Question # Question: Date Rec'd Answer:

1 Could you please help us locate the complete specifications for Wall (MP-1) and Wainscot (MP-2) as shown on Sheet #23 (Sub A2.01)?

We were able to find the roof specifications but are having trouble finding the details for the Wall and Wainscot.

13-Sep This is in Specification Section 13 3419 Metal Building Systems part 2.4.

2 FILL DIRT

Additionally, during the site visit on September 24, CRANK Representative Eric Lien noted that there was mention of fill dirt being provided by Big Cypress for this project. Given our expectation of a 24/7 pump requirement to manage water on-site during construction, it would be extremely helpful to confirm the provision of fill dirt so we can better control our costs.

If the fill dirt will indeed be supplied, could you please provide this confirmation in writing? Alternatively, would it be necessary to administer an amendment for this?

14-Oct NPS is not furnishing any fill dirt for the BICY project.

Will the Government provide the sign in sheets for all site visits that have occurred for this project?

24-Oct The sign in sheet for Site Visit #1 was uploaded to the solicitation at Sam.gov on 9/26/24. The sign in sheet for the second site visit will also be uploaded.

Will the Government provide a copy of all RFIs with responses that have been submitted for this project?

24-Oct Yes. Questions and RFI responses will be uploaded at Sam.gov.

Will the Government confirm that fire alarm and suppression systems for the fire station building is not required?

24-Oct Confirmed

Will the Government confirm that natural ventilation port-a-johns are acceptable?

24-Oct Yes, naturally vented port-a-johns are acceptable.

The RFP lists Green Building, Green Seal, and LEED standards for the procurement of materials with the possible intent of certification at the end of the project. Will the Government confirm that the contractor is only responsible for providing construction documentation to the DOR and that the DOR is responsible for all certification actions?

24-Oct Confirmed

Certain long lead items, like the generator, may take longer than the specified period of performance. Will the Government clarify how time of time extension will be handled due to procurement issues beyond the contractor’s control?

24-Oct No extensions to the required Period of Performance are included in the contract for long-lead items. Period of Performance extensions must be requested with justification by the Contractor and approved by the Contracting Office on a case-by-case basis.

Will the Government provide the expected turnaround duration for RFI responses?

24-Oct RFI response times vary depending on the nature of the request. The Government makes every attempt to answer RFI's expeditiously.

Will the Government provide a copy of all Government furnished permits for the project?

24-Oct The required Government Furnished permits and statuses are as follows:

1. FDEP Wastewater Extension Notification - in hand and uploaded to solicitation as part of Amendment 3

2. SFWMD Environmental Resource Permit - pending SFWMD approval

3. USACE Nationwide Permit Application - pending SFWMD permit and USACE approval

4. FDEP NOI - in hand and uploaded to solicitation as part of Amendment 3

All government furnished permits will be finalized and provided to the contractor prior to issuance of Notice to Proceed.

Will the Government provide a list of permits, not including the NPDES permit for SWPPP from FDEP, that are required for this project?

24-Oct See Specifications Section 01 31 00, Paragraph 1.9 for information regarding government (owner) furnished and contractor furnished permits.

The provide drawings show no utilities or underground structures in the project limits. Will the Government confirm that anything encountered will be covered by unforeseen conditions?

24-Oct See Solicitation for Federal Acquisition Regulation 52.236- 2 Differing Site Conditions.

Will the Government confirm if any GFGI or OFOI equipment will be installed prior to project completion?

24-Oct The contractor shall assume that all equipment indicated to be government furnished, contractor installed will be provided for installation prior to project completion, and in accordance with Specification Section 01 10 00, Paragraph 1.4.

Will the Government confirm the project site is in an industrial area for acceptable sound levels determination during the workday?

24-Oct See Specification Section 01

57 19.12 "NOISE AND

ACOUSTICS MANAGEMENT",

Paragraph 3.1 for acceptable noise levels. Correct, the area falls under Commercial/Industrial receiving area.

Will the Government clarify how many personnel are required to fulfill the Site Superintendent, QCM, and SSHO functions?

24-Oct The Superintendent shall have no other duties. The Qaulity Control Manager and Safety Officer duties may be combined for an appropriately qualified person. See revised Spec Section 01 40 00 as part of Amendment 3.

Will the Government confirm the Contracting Officer's temporary site tailer does not require temporary water and sewer tank capabilities?

24-Oct The restrooms in the temporary site trailer(s) should have water and sewer.

The intent is for the construction trailer to be the type that comes with a water tank and sewer tank, with water refill and sewer pumping on a regular schedule.

Will the Government accept a virtual preconstruction meeting?

24-Oct The Preconstruction Conference shall be conducted on site.

The RFP states that the Government will provide water access for the grass maintenance period until the irrigation system is operational. However, an irrigation system is not shown in the scope of work or drawings. Will the confirm water access will be provided until the grass is established?

24-Oct Irrigation is not required. See revised Specification 03 92 00 issued as part of Amendment

3. The Park allow access to water for purposes of establishing grass.

Will the Government confirm that the soil within the project limits is not contaminated for disposal purposed?

24-Oct The soils were not tested for contamination. There are no reports of contamination. If the removed soil is suspected of contamination, notify the Government.

Will the Government clarify if observations wells are required for this project?

24-Oct If Dewatering is required, then observation wells shall be utlized as required by Specification Section 31 2319.

Specification 09 91 13 calls for a mockup of exterior paint that may remain as part of the work . Specification 13 34 19 requires that metal panels arrive finished at the factory to the greatest extent possible. Will the Government confirm that mockups are not required for this project?

24-Oct Field painting does not include the prefinished metal panels.

Field painted items are limited in quantity and would be things like the hollow metal doors. Due to the small scope of work, the mock up requirement has been removed. See revised 09 91 13 spec as part of amendment 3.

22 Specifications 13 34 19 calls for standing seam wall panels in section 2.4 A. Wall panels do not come with standing seams because the seaming machine is only designed for use on a roof and could damage the wall panel during installation.

Will the Government clarify the panels are to be fabricated with the industry standard (tongue and groove style connect with concealed screws) instead of using standing seams?

28-Oct Standing seam language was a mistatement of the product.

The design intent is for a vertically oriented wide rib profile for the upper panels and a horizontally oriented narrower rib profile for the lower panels. NuCor CF Flute is an example of a vertically oriented wide rib profile.

NuCor CF Mesa is an example of a horizontally oriented narrower rib profile. See revised specification 13 34 19 as part of amendment 3.

23 Specification 13 34 19 section 2.1 O calls for wall panels to have a combined R-19.5 rating. Section 2.4 calls for R-17.5 rating.

Will the Government clarify the required R rating of the wall panels?

28-Oct The overall wall composition R value of 19.5 is a minimum composite value. The continuous insulation (ci) requirement for the wall panel is R-17.5. See revised specification 13 34 19 as part of amendment 3.

24 Specification 13 34 19 calls for a 2” thick panel. This type of panel is typically used for architectural items and may not meet building code. Will the Government clarify if 2.5” thick panel is what should be used?

28-Oct 2" is a minimum. A 2.5" thick panel is acceptable.

Performance values of wall panels vary by manufacturer.

If 2.5" is required to meet the loads indicated with the selected manufacturer, then use that.

25 Specification 13 34 19 section 2.1 B says to follow Metal Building Systems Manual (MBSM) standards and then provides structural performance standards shown in exceeds the MDMA standards. These change will increase the cost of construction. Will the Government clarify if MDMA serviceability limits or provided serviceability limits should be used?

28-Oct Use the loads and limits per Spec Section 13 3419, Paragraph 2.1.B.1 and 2.1.B.2
