Question Answer
RFP section L.12 1352.270-71 PRE-BID / PRE- PROPOSAL CONFERENCE AND SITE VISIT sub-paragraph f states “Names of individuals planning on attending the site visit are due 7 days in advance of the site visit.” However, L–1.5.2 instructs bidders to “send a list of names to attend the conference to brenda.hitchcock@nist.gov and noah.branscom@nist.gov no later than 4:00 pm 20 Mar 20,” which is 5 days in advance of the site visit. Can the government please clarify when site visit registration is due?
See Amendment 0001
RFP section L–1.5.1 reads “The pre-proposal conference and site visit (L.12, Provision 1352.270-71) will be held: Date: 25 Mar 20 Time: 10:00 pm Location:
NIST Boulder, Building 1 Auditorium,” while L.12
1352.270-71 PRE-BID / PRE-PROPOSAL
CONFERENCE AND SITE VISIT sub-paragraph f states “The pre-proposal conference will be held: Date:
Mar 25, 2020 Time: 10:00 AM Mountain Location:
NIST 325 Broadway Boulder CO 80305-3328 Building 1 Auditorium.” Are we correct in the assumption that the site visit is to be held at 10:00 am Mountain time on March 25?
See Amendment 0001
With such a large number of personnel on this proposal listed as “key personnel” , and the L-4.2.4 requirement to have a letter of commitment for each of these employees, is it the intent of the government to replace all current employees should the incumbent not win the re-compete?
The Government cannot dictate that specific employees be hired under any contract as that is strictly an employer/employee issue. It is noted that both the existing contract and this solicitation contain the clause 52.237-3, Continuity of Services. This clause requires the incumbent to allow the successor to conduct on-site interviews with employees and release them. See subject clause for full text.
https://www.acquisition.gov/content/52237-3-continuity-services
Would the government reconsider the key employee list and trim it to the Project Manager and their alternate?
The number of key personnel will not be changed.

Question Answer
M-2.4 FACTOR (C) - TECHNICAL APPROACH
reads in part, “The evaluation will include an assessment of…the Offeror’s plan of approach to safety and quality control.” As both Quality Control and Safety plans often number dozens of pages, if not hundreds, given the page limit to the technical approach section, it is our understanding that the Government is seeking simply contractor’s general approach to Safety and Quality Control, with more detailed plans to be provided at award; is this correct? If this understanding is not correct, will the Government accept contractor Safety and Quality Control plans as appendices to the Technical Volume?
Per Instructions to Offerors, L-4.3 FACTOR (C) - TECHNICAL APPROACH, L-4.3.4 and L-4.3.5, pages 112-113 of 120, the offeror shall submit a Safety Plan of Approach and Quality Control Plan of Approach.
Full Safety and Quality Control plans are not required.
Can you provide a list of all current subcontractors on this project?

