Page Section Para.
Has project been registered and accepted as LEED-NC versus LEED-CI?
Attachment 1 Statement of Work, Paragraph 3.4 doesn’t specify LEED NC, only that the project attain LEED Gold; however, RFP Attachment 12, “Sustainable Design Review for LEED-NC 2018” seems to indicate this is intended to be a LEED- NC project. 8/12/2019
No.
Is it NIST intention to provide more aggressive energy savings beyond meeting the LEED criteria? 8/12/2019
The project documents cite Government requirements to be met and the LEED requirements.
Is it expected that NIST Management will be a part of the Request for Information (RFI) process during design/construction of the project? Can it be expected that NIST will provide input/direction/answers to RFI’s within 10 days of the issuance of the RFI. 8/12/2019
NIST will strive to provide responses within 10 days.
Experience reveals that some topics require investigation/clarification and may cause deviation from the suggested limit.
Please confirm that all demolition and abatement for W5 is to be completed by NIST and not contractor prior to the commencement of work in the field (not design work)? If confirmed, except window demolition and exterior door demolition, please confirm if the window/door materials and adhesives have been tested for hazardous materials. 8/12/2019
NIST will complete demolition and selective abatement based on known requirements and to leave a secure, weather-tight structure. D-B is responsible for removal of remaining ACBM and hazmat.
Please confirm that the contractor will be provided a cold dark shell for W5 prior to the commencement of construction by the contractor. Please confirm that W4 and Spline demolition and abatement shall be performed by the contractor. 8/12/2019

Statement of Work, Section 3.1 suggests that in addition to the Program and Performance Requirements (RFP Attachment 3), there is also a Bridging Document. Is this true? And if so, will the successful teams of Phase I have access to this document for their efforts during Phase II? 8/12/2019
Phase II participants will have access to all "bridging documents" for this project at that time.
Past experience leads us to believe that the exterior windows of Building 1 contain hazardous materials. The Statement of Work suggests that the DB will be responsible for demolishing these windows. Can the DB expect that any component of the window deemed to be “hot” having been removed prior to contract award, or shall the DB carry this cost within their Phase II pricing? 8/12/2019
The windows have not been evaluated for hazmat.
Some topics will remain to be addressed by the D-B. For example the windows and roof will not be removed during the demolition project. Some abatement may be missed in the demolition effort. D-B will be responsible for addressing these.
Will the DB be provided with a hazardous materials report of any known hazardous material locations that were unable to be demolished/abated prior to contract award? 8/12/2019
Existing reports can be made available; however, the D- B will be responsible for review, analysis, and proper handling and disposal of the site and remaining materials.
Has the government performed a Design-Basis Threat Report for NIST’s Boulder campus? Will this be made available? And, with little improvement to the building exterior allowed by SHPO, is it anticipated that improvements beyond new windows be required to compensate for security risks, i.e. explosive blasts, automobile impacts, etc? 8/12/2019
This question applies to the Phase II portion of the RFP.
NIST will provide a response prior to the Phase II RFP.
The Program and Performance Document, page 103, states that “the computing center in Wing 5 may be required to remain operational through demolition and reconstruction”. This could impact construction schedule, risks, and most importantly safety. Will there be a determination on this prior to Phase II cost proposals? 8/12/2019

The Program and Performance Report states in the Storm Sewer Section on page 107 that the contractor shall not increase the site runoff and that the project is not expected to construct a detention pond. Based on the proposed improvements it appears possible that there will be any increase in impervious surface area resulting in an increase in runoff. If this is the case is onsite detention and/or water quality required and is there a preferred approach to accommodate the increase in runoff? Is there currently a system in place to provide detention and water quality for the campus and does it have any additional capacity? 8/12/2019
