About this file
This is a Questions and Answers document for the construction of a fire station at Big Cypress National Preserve Headquarters Complex, containing responses to questions 42-56 regarding technical specifications. The questions primarily focus on HVAC systems, building construction details, and equipment specifications.
Key clarifications include: confirmation that the stem wall is concrete rather than CMU, details about underground refrigerant piping installation, specification references for HVAC equipment supports and hangers, clarification that there is no Building Automation System (BAS) controls requirement, and confirmation that the contractor is responsible for supplying and installing the kitchen hood. The document also addresses questions about equipment coatings, training requirements, and notes that R-410A refrigerant equipment will be subject to federal mandated changes in 2025. The project is being managed by the Department of the Interior National Park Service.

Question # Question: Date Rec'd Answer:
42 Sheet A5.09 shows a CMU stem wall on the concrete footing.
The wall, footer, and slab appear to have the same designation for being all concrete. The provided specifications do not include Division 4 Masonry specifications. Will the Government provide the Division 4 specification or clarify that the stem wall is concrete?
The Stem Wall is concrete
43 M0.02 Note 2 calls for the units to be on 24" high stands.
Please provide details for materials for stands & tie-down details for stands and Condenser Units.
Refer to 23 05 29 “Hangers and Supports for HVAC Piping and Equipment” for pipe and equipment stands/supports. Refer to 230548 for vibration isolation and wind restraints.
44 General HVAC - Please provide structural framing of Metal Building to be built.
Refer to Architectural and Structural drawings for the information available. It is a pre-engineered metal building and the Construction Manager will provide and coordinate this information in more detail.
45 General HVAC - Please provide-structural framing details to hang AHU equipment & ductwork from this type of building.
Refer to 23 05 29 “Hangers and Supports for HVAC Piping and Equipment” for piping and equipment hangers and supports. See 23 31 13 “Metal Ducts” for ductwork supports and hangers. See 23 05 48 “Vibration Controls for HVAC” for vibration isolators. (WA) GC will need to coordinate equipment weights with delegated design structural from the pre-engineered metal building.
46 General HVAC - Please provide a detail for Vertical AHU & return plenum installation & specifications
Install per the manufacturer requirements and plans/specs.
47 M2.01 note 1 Underground ref. piping - Please advise if the underground ref. piping is actually required. This is a metal building.
Yes. Install per the plans and specifications.
48 M2.01 note 1 Underground ref. piping - The route of ref.
piping is from AHU’s to inside the building then thru exterior wall to Cu’s on Concrete slab & stands. There would be no need to go underground with ref. piping. The piping can be mounted on the building and then to each condenser.
Is this acceptable?
Install per plans and specs. The piping runs underground from the outdoor units and up through the floor slab inside the building – not through the exterior wall.
49 Equipment Schedule - The equipment as stated to be with R- 410A Freon gas. This equipment will be subject to availability due to federal mandated changes in 2025.
Yes, acknowledged.
50 Equipment Schedule - What name brand equipment is basis of design for ERV & a/c units?
No BOD provided to comply with FAR 11.105.
51 Equipment Schedule - Will condenser coil coating be required?
For smaller style splits and VRV systems there are no options for coating the coils from the factory. A 3rd party may be able to field coat the coils but not sure how that would degrade performance.
52 Equipment Schedule - Will evaporator coil coating be required?
For smaller style splits and VRV systems there are no options for coating the coils from the factory. A 3rd party may be able to field coat the coils but not sure how that would degrade performance.
53 Kitchen Hoods - Who will supply & install kitchen hood? No information is provided
The contractor does. Refer to A6.02 specialty equipment schedule.
54 BAS Controls - Please confirm that there are no BAS controls for the HVAC systems.
No BAS.
55 BAS Controls - Please confirm basic stand alone controls will be used.
M6.01: “COORDINATE CONTROLS WITH HEAT PUMP MANUFACTURER.” See 23 81 26 “Split-System Air- Conditioners” and 23 72 23.13 “Packaged Indoor Heat Wheel Energy Recovery Units” for information on the manufacturer’s packaged controls.
56 Owner Training per written spec page 600 3.6 - How many hours of training will be required?
Refer to the commissioning and equipment specifications for training requirements.
