Questions Response
We reviewed the solicitation for the referenced project. In page one of the solicitation’s SF 1442, it states the site visit information is found in Section L.
However it is listed as “TBD”.
Amendment 02 Addressed the Time and Date of Site visit.
I may be overlooking them, but where ae the technical specifications located? The Specs document (Attachment1) go up to Spec 23 81 26.
Division 46 and the others starting with Division 26 aren't in the document and I don't see them in other documents.
Amendment 04 has uploaded all corrected documents.
The drawings published for Volumes 2 and 3 are almost identical and both are for the South Bldg.
Drawings for the North Bldg., are missing. Please provide the North Bldg., drawings and let us know which published set is correct for the South Bldg., (one Volume 3 set has sheet #'s on the bottom right and the Volume 3 does not. Also, some of the drawings are different between these two sets).
Please also note that the Attachment 1 Specifications only include divisions 1 through 23. Can you please post divisions 26 through 46?
Amendment 04 has uploaded all corrected documents.
Just need some clarification...1) Spec sections 26, 27, 28, 31, 32, 33, 40,41 are listed but are missing 2) Also, Attach 3-Volume 2 North Bldg., is titled "South Bldg., throughout the pages. In regards to spec sections 26, 27, 28, 31,32, 33, 40, 41, will those be coming out in an addendum? One more question...There are possibly 2 different solicitation #'s for this project & are not linked together 140P2023R0123 (Posted date 7-24-23) & 140P2023R0117 (Original posted 5-18-23) I have attached the 2 notices.
Yes that is correct. The 140P2023R117, pre-solicitation notice the system would not allow for an amendment to that notice. Resulting in the Creation of solicitation # 140P2023R0125.
Just need one last clarification...In regard to Attach 3- Volume 2 North Bldg., but is titled "South Bldg., on all the prints.
Amendment 04 has uploaded all corrected documents.
Amendment 3 documents posted today do not include the North Bldg., drawings. Are those forthcoming? Also, Volumes 1 and 2 were posted twice today, but with different titles. So please confirm which specification volumes we are to use (see below). Also, please post drawings for the North Bldg., and please clarify which drawing set is correct to use for the South Bldg., (since the current set has two South drawing sets).
Amendment 04 has uploaded all corrected documents.
Solicitation # 140P2023R0125 Will there be an addedum for the missing and mis-labeled (North & South) plan sheets?
Amendment 04 has uploaded all corrected documents.
We downloaded the bid docs from SAM, but Div 26 thru 46 in the attached TOC appear to be missing.
When will thes spec sections be available for download? Thanks!
Amendment 04 has uploaded all corrected documents.
Please remove the brand names listed in all of the Div. 46 equipment specifications per FAR (full-and-open competition) requirements.
FAR 52.211-6 BRAND NAME OF EQUAL (AUG 1999) is in the Solicitation. AS PRESCRIBED BY FAR 11.107 SOLICITATION PROVISIONS. Brands that have been noted in the solicitation are NOT the ONLY acceptable brands, rather a short list of some of the brands that are acceptable, NOT mandatory. All brands meeting salient Characteristics and specifications can be offered in the proposal. Please reference "EQUAL" in FAR 52.211-6 Brand Name or Equal. This is NOT a Full and Open Competition. This is a 100% Small Business Set aside.
Many of the vendors currently named in various equipment specs (e.g., Section 46,43,24, Art. 2.1.A.)
are massive, foreign-owned entities-making a mockery of the total small business set-aside. If you are going to name brands then Envirodyne Systems Inc. - a real American-owned small business-should be named in Section 46,43, 24, Art.2.1.A. However, FAR 11.104, Use of Brand Name or Equal Purchase Descriptions discusses acceptable uses of brand names in solicitations/RFPs and how to do this-use FAR clause 52.216 if FAR 11.104 is used.

The specifications call for a prime coat to be applied to the base course at a rate of 0.05-0.10 gallon/SY;
Will MC-70 Prime be required for this parking lot?
We typically see that application rate for Prime as
0.30 gallon/SY when the DOT requires it before asphalt paving. What is the required binder for the pavement? 58-28, 64-22 or 64-28? Will RAP be allowed within the asphalt pavement?
Binder coat will be removed and the use of up to 15% recycled asphalt product will be added by addendum.
Binders 58-28, 64-22, and 64-28 are acceptable.
1. Section 46 41 00 does not list mixer 03-EQMX-1 as new. Drawing 03-D102 shows it as new Please add to section 46 41 00 if new. 2. Drawing 03-D101 shows multiple pipes (4" WAS, 4" LPA, 2 1/2" LPA) leaving/entering the bldg., and references 01-C106 for continuation. However, 01-C106 does not show these. Please advise. 3. We are requesting that the bid date be postponed by one week. September 5th is a problematic bid date due to the Labor Day holiday. It would be in the Owner's best interest to push this bid one week to ensure the best pricing possible.
1) Mixer 03-EQMX-1 will be added to Section 46 41 00.
2) 4" WAS exits through the west wall and continues to the Winter Solids Building as shown on 01-C103. 4" LPA changes to 6"LPA and is routed to the relocated heat exchanger. The 2-1/2" LPA lines are blower intake lines that terminate at the building exterior. 3) Bid date has been extended.
1. Drawing 09-Y601 shows a bar screen as dark in print as though new. Mechanical drawings do not show this. Is a new bar screen required? If so, please provide details. 2. Drawing 09-Y603 shows mixers 03-EQMX-2 and 03-EQMX-3 as new. These are not in Section 46 41 00. If new, please add to this specification section.
1) A new screen is required as shown on Drawing 03- D102 and as specified in Section 46 41 25. 2) Mixers 03- EQMX-2 and 03-EQMX-3 are existing mixers that remain.
1. Drawing 01-C106 shows 2 lines of Micro C going from the North Building to the East Aeration Basin but does not show any Micro C going to the West Aeration Basin, Drawing 09-Y614 indicates Micro C should also go to the West Aeration Basin. Please confirm which is correct. If Micro C is needed to the West Aeration Basin, please show routing of lines on 01-C106. 2. Section 46 51 21 calls for coarse bubbles to be installed in the "EQ" and "SHT". Drawings 09- Y602 and 09-Y603 only show new coarse bubbles in the SHT. Please clarify which EQ basins are to receive coarse Bubble diffusers.
1) Drawing 01-C106 shows the correct MicroC yard piping and injection points. Drawing 09-Y614 incorrectly lists Basins 1A/2A). 2) Drawings 09-Y602 and 09-Y603 are correct, reference to EQ will be removed from Section 46 51 21.
It was noted at the pre-bid that NTP might be this November in order to start work removing trees and that construction on the plant wouldn’t start until spring. Since the schedule is 365 calendar days long, please confirm calendar days will not be counted when work is shut down during the winter.
Calendar days will not count during winter shutdown.
The CO will issue a letter to stop work during winter and a second letter to start work to resume.
