Amendment 0004
| NOCA Fire Cache | 7/19/22 | |
| Question No. | Question | Response |
Can offerors provide a standing seam roof anchor Substitution Request for this project? | Offerors should propose any materials to meet the specifications. If specifications identify a brand name or equal, any proposed item or material shall meet the salient characteristics of the specifications
Have not been able to locate the Load report on Harlequin Bridge | See attached report from 2018
Have not been able to locate the Soils report from Golder | See attached dated 1/29/21
In the concrete specification there is mention of using local Sand in order to match the concrete color. Where is this local sand located for use in the concrete? | There isn't a specific local source of sand for this project. For purposes of this contract, 'local' sourced sand shall be comprised of sources of sand located in Chalan and Douglas counties, Washington.
Who owns and maintains the adjacent airport? Is this WSDOT or NPS? | The land is owned by NPS. WSDOT operates the airport under a special use permit through NPS. Use of airstrip is governed by both the NPS and WSDOT. The airstrip is not a National Plan of Integrated Airport Systems (NPIAS) governed airport
There is a sign posted on the air strip that states that the land is owned by NPS by operated by WSDOT. Can we assume that we can use the airstrip for commuting to and from the work site? | Construction traffic can use the existing dirt road that runs adjacent to the east side of the airstrip, between the airstrip and project site, to access the project site. No construction traffic, construction related activities, or the storage or staging of construction equipment, materials, and equipment shall occur on the airstrip. All construction activities shall comply with specification section 01 11 00.
There is a gravel pit adjacent to the airstrip with a significant stockpile of gravel. Is this stockpile available to purchase for mixing on site concrete and structural base materials? | NPS gravel pit materials are not available for use on the project, either by Park staff or for sale to the construction contractor.
If we were to mobilize on site several water storage tanks is there a possibility of purchasing water from NPS to store in the tanks for construction purposes? | Per specification section 01 11 00 - 1.6K, the provision of water from any NPS owned water system is not allowed for any use on this project. Construction water may be available from the Stehekin River or Lake Chelan pursuant to a WA State Department of Fish and Wildlife permit. The other possible source of construction may be through the local Stehekin equipment operator, Cragg Courtney.
Please confirm that the intent is to issue an NTP in Spring of 2023 and that final completion would be 575 calendar days later. This would allow for two summer build seasons. | The full NTP is anticipated to be issued for May 1, 2023 with a 575 calendar day period-of-performance. A partial NPT is planned to be issued this fall for the specific work of felling the tress located within the project boundary.
Considering the remote location and limited housing available, Would the contractor be allowed to utilize the construction laydown area for crew lodging assuming that the area would be restored to original condition at Final Completion? All environmental and noise restrictions would be followed | No crew lodging will be allowed anywhere within or adjacent to the project site or boundaries.
It appears that there are other areas that are utilized for fire fighting crews near the airstrip | Correct. The airstrip, the maintained lawn adjacent to the maintenance facility compound, and access roads are utilized during a fire event by the fire response personnel and equipment.
We have a question about the availability of airstrip. One question is about the seasonal impacts on the use of the airstrip. Is it shut down in winter | The Stehekin Airport runway surface is not available as a staging area during the winter closure period which is typically mid to late October to March/April depending on weather conditions. The reason is that the Stehekin Airport and our other managed airports are classified as emergency landing / ditching areas even in the winter months when covered with snow. Stehekin Airport also supports emergency rotorcraft access in the winter months and should remain clear.
