About this file

This document contains responses to questions regarding a solicitation for the rehabilitation of Little Round Top Visitor Use Area and various routes at Gettysburg National Military Park.

The solicitation involves base work including CLINs 1-17 to be completed within 547 calendar days of NTP, with additional time to be negotiated for option pavement work. A 90-day price acceptance is requested due to unstable costs. Key personnel may not be substituted in the first 60 days except for illness, death or termination. COVID impacts on permit schedules can be negotiated. Average annual rainfall in Gettysburg is 43 inches over 119 days of precipitation, but an equivalent snowfall does not automatically trigger a work stoppage.

Concurrent projects include vegetation restoration at Little Round Top under a separate contract. Known utilities are shown on drawings but as-builts are unavailable. An NPDES permit was acquired during design and will be provided to the contractor. Site maintenance is not addressed under the tree protection specification. Subcontractor experience can be included to meet technical requirements. Detour plans apply to CLINs 1-19 while road closure information pertains to pavement work under CLINs 20-38.

Text version

1) SOLICITATION Box 11 states 547 calendar days after receiving the NTP. Question: Is the stated performance period for the Total Base Work, including options?

a. The 547-calendar day is for CLINs 1-17. Additional calendar days for performing option pavement work will be negotiated at the time of option award.

2) SOLICITATION Box 13 d. requires a 120-calendar day price acceptance. Question: Due to unstable material, labor, and equipment costs will the Government consider a shorter duration of days?

a. The government will consider a shorter duration of 90-calendar days.

3) SPECIAL CLAUSE 2: KEY PERSONNEL say, “During the first 60 days of performance, the

Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment.” Question: If any of the Key personnel are proposed Subcontractors may a substitution be made?

a. Key personnel of the prime contractor or key trade subcontractors may not be substituted in the first 60 days.

4) 52.236-7 PERMITS AND RESPONSIBILITIES (NOV 1991) COVID may impact the time to get permits. Will a time/schedule adjustment be approved to cover the extended time?

a. COVID impacts regarding permit schedule may be negotiated with the government.

5) 52.236-9 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND

IMPROVEMENTS (APR 1984) Is the contractor exempt from utility damage cost if mistakes are made by PA One Call System?

a. Refer to the PA One Call System User Guide and contact PA One Call System User Guide with questions. (https://www.pa1call.org/pocs/350849e1-ae0e-4361-b513- 21b28fe3b9a0/Excavators)

6) SECTION 01 11 00 - SUMMARY OF WORK PART 1 – GENERAL 1.3 CONTRACTOR USE OF SITE Section H – Specification states a one (1) day work stoppage will occur for 24-hours following a rain accumulation event of 1” or more. Question(s): Please provide the anticipated 1” rain days per calendar year. Will a snow event equivalent to a 1” rainfall result in a work stoppage?

a. The National Weather Service states that Gettysburg gets 43 inches of rain per year on average and 119 days of precipitation per year (inclusive of snow). An equivalent snow event does not necessarily result in a work stoppage. It depends on the proposed activity, intensity, soil saturation, and character of storm water/melt drainage.

7) SECTION 01 11 00 - SUMMARY OF WORK PART 1 – GENERAL 1.3 SUMMARY – Section S – Specification indicates multiple concurrent projects. Question: Please provide the anticipated list of projects which will require Contractor coordination.

a. Rehabilitation of Little Round Top and associated packages (THIS CONTRACT) and Rehabilitation of Little Round Top – Vegetation (NOT THIS CONTRACT) are in the same project area. The concurrent Little Round Top Vegetation Restoration (LRT Vegetation) project, under separate contract, will have full access to the project area, including the staging area. The Devil’s Den Improvements (NOT THIS CONTRACT) is near the project area at Devil’s Den. Impact may include hauling and access via nearby roads.

8) SECTION 01 11 00 – SUMMARY OF WORK PART 1 – 1.6 WORK RESTRICTIONS – PART B – Existing Utilities – Question: Contractor is required to locate all utilities. Is an As-Built of existing utilities available?

a. As-Builts of existing utilities are not available. Known utilities are included on the Drawings. Please call PA One Call System.

9) SECTION 01 31 00 – PROJECT MANAGEMENT AND COORDINATION – 1.8.B PERMITS – The NPDES permit is listed as a potential permit for the contractor to acquire. Question: What is the anticipated permit acquisition/approval duration? If delays occur beyond the control of Contractor, will a time extension be granted?

a. NPDES Permit was acquired during the design phase. Permit will be provided to the contractor. Any means and methods that cause deviation from the approved permit that will require a permit amendment must be prepared by the Contractor and approval must be received before completing work.

10) SECTION 01 35 23 - SAFETY REQUIREMENTS 1.3 QUALITY ASSURANCE B. Qualifications of Employees: What is the qualification for the SSHO?

a. The SSHO must be qualified to execute the Accident Prevention Plan and Specification Section 01 35 23 SAFETY REQUIREMENTS and must be onsite during active construction.

Specific qualifications for the Safety Officer are not included in the specifications.

11) SECTION 01 40 00 - QUALITY REQUIREMENTS PART 1 – GENERAL 1.5 QUALITY ASSURANCE B.

Contractors Quality Control Staff: What are the qualifications to be the CQCS?

a. The CQCS must be qualified to execute the Quality Control Plan and must be onsite during active construction. Specific qualifications for Contractors Quality Control Staff are included in 01 40 00 QUALITY REQUIREMENTS.

12) SECTION 01 56 39 – TREE RETENTION AND PROTECTION – PART 1 GENERAL – 1.3 GENERAL REQUIREMENTS – Question: Within the Contractor controlled area, shall the Contractor be responsible for site maintenance (i.e. grass cutting) once the Contractor takes possession of the site? If so, is the park site maintenance under a services contract and company name available?

a. SECTION 01 56 39 – TREE RETENTION AND PROTECTION – PART 1 GENERAL – 1.3 GENERAL REQUIREMENTS does not appear to discuss site maintenance. Please clarify question with appropriate specification section.

13) SF-1442 – SECTION 13 ADDITIONAL SOLICITATION REQUIREMENTS – PART A – OFFEROR DUE DATE – The recent time extension provided in Amendment 0002, extending the date to 13 January, creates intense time constraints for a Contractor to prepare a qualified response.

Response from the Subcontractors are that most of their employees are off during the holiday season through the 3rd of January and they will not have resources to provide pricing within the short duration. Acquiring pricing on some of the materials is delayed. Request consideration of extending the due date further to allow for the acquisition of materials and subcontractor pricing.

a. Please see Amendments.

14) The granite curb in the details is shown embedded in concrete. In order to set the curb per specification, it will need to be done in 2 pours with rebar. Is this the intent of the specs? If so, is there a rebar spec that should be included?

a. The intent of the specification is to provide requirements for product, installation and workmanship. Contract bid plans and specification have included the design intent and the contractor’s responsibility is to provide the work as per requirement.

15) For the project experience, can we use subcontractor’s experience instead. For example, we will hire paver to do the asphalt pavement. Can we use their past experience for technical documents?

a. Yes, proposals may include subcontractors past performance if relevant.

16) Please verify Notes 7-14, & 15 on Sheet G1.0 (7 Of 148) “Vicinity and Traffic Detour Plan” will be strictly enforced for CLIN’s 1-17 as well as CLIN’s 18-38.

a. The detour plan on sheet G1.0 (7 of 148) applies to CLINs 1-19. For CLINS 20-38, see road closure information of Pavement Improvements - Maintenance of Traffic Plan (C2B/Sheet 6 of 27).
