About this file
This document contains responses to questions regarding a National Park Service contract for road rehabilitation work at Gettysburg National Military Park in Gettysburg, Pennsylvania. The work includes a 3/4-inch asphalt overlay, aggregate topsoil, and erosion control matting placement along various road segments. Erosion control matting will be required adjacent to any location where aggregate topsoil is installed to address vertical grade differences. Gravel transitions for vehicle pull offs will taper from 0 to 10 feet wide over a 10 foot length. Control test sections for asphalt mix designs may be consolidated if using the same plant, mix, and contractor can provide previous acceptable test data from similar work in the area, subject to National Park Service approval.

1. A Paved Swale that begins and ends along various lengths of the roadway are identified on the
Limits of Repairs Details. Are any repairs to this swale contemplated?
a. ANSWER: No improvements to the paved swale are anticipated.
2. The scaled length of North Sickles Avenue is under 3,000. Plan Sheet 15 of 27 of the Attachment 15, CLIN 20-38 document indicates repair limits in excess of 3,000 feet from MP 0. Please verify the distances and/or the scale of this Plan Sheet.
a. RESPONSE: The overall scale of the drawing is correct. The FHWA Road Inventory Program lists the paved mileage of North Sickles Avenue as 0.56 miles (approximately 2,960 linear feet). Assume quantities in Repair Notes and typical section for bidding purposes with the following modification:
3. There is another one and this time I believe the scale is off. Plan Sheet 22 of 27. United States Avenue - Width should be 18 feet to 19 feet, I scales it at 9'-11" Roadway length sales as under 2,100 LF the Pavement Repairs indicate distances from MP 0 of 4,182 Feet.
a. RESPONSE: The overall scale of the drawing should be revised from 1” = 100’ to 1” = 200’. Assume quantities in Repair Notes and typical section for bidding purposes.
4. From Plan Sheet 3 of 27 Attachment 15 CLIN 1-27
Contractor is installing a 3/4-Inch Overlay. There is a concern that aggregate topsoil and erosion control matting will be needed along the edge of every bit of the overlay area. (Refer to note below on question A)
Question A: Shall Contractor assume a 3-foot-wide section of Erosion Control Mat will be required along all lengths of "aggregate topsoil"
Question B: For the vehicle pull offs, shall Contractor assume the 10' gravel transitions will occur before and after the cited distances?
For Example:
486 to 496 will be a transition 2 feet wide to 10 feet wide 496 to 623 will be a 10 feet wide shoulder 623 to 633 will be a transition 10 feet wide to 2 feet wide.
ANSWER:
1. Question A:
a. To address erosion control matting concern: Note 23 should read: “Aggregate topsoil course and erosion control matting shall be required adjacent to any location to tie to existing grade and repair/fill shoulders for vertical drop offs ¾” and greater FROM EXISTING TOP OF PAVEMENT SURFACE and as directed by the CO. The erosion control matting is incidental to aggregate topsoil treatment.”
b. Anywhere aggregate topsoil is being installed erosion control mat is required.
2. Question b:
a. Contractor shall assume gravel transitions will be installed similarly to existing transitions tapering from 0 to 10 feet wide, within a 10 linear foot length. For the specific example cited:
b. 496 to 506 (transition 0 feet wide to 10 feet wide),
c. 506 to 613 (10 feet wide shoulder),
d. 613 to 623 (transition 10 feet wide to 0 feet wide)
QUESTION: Within the Asphalt Paving Specifications of CLINS 1-17, CLIN 18, CLIN 19, & CLINS 20-38, each identifies a Control Test Section for approved Job Mix Formulas. Performing a
Control Test Section is costly and adds time to the schedule, therefore I would like to confirm the number of Control Test Sections per below. Can you please verify?
CLINS 1-17 – (2) Control Test Sections: (1) Base Course and (1) Top Course CLIN 18 – (1) Control Test Section CLIN 19 – (1) Control Test Section CLINS 20-38 – (1) Control Test Section
ANSWER: Test strips can be consolidated to one so long as the job mix formula NOR the batch plant is different. Additionally, control test strips may be waved if Contractor can provide testing information for a job completed in the area by the same paving contractor, with the same job mix formula, batch plant, and can provide acceptable test data. The NPS must accept test data submissions and/or testing consolidation prior to the exclusion of tests in the contract documents and paving.
