The scope covers approximately 25 UPS systems across nine buildings, manufactured by Eaton, Schneider Electric, Toshiba, and Vertiv. Service requirements include 24/7 emergency repair, on-site preventative maintenance, battery and capacitor replacements, and maintenance performed by Original Equipment Manufacturer (OEM) certified technicians. The solicitation includes a drawn-down repair account of $25,000 per year, with the offer due date extended to July 30, 2025. Maintenance will be performed on UPS systems ranging from 12 KVA to 600 KVA across various campus buildings.

[OFFEROR RFI 09] “Additionally, our technicians have over 25 years of experience servicing Eaton, Vertiv, Schneider, and Toshiba UPS systems. While they are not OEM-certified, they possess extensive hands-on knowledge and a thorough understanding of these systems. NATIONAL INSTITUTE OF STANDARD AND TECHNOLOGY (NIST)

I. BACKGROUND INFORMATION

National Institute of Standard and Technology (NIST) is a non-regulatory federal agency of Department of Commerce. NIST’s goal is to promote innovation by advancing measurement science, standard, and technology. To support critical loads and applications, NIST has Uninterruptible Power Supply (UPS) Systems installed to protect sensitive equipment from power outages, power spikes, and brown outs. It is important that the UPS systems be maintained to ensure full operational performance. Therefore, maintenance support services are required.

II. PURPOSE

NIST has requirements for services to maintain approximately 25 UPS systems, and associated equipment in nine (9) buildings, which are building numbers 215, 216, 217, 218, 219, 227, 235, 302, and 317. The services include 24/7 emergency repair, on-site preventative maintenance (PM), UPS battery replacement, AC/DC Capacitor replacement, and other services.
