Luster Heights Multipurpose Building, Maintenance Shop, Cold Storage Building, and Maintenance Yard at National Wildlife Refuge

Questions and Answers
1. Does the Cold Storage Building need to be figured for Dampproofing on the foundation walls?
Response: Dampproofing for the Cold Storage Building is not required.
2. The Multipurpose Building foundation walls show "Self Adhered Waterproofing Membrane" but there is no specification for this, only Section 071113 - Bituminous Dampproofing, what should we figure for this building?
Response: Provide dampproofing per specification 071113 Bituminous Dampproofing.
3. For the foundation wall insulation they are showing this to the interior side of the foundation wall but in Section 072100 - Thermal Insulation 3.4 - Installation of Foundation Wall Insulation they are calling out to press the insulation into the tacky dampproofing. If the insulation is to the interior of the foundation wall we will not figure for this and just figure for a protection board over the dampproofing, but if they want the insulation on the exterior we would figure to supply and install the below grade insulation and no protection board?
Response: Provide foundation wall insulation on the interior and, if shown, exterior of foundation walls. Foundation wall insulation located on the interior shall be installed with adhesive per specification 072100 section 3.4. Foundation wall insulation located on the exterior may be installed with adhesive or pressed into tacky dampproofing according to manufacturer’s written instructions per specification 072100 section 3.4.
4. It says it is looking for a 3/16” system but the product in the spec is Armorseal 8100.
You will not get to a 3/16” with that product. I would go back to the customer or GC clarify what they are looking for, see what type of traction they want and how durable they want the floor. If they want 3/16” you could use. Fastop SL23 and broadcast into it to achieve 3/16” Then put 4850 as the topcoat. That would be a great floor.
Response: Provide basis of design product or an approved equal per specification 096723.
5. Spec and ceiling plan indicate 2x4 ceiling tile, but the material list indicates 2x2 ceiling tile, which should it be?
Response: Provide 2x2 ACT in all areas.
6. Are we to provide the 1 propane and 3 fuel tanks, if so, are we to include one fill or will the government fill these?
Response: Provide propane tank per drawing sheet C11 note 23. Fill propane tank to 80% per drawing sheet P9 note 7. Provide 3 empty aboveground fuel tanks per drawing sheet C11 keynote 14 and specification 011000 Bid Item #5.
7. What is the floor finish in the cold storage?
Response: Provide standard smooth trowel finish per drawing sheet UMR1147S0 note 7.
8. In preparation for the bid on 2/26/24, we have engaged in extensive discussions with our geotechnical engineer for the project. They have expressed a concern with the pavement sections specified on Drawing Sheet L8, which seem to incorporate recommendations from the geotechnical report dated 12/26/23. They do not believe the current sections as designed are thick enough to support new pavements on the poor native soils found at the site. Given past experience with similar soil conditions, they believe the pavement section should include a subbase section and possibly a geotextile fabric to provide additional pavement support. If not addressed prior to or during construction, the new pavements could experience a shorter pavement life and increased maintenance. We will bid the sections as designed unless instructed otherwise but felt obligated to pass on this concern prior to bid for review by your design team.
Response: After further discussion with the Geotech regarding the pavement sections, the Geotech stated that the pavement sections are correct. However, the contractor should be aware of the potential for differing soil conditions as stated below in the Geotech report.
9. Do all buildings receive under slab insulation, or just where in floor heat locations are?
Response: Provide underslab insulation at locations shown on drawings. Generally, this is in locations where in-floor heat is provided.
10. In Cold storage it calls for a 6” insulation blanket with white liner panel, is this just a white reinforced faced insulation, or are we to provide a white metal liner panel?
Response: Provide 6” insulation blanket with white fabric liner.
11. In cold storage, are the girts exposed or are we to include insulation and/or metal liner panel?
Response: Girts are exposed. Provide 6” thick fiberglass roof insulation with white fabric liner draped over roof purlins and underneath metal roof panels per drawing UMR1146A1 note 2.
12. A couple flooring contractors have requested the files for the Room 100 water cutting patterns as suppliers are not giving pricing without them, are we able to get the files for the bidding phase?
Response: Please see attached .dwg file.
13. The floor pattern on the finish legend does not match up to the patterns shown on the finish drawing/ finish key shown in each room. I just want to confirm that I am to bid this based off the finish key called out in each room?
Response: Provide bids based off the finish key called out in each room.
14. Are we to bid the project as bypass or inset girts on cold storage and the maintenance building?
Response: The basis of design building identified in the construction documents is a building that utilizes 8” bypass girts. Changes to this approach will result in plan changes that will need to be re-coordinated.
15. Are the main frame columns to be bid as straight columns or pre-engineered columns that are angled? Plan cut sections for cold storage and maintenance building look like they could go either way and one is more costly than the other?
Response: There are no project requirements for straight PEMB frame columns. Optimized, tapered, rigid frame building columns are anticipated.
16. Spec Question from Section 085200-Wood Windows. In section G. Projected Window Hardware, item 4a, mentions a custodial key release for these windows. Will the custodial key release be required for this project?
Response: Provide custodial key release per specification 085200 section 2.3.G.
17. Please clarify base finish at Maint Bldg 102 Unisex:
1. Finish Plan Calls for RB2
2. Elevations for 102 show TB1
Response: Provide RB2.
18. Please clarify base finish at Multipurpose Bldg 122 Mud Room:
1. Finish plan calls for TB1
2. Other rooms with EPF1 floors get IC1 base
Response: Provide IC1 base per drawing sheet A13 sheet note 3.
19. Please clarify extent of TB1/WD1 base at main Restroom alcove / Reception hallway?
Response: Provide tile base at wet wall behind DF-1 and along adjacent walls to north jamb of doors 106 and 107.
20. Please clarify the finished top edge of TB1 cut tile base where no wall tile occurs above?
Response: Provide bullnose edge.
21. Please clarify if any Epoxy grout is required and if so where?
1. Epoxy and High Performance are both mentioned in 093000 Tiling but not where.
Response: Provide high-performance tile grout or epoxy grout.
