QUESTIONS AFTER PREPROPOSAL CONFERENCE
· Direct all questions to both Natasha DiPietro, Contracting Officer, and Seth Mercil, Contracting Specialist. Please submit all questions not later than 7/1/22.
· Questions directed to any other Government team member will be redirected to Ms. DiPietro or Mr. Mercil. No answers will be provided by any other team member. All questions and answers will be provided to all prospective offerors by amendment to the solicitation.
· Request for Proposal (Solicitation Document) shall only be changed by formal amendment issued by the Contracting Officer at the website – www.SAM.gov Award of a Contract:
Best Value Trade Alternate proposals shall not be accepted or evaluated The government intends to evaluate proposals and award a contract without discussions with offerors, therefore the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The government reserves the right to conduct discussions if the CO later determines them to be necessary.

Responses or discussion on site will not change the solicitation document

Clauses 52.211-10 Commencement, Prosecution, and Completion of Work - Commence work within 10 days after NTP. Complete not later than 575 days after NTP.
52.211-12 Liquidated Damages – Construction - If contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $1482.00 for each calendar day of delay until the work is completed or accepted.
Special Clause 2 – Key Personnel: Project Manager, Job-site Superintendent, Quality Control Manager, Safety Manager. Contractor shall not be allowed to change key personnel during the first 90 days of performance.
DIAR 1452.228-70 – Liability Insurance: The contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the CO by an insurance company which is acceptable to the CO. The amounts of insurance shall be not less than:
$100,000 each person $500,000 each occurrence $1,000,000 property damage
52.225-11 Buy American – Construction Materials (NOV 2021) – Refer to Clause for specific requirements
52.236-1 Performance of Work by the Contractor (APR 1984) – Contractor shall self-perform at least fifteen (15) percent of total amount of work to be performed under the contract.
Submission and Evaluation Instructions for the Submission of Offers

· Submissions shall contain the solicitation number, park-PMIS, and number of total emails (example in solicitation) Evaluation Factors:
The evaluation factors correlate to the proposal preparation instructions.
Factors 1- 6 are listed in descending order of importance.
Overall: All evaluation factors other than price, when combined, are approximately equally important to price.

Overview of project There are three different parts to this project, Utilities, Fire Cache and Dormitory. The Utilities scope of work includes extending power distribution (electrical service) lines to the firefighting facilities, providing a new water storage tank, rehabilitation of an existing groundwater well, new water distribution for both fire suppression and domestic and water service lines, and an installing new septic system sized for the treatment of wastewater produced by the fire cache and dorm facilities. The Fire Cache scope of work includes the construction of a new Fire Station-Cache-Operations building approximately 3,019 square foot in size. The Fire Dormitory scope of work includes construction of a new dormitory approximately 3,705 square foot in size and co-located with the Fire Cache. The dormitory will house 8 to 16 personnel in eight (8) bedrooms, with ability to house up to 20 personnel on a short-term basis.
