0004 to Solicitation 140R1726Q0025, issued by the Bureau of Reclamation's Pacific Northwest Region, Grand Coulee Acquisition Group on May 8, 2026. The amendment serves to answer six questions posed by potential contractors regarding a weed treatment contract.

The solicitation involves weed control and herbicide spraying services across 31,431 acres in southern Idaho (SRAO). Contractors are expected to visit general areas as detailed on provided maps and spray treatable weed colonies, with priority given to thistle, white top, leafy spurge, and agricultural-damaging weed species. The contractor may use either ground-based or aerial (helicopter) treatment methods. Pricing should be based on acreage treated, with bidders estimating costs for treating the worst weed colonies within the 31,431 acres through spot spraying and crew mobilization throughout southern Idaho. The contractor is highly recommended but not required to use spray marker dye for demonstration purposes, unless a complaint arises regarding treated areas. Previous treatment efforts (active through 2025) involved spraying by Bureau of Reclamation contractors or county weed agents, though no current weed spraying data from prior treatments is available. The contract period of performance runs from July 1, 2026 through June 30, 2031. All other terms and conditions of the original solicitation remain unchanged.

The purpose of this amendment is to answer questions.

Question #1: How are treatments defined? Are you expecting the contractor to walk or drive all 31,431 acres and search for weeds each year? How do you determine the contractor has completed covering and treating the 31,431 acres? How diligent does the contractor have to be when covering the 31,431 acres? Are there required buffer distances between tracks to ensure the contractor does cover all 31,431 acres?

Answer #1: Reclamation is expecting the contractor to visit the general areas as detailed on the maps and spray the treatable areas within these delineated locations.

Priority will be weed colonies such as thistle, white top, leafy spurge, and weed species that can harm agriculture crops. This will take a lot of coordination with Reclamation to determine if a weed colony is too large to feasibly treat. All 31,431 acres will definitely not need to be treated this acreage is instead a reference to areas that can be treated since most of the areas are all weeds.

Cheat grass, for example, won't be treated.

Question #2: Can this work be completed by aerial treatments via helicopter?

Answer #2: If the contractor can afford aerial treatments that would be acceptable, but it seems like overkill since many of the weed species will need to be sprayed with different types of chemicals.

Question #3: Spray marker dye is specified as required in C.12.b Special Requirements on the

PWS but an answer you provided said it was not necessary. Spray marker dye is typically required by law. What should we expect?

Answer #3: To demonstrate to the public and to

Reclamation that an area has been sprayed the contractor is highly recommended to use dye but if dye is not feasible then they don't HAVE to

(C) use it. If there is a complaint regarding an area that needs sprayed, then the contractor should use dye so that the private landowner can see it has been sprayed.

Question #4: What prices are we expected to submit? Is there a unit cost? There is no price schedule provided to define what units or how many units the bid is based on.

Answer #4: Cost is based on acreage that could be treated. Bid on what you estimate it would cost to treat the worst colonies of weed within these 31,431 acres, spot spraying, and moving a crew around throughout southern Idaho. The first year would probably be a lot of weed inventory and spraying obvious weed colonies.

Question #5: What are the expected treatment acres per year? This would be the amount of acres where the ground is covered with herbicide. This would be referred to as ¿wet acres¿.

Answer #5: The expected acreage to be sprayed is 31,431 acres overall. The contractor will be expected to move throughout the SRAO, some areas will take more time to spray than others depending on the weed infestations. In addition, if there is an extremely bad weed year during the contract, the contractor will have to pick and choose the worst areas to spray and may not be able to treat all the identified land. If an extremely bad weed year occurs, Reclamation could see using all the annual funding up pretty fast unless

Reclamation decides to only treat the worst weeds and areas. This is when Reclamation and the contractor will need to be in contact regularly.

Question #6: Were any of these sites treated previously? What did treatment efforts entail?

Is there any weed data from previous treatments?

Answer #6: Up until 2025 all of these sites
