1 PROJECT DESCRIPTION
1.1 Background
Building 1 at NIST Boulder (also known as the Radio Building) was constructed in 1954.
Building 1 is a cast-in-place reinforced concrete building. It serves as the main laboratory facility for research and measurements at NIST Boulder, supporting the NIST mission to provide measurements, standards, and technology that advance economic growth and address national needs. Building 1 comprises a total of approximately 320,000 square feet and includes administrative and support staff offices as well as laboratories. Building 1 includes a wide range of laboratory facilities that support research and measurements in areas such as electronics, nanotechnology, time and frequency measurements, quantum computing and quantum communications, laser science, optics, superconducting sensors, radio-frequency communications, magnetic field measurements, and many other areas. In many of these areas NIST Boulder performs the world's best research and measurements, including the world's leading quantum computing research programs, the world's most accurate atomic clocks, and some of the world's most sensitive measurements using unique superconducting devices. The extremely demanding and sensitive research and measurements performed in Building 1 require tight control of environmental conditions such as temperature, vibration, humidity, and air quality.
Renovation of Building 1 is a necessity for NIST's continued long-term support of US industrial competitiveness in the world market. The overall Building 1 Renovation (B1R) project has been active with the completion of Wings 3 and 6 in October of 2016 and will continue with renovation of Wings 4, 5 and a portion of the connecting central Spine. This will provide a significant assignable area of high-performance laboratory space to perform research and measurements needed by industry and the scientific community. The renovation will support key technology areas such as nanotechnology, biotechnology, new energy sources, computing and telecommunications in a high-performance facility.
Renovated spaces will be sufficient to support NIST's vision well into the 21st Century and will be supportive of infrastructure recently developed on site.
1.2 Existing Conditions
Building 1 is a reinforced, cast-in-place concrete building consisting of six Wings connected by a central Spine and comprising a total of approximately 320,000 square feet.
The building is in generally poor condition after decades of constant use, marginal maintenance, and numerous internal and external modifications. The building enclosure (roof and exterior wall assemblies) cannot provide adequate thermal insulation to effectively isolate internal conditioned spaces from the external climate which often results in unacceptable energy losses and an uncomfortable indoor working environment. The building systems (mechanical, plumbing and electrical) are inadequate to support current
NIST Boulder Page 5 of 20 April 30, 2019 occupancy loads and research requirements. The building is not compliant with modern life safety code requirements with regard to fire walls, fire detection, fire suppression, and emergency egress. In addition to the obvious practical inadequacies of the building, its esthetic deficiencies do not meet the needs of NIST as an organization and belies the quality and significance of the important research done here.
1.3 Objectives
To bring the building into compliance with modern building codes with regard to life safety, accessibility, energy efficiency and sustainability.
To upgrade building utilities, infrastructure and systems (mechanical, plumbing and electrical) to improve occupant comfort and meet new, evolving research requirements well into the 21st century.
To add and reconfigure space to better accommodate the growing NIST staff and their work.
To preserve the original historic architecture and its defining characteristics to the fullest practical extent, and to selectively enhance the building’s internal and external spaces.
Achieve a LEED Gold certification or better.
1.4 Project Delivery Method
This will be a Design-Build project utilizing bridging documents consisting of 30% Construction Documents (drawings and specifications) and a Program and Performance Requirements (PPR) document prepared under a separate contract by an architectural and engineering design team hereafter referred to as AE-1. The contract will be for a Firm Fixed Price (FFP).

All cost estimates for change order proposals will be required to show backup for labor hours/rates and a materials breakout. Lump sum cost estimates shall not be accepted.
2.6 Project Management Software
The DB shall obtain web-based project management software for use in scheduling and monitoring important project activities. The government shall have access to the software in order to monitor project progress, facilitate communication, and expedite and record its own responses to inquiries by the DB. The project management software shall be maintained solely by the DB. The software shall include means of recording the number, content, affected disciplines, key dates, recommendations, responses and outcomes related to the following:
