About this file
This document includes a limited asbestos inspection report and laboratory analytical results for the Main Immigration Building on Ellis Island, New York. The inspection was performed to identify and sample suspect asbestos-containing materials impacted by planned window renovations on the third floor. Laboratory analysis identified exterior window glazing as the only asbestos-containing material, estimated at 350 square feet. The report provides material descriptions, sample locations, analytical findings and estimated quantities of identified materials to inform contractors of asbestos locations and abatement requirements prior to rehabilitation work on the building exterior systems.

EXECUTIVE SUMMARY
AIM Environmental LLC (AIM) was retained by National Park Service to perform a limited asbestos inspection and collect bulk material samples from suspect Asbestos-Containing Materials (ACM) at Main Immigration Building – Ellis Island, New York, NY 10004. The scope of work for this inspection was limited to the identification, sampling, and analysis of suspect ACM impacted by the window renovations on the 3rd floor of the aforementioned facility.
The above-referenced asbestos inspection was performed by AIM’s New York State Department of Labor (NYSDOL) certified Asbestos Inspector and New York City Department of Environmental Protection (NYCDEP) certified Asbestos Investigator on July 14, 2020. A total of fifteen (15) bulk samples were collected from five (5) suspect asbestos-containing materials.
All of the bulk material samples collected were transported, under chain-of-custody protocol, to Atlas Environmental Lab, Corp., a New York State Department of Health (NYSDOH) Environmental Laboratory Approval Program (ELAP) accredited laboratory, for analysis.
Material identification and analysis was performed utilizing Polarized Light Microscopy with Dispersion Staining (PLM/DS). The PLM method has limitations when Non-Friable Organically Bound (NOB) Materials are analyzed. NOB materials that are found to be non-detect or contain trace concentrations of asbestos when analyzed by PLM methodology are then analyzed by Transmission Electron Microscopy (TEM) methods in accordance with NYSDOH ELAP requirements.
According to the laboratory analytical results for the bulk samples collected, one (1) of five (5) materials sampled were found to contain asbestos in a concentration exceeding one percent (1.0%), thus classifying them as ACM.
Please refer to Table 1.0 and Table 2.0 for a detailed summary of the suspect ACM sampled, corresponding analytical findings, ACM quantities and pertinent additional details.
LIMITATIONS AND CONDITIONS

Quantitative Analysis (Semi/Full):Bulk Asbestos Analysis-PLM by EPA 600/M4-82-020 per 40 CFR or ELAP198.1 (friable) and 198.6 (NOB) samples for New York.

PLM is not consistently reliable in detecting Asbestos in floor coverings and similar non friable organically bound materials. NAD or Trace results by PLM are inconclusive.
TEM is currently the only method that can be used to determine if this material can be considered or treated as non asbestos containing in NY State.
All samples were prepared and analyzed in accordance with the EPA "TEM Method for Identifying and Quantifying Asbestos in Non-Fibrous Organically Bound Bulk Samples" ELAP 198.4".
