FACTOR 3-MANAGEMENT APPROACH
Management approaches demonstrating (1) sound management practices and business processes; (2) effective cost and quality control; and (3) clear corporate and project team commitment, hierarchy and lines of communication, roles, responsibilities, and relationships present lower levels of risk and will be more favorably rated. Plans not demonstrating these attributes present higher levels of risk and will be less favorably rated.
Management Approach is organizational structure and business processes to manage, control, and oversee your firm's operations. Submit a written narrative limited to 4 pages with 11-point font and 1 inch page margins describing your management approach to specific ASPECTS below. Pictures can be included and will count towards the page limitation. There is no preprinted form for this submittal.
Management Approach - Logistics, Coordination, Process Submit a general management approach narrative for maintaining and managing project safety, quality control, cost, and schedule. Address how these general management procedures will be applied specifically to the scope, location, and schedule of this project.
FACTOR 4 – KEY PERSONNEL EXPERIENCE
Key Personnel experience demonstrating (1) capability in same or similar key personnel positions on successful relevant projects of similar scope and magnitude to this solicitation; (2) strong technical knowledge and skill required for this solicitation; and (3) effective problem solving, communication, coordination, and organization present lower levels of risk and will be more favorably rated. Those not demonstrating these attributes present higher levels of risk and will be less favorably rated.
Submit resumes for key personnel as identified in this solicitation at Section H and listed below. All personnel proposed are subject to substitution requirements contained in this solicitation. There is no preprinted form for this submittal.
Project Superintendent, Project Manager, Safety Officer and Quality Control Manager
FACTOR 5 -SCHEDULE
Construction schedules and narrative descriptions documenting (1) clear and efficient critical path and logical sequencing; (2) account for procurement lead-time, subcontractor/trade coordination, on-site storage and staging, resource and time constraints; and (3) demonstrate risk mitigation and successful completion within the required period of performance present lower levels of risk and will be more favorably rated. Schedules which do not demonstrate these attributes present higher levels or risk and will be less favorably rated.
Submit your proposed construction schedule for THIS SPECIFIC PROJECT showing completion within the required period of performance contained in this solicitation with accompanying schedule narrative. Submit your schedule in Gantt Chart format; assume a Notice to Proceed date of June 2, 2025. The schedule should include specific activities required for this project and a clear critical path with major milestones and applicable predecessor activities. In your accompanying narrative, explain schedule logic, critical path activities, and key considerations and constraints. There is no preprinted form for this submittal. Schedule narrative shall not exceed 2 pages.
FACTOR 6 – SAFETY
Safety information (overview, risk assessment, and tailoring for this specific project) demonstrating a higher level of project understanding; risk mitigation; and qualifications and capabilities of proposed safety personnel will be more favorably rated. Fewer documented OSHA 300A incidents and lower EMR rates will be more favorably rated. Information not demonstrating these qualities and/or higher OHSA incidents and EMR rates will be less
