SEKI Questions & Answers

1. I have a question about a temporary wooden bridge on the Mineral King Road.

Can you get me the weight limitation on that bridge?

Answer: From County of Tulare Public Works: "The County has two bridges on Mineral King, one being the temporary bridge at mile post 4 and the old arch bridge at mile post 6.5. The temporary bridge is rated for legal loads but no permit loads. The arch bridge is currently rated to handle all legal loads under the condition that speeds are limited to 15 MPH. Permit loads are Orange (O) rated for 5-13 axles."

2. What is the maximum depth of chips permitted to be dispersed back on the project site?

Answer: Two inches.

3. Will dispersed chips substitute for hydro-mulching?

Answer: No.

4. What are the specifications for winching material out of the 80’ zone?

Answer: Moving the material beyond the 80’ zone (i.e., further from the road) for deposition on site will NOT be permitted.

a. How deep can the material be in the 80-foot zone?

Answer: Lop and scatter debris can be up to 12” deep.

b. Does the material need to be spread out past the 80-foot zone?

Answer: Moving material from inside the 80’ zone to beyond the 80’ zone is NOT permitted. Trees that fall outside the 80’ zone during felling operations do not need to be spread out.

c. Can the material be piled past the 80-foot zone?

Answer: No.

5. Can merchantable material be exported?

Answer: Yes, if the tree is a marked hazard tree or an already down tree within 80’ of the roadway.

6. Can logs be skidded down paved roads by skidder to sites suitable for loading the logs onto trucks?

Answer: No. Logs must be lifted and carried above the roadway surface.

7. Are the preexisting high stumps required to be cut lower marked?

Answer: No. See 19 below.

8. What are the guidelines or restrictions for electronic traffic signs to be placed on the road informing the public that tree work is in progress?

Answer: Electronic traffic signs shall conform to the latest edition of the Manual on Uniform Traffic Control Devices for Streets and Highways. The message, sign type, locations will be components of the traffic control schedule submitted prior to its use. The park routinely uses variable message signs and contractor’s use on this project will simply require coordination.

9. Is the “three weeks’ notice” flexible to change traffic control? The project will be fluid. Can the traffic control be adjusted with shorter notice if progress exceeds anticipated timelines?

Answer: Yes. However, the three-week notice is designed to maximize our joint ability to communicate closure updates to visitors, residents, and staff. Repeated requests for shortened timeframes should be made to accommodate faster progress as noted in the question and not to make changes for convenience.

10. What are the weight limits on the bridges throughout and to the project area?

Are there any restrictions or prerequisites with crossing these bridges, like obtaining permits?

Answer: Bridges within the parks are designed to handle legal loads per California Vehicular code 35550-35558. Given the multitude of possibilities for getting to the park, bidders are encouraged to research out of park restrictions with the appropriate jurisdiction.

11. Can Generals Hwy. be closed from Wuksachi to Crystal Cave during the summer months to allow access to large equipment?

Answer: Yes, short-term closures up to three hours in duration are allowed for moving large equipment.

12. What is the maximum linear distance, in miles, a road can be closed or reduced to one way?

Answer: This will depend on several factors including work efficiency, site distance, facility locations, and visitor destinations within the proposed closure area, etc. Closure areas should consider the work likely to occur that day or the next; long linear closures without active work transpiring will not be permitted.

13. Can the working hours of 8 am to 5 pm in Crystal Cave be extended due to Crystal Cave being closed to the public?

Answer: No.

14. Work on Mineral King Rd. and Crystal Cave Rd. may be done during fire season.

a. What fire matrix does the National Park Service follow?

Answer: Project Activity Level System

b. If the Project Activity Level (PAL) System, what are the minimum requirements? Does it meet the Forest Service requirements?

Answer: See attached Project Activity Level document.

15. On Mineral King Road can material over 10 inches be piled to get rid of boles?

Answer: Boles over 10” DBH cannot be piled.

16. Do all hazard trees for removal have to be removed from the park, or can they be spread out to meet the wildfire fuel reduction intent?

Answer: Boles can be manipulated within the 80’ treatment zone so that bole concentrations remain at or below required limits. Boles shall not be relocated more than 100-feet from the original location and shall not be relocated outside the 80’ treatment zone.

