About this file
This document is a Questions and Answers amendment to Request for Quote (RFQ) #140P5126R0002 for HVAC system replacement at Fort Sumter National Historic Park's Liberty Square Visitor Center.
The Q&A addresses seven key inquiries from potential contractors. Regarding equipment removal, no structural lift points have been identified for rigging out existing equipment. Fire suppression piping drawings will be provided to contractors, and any overlapping work between this HVAC contract and the existing fire suppression system maintenance contract will be the awarded contractor's responsibility. Material storage areas must be pre-approved post-award, with an enclosed container recommended; potential storage locations are identified on the provided map. Tree removal required for the new chiller installation will be handled internally by the National Park Service following resource management division evaluation and approval. The personnel elevators have a rated load capacity of 2,500 lbs. Contractors must provide temporary restrooms for their personnel rather than using facility restrooms. Regarding past performance references, while the building itself is not historic, the requirement for three successfully completed projects within the last five years applies due to the stringent temperature and humidity tolerances required for protecting historic artifacts housed inside. Contractors may submit references for projects with comparable environmental control specifications rather than strictly historical structures, provided they explicitly demonstrate comparable scope through stated specifications from previous projects.

Amendment 0002; RFQ # 140P5126R0002
Provide Replacement of Heating, Ventilation, & Air Conditioning (HVAC) Systems
Fort Sumter National Historic Park
Liberty Square Visitor Center
Solicitation #140P5126R0002
Questions and Answers
Question 1. Are there structural lift points identified to be able to rig out the old equipment?
Answer: No structural lift points have been identified.
Question 2. It was observed during the site visit that currently installed fire suppression piping will need to be (re)moved for interference removal and that another Prime Contractor already holds a contract for Inspection, Maintenance, and Repair of those systems:
a. Will the government provide drawings of installed fire suppression piping?
b. Does the government have a plan to keep these two contracts from overlapping?
Answer: Although it appears that removal of the fire suppression piping is a possibility, it does not appear to be an absolute certainty. Piping runs parallel, and in close proximity, but does not extend under the existing HVAC unit in office locker room.
a. Yes. Please see attached as-constructed plans. Please field-verify any information.
b. To avoid any conflicts and to ensure continuity, any overlapping work will be the responsibility of the contractor who is awarded this HVAC replacement contract.
Question 3. Is there a designated laydown area for materials / supplies?
Answer: Any/all site stored material areas must be pre-approved, post award. Due to location and after-hours use of the site, an enclosed container is recommended. Please see the map below for potential storage areas shown as yellow boxes (not to scale).
Question 4. It was observed during the site visit that an oak tree will have to be felled for interference removal in the area of the new chiller. Does the government intend for that to be a part of this SoW or will it be removed prior to NTP?
Answer: Tree removal will require evaluation and approval through our resource management division (we will process this paperwork internally). If it is determined that the tree can be removed, the NPS will remove it.
Question 5. What is the rated load capacity of the personnel elevators in the building?
Answer: 2500 lbs.
Question 6. Will the facility restrooms be available for Contractor personnel or will Contractor be responsible for providing temporary restrooms?
Answer: The contractor will be responsible for providing temporary restrooms.
See blue square on the attached map.
Question 7. “Acceptability Standard: To be Technically Acceptable, Offeror must submit references for three projects completed successfully within the last five years that involved work on historical structures.”
Can the Government please confirm whether the past performance references are required to involve work on historical structures, as it does not appear the building associated with this effort is a historical structure?
Answer: While the building itself is not historic, this requirement applies to facilities with more stringent temperature and humidity tolerances than standard structures. Specifically, it addresses the environmental controls required for the historic artifacts housed inside. For the purpose of evaluating technical experience, past project experience with similarly strict tolerances is acceptable. Please explicitly state which specifications from your previous projects demonstrate a comparable scope.
