About this file

This is Amendment 0002 to Solicitation 140R1726Q0025 issued by the Bureau of Reclamation, Pacific Northwest Region, Grand Coulee Acquisition Group. The amendment is effective May 8, 2026, and addresses ten questions submitted regarding a herbicide application contract. The contract period of performance runs from July 1, 2026, through June 30, 2031.

The amendment clarifies that the contract covers approximately 31,431 acres annually of undeveloped Bureau of Reclamation-owned lands (excluding dam and facility footprints) that require weed treatment, including lands withdrawn for project or mitigation purposes. Treatment methods may include both ATV/UTV and backpack herbicide application as appropriate for each location. Contractors will select chemicals best suited for specific weed species encountered, primarily thistle, skeleton weed, white top, and leafy spurge. GPS mapping using OnX is acceptable provided work can be verified. Marker dye is not required if work can be documented through yellowing, tipping, or wilting of weeds with supporting mapping data. For inaccessible areas around reservoirs, acceptable alternatives include boat access, hiking, or notification to the Bureau if spraying is not feasible. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation by completing items 8 and 15 on the form, acknowledging receipt on each copy of their offer submission, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The purpose of this amendment is to answer questions.

Question #1: Have these areas been treated in prior years?

Answer #1: Yes, most if not all have been treated in prior year.

Question #2: Is this contract to be bid at cost per acre for a wetted acre, or a covered acre?

Answer #2: After reviewing the definitions the lands we are treating don't fit any of these descriptions of a wetted acre or covered acre.

We will be treating lands that were withdrawn by Reclamation for project or mitigation purposes but not directly located on an existing dam or water convenance system (O&M or irrigation districts will be administering that sort of weed contract themselves). Almost all of the land for this contract will be

"undeveloped" lands that were withdrawn and are dry and unwetted (except near a creek or reservoir). Some of these lands were planned to have canals but were never developed, some are around the edges of the reservoirs, some were mitigation for existing dam projects, and some don't seem to have any reason to exist. These lands are basically all the property

Reclamation own outside of dam and facility footprints.

Question #3: Is there information listing the most likely to encounter weed species at each location?

Answer #3: No, not at each location. It is different every place we go but most are priority weed species such as thistle, skeleton weed, white top, and leafy spurge.

Question #4: Is there an estimate of acres of infestation per location?

Answer #4: No. This is hard to do since most of the weeds are under other plants and many areas are full of weeds. At the worst locations the thistle, skeleton weed, white top, and leafy spurge should be priority. We will direct the contractor as they are spraying but the

140R1726Q0025/0002 contractor will need to inventory as they are spraying different areas.

Question #5: Can you confirm that this solicitation is to cover 31,431 acres per year?

Answer #5: Yes. 31,431 acres are all we will have time, and capacity to spray.

Question #6: Is application of herbicide by

ATV/UTV and backpack expected, or is it just

ATV/UTV?

Answer #6: Both depending on where the location of the weeds are. Whichever is more efficient.

Question #7: Are there specific chemicals preferred for use?

Answer #7: Contractors will need to decide which chemical will work best for the weed species they are treating.

Question #8: Can OnX be used for GPS mapping?

Answer #8:Yes, I think these would be appropriate as long as we can check their work.

Question #9: If access through private land cannot be obtained, what is an acceptable solution to meet the terms of the contract?

Answer #9: If around a reservoir use a boat, hike to it or if there is no way into it, don't spray it. There are very few areas like this if any. Notification to the Bureau will be necessary.

Question #10: Is it possible to have an exception granted for not using marker dye

(supported by proof of yellowing/tipping/wilting of weed species and supporting mapping data)?

Answer #10: As long as the work can be checked marker dye doesn't have to be used. Using the marker dye helps adjacent landowner see that we have been spraying which can be beneficial.