17. How is the 80’ debris treatment zone along the edge of roadway measured:

horizontally or parallel to the slope?

Answer: The 80’ zone is to be measured horizontally from the edge of road.

18. Is it acceptable to chip slash material and broadcast the chips?

Answer: In addition to the debris treatment methods described in Section 2.2(c), debris may be chipped and broadcast. Chips must be broadcast a minimum of 20’ from the edge of roadway to a maximum depth of 2”.

19. How will actual quantities of trees cut and processed be confirmed for payment?

Answer: The Contractor is required to measure the DBH and take photographs of every hazard tree, every downed tree for dispersal/removal, and every high stump for cutting (no DBH needed for stumps), with GPS coordinates recorded in the digital photo file. NPS contract management representatives will inspect the work to confirm completion. The Contractor is responsible for maintaining a running tally of trees treated and coordinating that with the Contracting Officer as work progresses.

20. Can slash in the Red Fir Spray Field be chipped or masticated?

Answer: In the Red Fir Spray field, slash may be chipped and spread on site or masticated to 90% minimum of slash under 12” in length. Chips may be spread to a maximum depth of 12” in the Spray Field.

21. If felled trees damage the underground distribution lines in the Spray Field, will the Contractor be responsible for repairs?

Answer: No. See 23 below.

22. Are we allowed to camp in the park?

Answer: The contractor may camp at a normally operating campground; special work camps will not be allowed. Campground restrictions will not be modified for the contractor. This includes the use of trailers, noise, trash, etc. The park will coordinate with a contractor should they wish to camp, however, we cannot guarantee a contractor will be able to obtain sufficient sites. Sites must be paid for through recreation.gov.

23. Who is liable for sprinkler repair at the Red Fir Spray Field?

Answer: The contractor will repair any damaged riser and connection point to the underground pipes (saddles, etc.). Damage to underground pipes will be repaired by the government. NPS staff will be available to mark out the underground pipes prior to felling operations. Contractor will make every attempt to not fall trees across underground pipes. Failure to exercise due care will result in repair responsibilities transferring back to the contractor. Approximately ½ the spray field will be available for felling during the first year. Once repairs have been made restoring functionality to that zone, the second half of the spray field will be available for felling. It is likely that repairs will require the second half of the spray field work to be completed during the following season.

24. What is the method required to quantify work completed on the trees that are already down? (We prefer to scale butt diameter and bid on a cost per diameter inch)

Answer: See 19 above.

25. What is the actual tree count on Crystal Cave Road?

Answer: The number of currently marked hazard trees is 1,086. Because of the park forester’s anticipation that there will be significant increase in the total hazards marked for felling, the quantity in the attached amended RFP is twice that amount, 2,172.

26. Is there any variance possible on the time frame for the red sections on the map?

Two months would be a very tight window.

Answer: No. However, the work in the Red Fir Spray Field may be completed in 2026 (must be complete by November 30, 2026).

27. Are the Red Fir Spray Field sprinkler engineering specifications available to the contractor? Will the contractor be responsible for damages to underground PVC not shown on the engineering plans?

Answer: Engineering specifications are not available at this time. Inadvertent damage to underground pipes will be repaired by the government. See 23 above.

28. Will there be designated staging areas for large-size equipment? To cut costs, will the use of turnouts be allowed for the overnight staging of heavy equipment?

Answer: It depends on the location. Large turnouts in the work zone AND not at a visitor attraction could be used for staging equipment.

29. Is there currently an accessible SWPPP for the red fir spray field?

Answer: No. Because ground disturbing activities are not anticipated, the SWPPP requirement is deleted from the scope of the contract.

30. Is it necessary to obtain weight tickets from certified truck scales for every load of logs hauled out of the park? Travel to certified scale locations will add a significant amount of haul time and expense.

Answer: No. Logging trucks equipped with load cells may be used instead. The Contractor will coordinate with NPS contract inspectors prior to start of work to establish a standard tonnage per load for purposes of quantifying contract work for payment.

31. At what interval is the contractor allowed to bill for work completed? Is it by the unit, weekly, monthly, or at the project's end?

Answer: Monthly.

32. For purposes of this contract, can qualified HUBZone companies subcontract non-qualified HUBZone companies?

Answer: Yes, IAW the limitations of 52.219-14 in the solicitation.