This heat exchanger is used to provide cooling water to the 4 air compressors in the CUP.
See Heat Exchanger Information attachment for specifics
What size is the boiler listed as 25-BLR-001 under the NIST site equipment (Boulder)?
700,000 BTU/HR
Can you provide a detailed list of all repairs made in the past 3 years that were deemed “minor” that are to be included in this contract?
Typical items for the minor repairs include expendable lower cost parts such as gaskets, float valves etc. As this is included in the requirement for CLIN X001 the government has no historical information available.
PAGE 9 OF 19 1333ND20RNB1900100001
Do any of the air handlers on this contract require specialty air filters (HEPA, MERV 13, Carbon, Bag, etc.)?
None of the air handlers listed require specialty filters for the reoccurring preventative maintenance. The equipment takes Merv 8 (40%) disposable filters. In the case an air handler has a higher level final filter with a differential pressure gauge indicating it needs to be changed, this would be addressed through the contract line item of repair (CLIN X004) or by/through government personnel
Do all of the current staff working under this contract meet the requirements laid out in the PWS (stationary engineer licenses, universal CFC licenses, experience required, etc.)?
Yes
In light of the restrictions in place across the country, as I am making travel plans I just wanted to inquire if you envision that the site visit may possibly be postponed at all?
The original site visit has been cancelled. Once NIST operations are return to normal, a site visit and related information will be updated.
See Amendment 0001
I am checking in to see if the government has considered postponing or made arrangements that are consistent with social distancing and limitation of group gatherings to no more than 10?
See Amendment 0001
Is it the government's desire to have contractors have final RFP responses delivered by 2 pm April 10, 2020?
See Amendment 0001
Will the Government please hold a virtual industry day in lieu of the canceled industry day?
See Amendment 0001
In lieu of the canceled industry day and Covid-19 epidemic, will the Government please extend the proposal due date?
See Amendment 0001
PAGE 10 OF 19 1333ND20RNB1900100001
Why has this contract moved to large business from total small business?
Market Research was conducted to include a source sought published to FBO. Based on industry response to our efforts there was not sufficient interest expressed by small business to warrant a total small business set aside.
Is there an incumbent contractor? If yes, who is it, what is the contract number and contract value?
Current contract information:
Contract Number SB134114CN0018 Facility Healthcare Services, Inc.
2830 E 162nd Court Brighton, CO 80603 Total Contract Value: $12,200,753.62 Pricing breakout per period of performance is available through FPDS and provided at the end of this document
Section L–3.2.4 Submission Address states hard copy delivery of proposals.
Question: With the Covid-19 pandemic and the requirement for self quarantine will the Government allow emailed electronic delivery instead of hard copy?
See Amendment 0001
L-4.2 FACTOR (B) – ORGANIZATION,
MANAGEMENT & KEY PERSONNEL - L-4.2.7
Key Personnel Resumes. The offeror shall complete and submit a Key Personnel Resume Form using Attachment (B) Resume for Key Personnel) for each Key Personnel individual proposed.
Question: To encourage competition and reduce the competitive advantage to the incumbent contractor will the Government reduce the number of key personnel?
The number of key personnel will not be changed.
PWS table Section 2 Key Personnel lists the key personnel Stationary Engineers and HVAC Technicians, Is there multiple key personnel? If yes how many at at which sites? or is there just one key per labor cat?
The exact number of key personnel, unless specifically stated in the PWS, is determined by each offeror.
Note that the requirements for the operation of the Boulder CUP are different from the requirements for Preventative and Scheduled Maintenance for equipment at the WWVh Field Site in Kekaha, HI (CLIN X002) and Preventative and Scheduled Maintenance for equipment at the WWV/WWVB Field Site in Ft. Collins, CO (CLIN X003)
PAGE 11 OF 19 1333ND20RNB1900100001
Based on the infomration provided in the PWS is is extremely difficult for non-incumbent contractors to accurately estimate the level of effort.
Question: To allow for a competitive environment, will the Government please provide the current level of effort in FTE number and labor cats at each site?
2 individuals, 1 stationary engineer and 1 HVAC mechanic, are required per shift. The stationary engineer must remain in the plant while the other individual can do rounds, respond to alarms etc. (PWS
3.1.5 and 3.1.6). There is no requirement for full time staffing in Ft. Collins and/or Hawaii, only to complete preventative maintenance (PM).
The PMs (see PWS Attachment 1, MR_PM List.)
will be issued at the beginning of the month and must be completed by the end of the month for each site.
See PWS Section 4 for PM requirements.
Attachment 5 Section 1.3 INTENT states, "Ensure the continued operation of the high pressure boilers, chillers, air compressors, and all associated equipment and systems so the site can operate in a 24 hours per day, 7 days per week, 365 days per year (24/7/365) environment with minimal interruption and downtime to technical program requirements."
Question: Does this require 24/7/365 onsite personnel or onsite personnel just 7:00 AM to 5:00 PM, Monday through Friday, on normal Federal workdays?
Per PWS 1.2 The CUP shall be staffed with 3 shifts of staff per 24 hours
L-5.2 Completed Pricing Sheet using RFP Attachment
(D) Pricing Sheet in Excel format. Submit the Excel file on a single CD.
Question: Will the Government please provide an Excel pricing spreadsheet?
The Excel File has been uploaded to the announcement
J.9 Attachment E - Subcontracting Plan Requirements Question: If offeror is a small business are they required to submit J.9 Attachment E - Subcontracting Plan Requirements?
Per L.1 Instructions to Offerors, L-4.4, Factor D - Small Business Utilization, L-4.4.1 The offeror shall complete and submit a completed Small Business Participation Commitment Document (SBPCD), RFP Attachment (D). An offeror that is a small business is not required to submit any further documents.
An offeror that is a small business would not be required to submit a subcontracting plan.

J.10 Attachment F Pricing Sheet - Base Total $ 150,000 Question: Please explain the plug number for Base, Option X Total of $150,000. Is the annual total for
CLINS 0001 - 0004 $150,000
This error has been corrected. $150,000 is the amount NIST anticipates funding on an annual basis for CLIN X004.
M-2.6 FACTOR (E) – PRICE
Each price proposal will be evaluated to determine the reasonableness of the offerors proposals for overall price based on CLINs X001 through X003. The price proposal will be evaluated but not given an adjectival rating. Price proposals may be ranked from lowest to highest in price.
The hourly rates contained in CLINs X004 will be evaluated on a per hour basis. One or more of the following techniques will be used to ensure a fair and reasonable price:
M-2.6.1 Comparison of proposed prices received in response to the Solicitation.
M-2.6.2 Comparison of proposed prices with the
IGCE.
M-2.6.3 Comparison of proposed prices with available historical information.
Question: Will the Government provide the Historical contract pricing information mentioned in M-2.6.3 to make a competitive field for non-incumbents?
Pricing breakout per period of performance is available through FPDS and provided at the end of this document.
Historical contract pricing on a per CLIN basis will not be provided. An offeror desiring this information may submit a request under the Freedom of Information Act (FOIA) for consideration.
Does the Government anticipate postponing/extending the due date of this RFP until after the site visit has been rescheduled?
